PERMIT AND LICENCE NO. AP 84-62 



WHEREAS Alberta Power Lindited, pursuant to Permit and 
Licence No. AP 83-21, is the operator of a substation in the 
Louise Creek area designated as Louise Creek substation 
AP 809S; and 

WHEREAS Alberta Power Limited, by Application 
No. 840730 registered on 13 July 1984, applied to the Energy 
Resources Conservation Board for a permit to alter the said 
substation; and 

WHEREAS the Board considers it desirable that Permit 
and Licence No. AP 83-21 be revised and consolidated and that 
a new permit and licence be issued; and 

WHEREAS the Board is prepared to grant the 
application subject to the conditions herein contained and 
the Minister of the Environment, and the Associate Minister 
of Public Lands and Wildlife, each has given his approval, 
hereto attached, insofar as the application affects matters 
of the environment. 

THEREFORE, the Energy Resources Conservation Board, 
pursuant to the Hydro and Electric Energy Act, being chapter 
H-13 of the Revised Statutes of Alberta, 1980, hereby grants 
to Alberta Power Limited (hereinafter called "the Operator") 
a PERMIT to alter and a LICENCE to operate Louise Creek 
substation AP 809S, subject to the provisions of the Act and 
regulations and orders pursuant thereto, and to the following 
terms and conditions: 

1. The substation shall be wholly located in the 
North-east quarter of Section 10, Township 65, Range 11, West 
of the 5th Meridian.

2. Specifications of the substation shall be and include 
as f o 1 lows : 

(a) one - 2 40 /1 44 -kV transformer, 

(b) three - 240-kV circuit breakers, 

(c) three - 144-kV circuit breakers, 

(d) associated substation equipment, 

(e) an enclosure surrounded by a chain link fence, 

and as more particularly described in applications to the 
Board from the Operator, registered on 31 July 1981, 
5 November 1982 and 13 July 1984. 

3. The Operator shall satisfy the Board within 30 days 
of the completion of the alteration of the substation that 
such alteration has been in accordance with the provisions of 
this permit and licence and the Electrical Protection Act and 
regulations and orders pursuant to that Act. 

4. The Operator shall, within 30 days of the time that 
the substation is first energized, notify the Board that the 
substation has been energized and is operating within the 
specified voltage range. 

5. Insofar as it pertains to matters of the environment, 
this permit and licence is subject to the approval of the 
Minister of the Environment, hereto attached as Appendix A, 
and to the terms and conditions therein contained. 

6. Insofar as it pertains to matters of the environment, 
this permit and licence is subject to the approval of the 
Associate Minister of Public Lands and Wildlife, hereto 
attached as Appendix B, and to the terms and conditions 
therein contained. 

7. (1) Subject to subclause (2), the Operator shall 
satisfy the Board within two years of the date hereof that 
alteration of the substation as permitted herein has been 
comple ted . 

(2) On its own motion, or upon the application of an 
interested party, the Board may stipulate such later date for 
completing the alteration of the substation as it considers 
suitable under the circumstances.

8. The Board may 

(a) cancel or suspend this permit and licence, in 
whole or in part, for failure of the Operator to 
comply with any provision of the Act, the 
regulations or the terms and conditions set out 
herein, or 

(b) amend this permit and licence as it deems 
suitable in the circumstances. 

9. Permit and Licence No. AP 83-21 is rescinded.

section 13 of the Hydro and Electric Energy Act, by Ministerial Approval No. 
83-21 ERCB of an application by Alberta Power Limited to the Energy Resources 
Conservation Board in the matter of the Louise Creek substation AP 809S, 
insofar as the application affects matters of the environment; and 

Whereas the Energy Resources Conservation Board has advised that it is prepared 
to grant an application from Alberta Power Limited for alteration of the 
substation. 

Therefore, pursuant to section 13 of the Hydro and Electric Energy Act, I, 
Don Sparrow, Associate Minister of Public Lands and Wildlife, hereby approve 
Application No. 840730, registered on 13 July 1984, from Alberta Power

PERMIT AND LICENCE NO. CP 84-63 



WHEREAS TransAlta Utilities Corporation, pursuant to 
Permit and Licence No. CP 82-9, is the operator of a 
substation in the Burdett area designated as CP 3683; and 

WHEREAS TransAlta Utilities Corporation, by 
Application No. 841172 registered on 16 November 1984, 
applied to the Energy Resources Conservation Board for a 
permit to alter the said substation by adding a transformer 
and a circuit breaker; and 



WHEREAS the Board considers it desirable that Permit 
and Licence No. CP 82-9 be revised and consolidated and that 
a new permit and licence be issued; and 

WHEREAS the Board is prepared to grant the 
application subject to the conditions herein contained and 
the Minister of the Environment has given his approval, 
hereto attached, insofar as the application affects matters 
of the environment. 



THEREFORE, the Energy Resources Conservation Board, 
pursuant to the Hydro and Electric Energy Act, being chapter 
H-I3 of the Revised Statutes of Alberta, 1980, hereby grants 
to TransAlta Utilities Corporation (hereinafter called "the 
Operator") a PERMIT to alter and a LICENCE to operate a 
substation, subject to the provisions of the Act and 
regulations and orders pursuant thereto, and to the following 
terms and conditions: 



1. The substation shall be wholly located in the 
South-east quarter of Section 15, Township 10, Range 12, West 
of the 4th Meridian.

2. Specifications of the substation shall be and include 
as follows: 

(a) two - 138/25-kV transformers, 

(b) two - 138-kV circuit breakers, 

(c) associated substation equipment, 

(d) an enclosure surrounded by a chain link fence, 

and as more particularly described in applications to the 
Board from the Operator, registered on 4 December 1981 and 
16 November 1984. 

3. The Operator shall satisfy the Board within 30 days 
of the completion of the alteration that such alteration has 
been in accordance with the provisions of this permit and 
licence and the Electrical Protection Act and regulations and 
orders pursuant to that Act. 

4. The Operator shall, within 30 days of the time that 
the altered substation is first energized, notify the Board 
that the altered substation has been energized and is 
operating within the specified voltage range. 

5. Insofar as it pertains to matters of the environment, 
this permit and licence is subject to the approval of the 
Minister of the Environment, hereto attached as Appendix A, 
and to the terms and conditions therein contained. 

6. (1) Subject to subclause (2), the Operator shall 
satisfy the Board within 1 year of the date hereof that 
alteration of the substation as permitted herein has been 
completed . 

(2) On its own motion, or upon the application of an 
interested party, the Board may stipulate such later date for 
completing the alteration of the substation as it considers 
suitable under the circumstances. 

7. The Board may 

(a) cancel or suspend this permit and licence, in 

whole or in part, for failure of the Operator to 
comply with any provision of the Act, the 
regulations or the terms and conditions set out 
herein, or

(b) amend this permit and licence as it deems 
suitable in the circumstances. 

8. Permit and Licence No. CP 82-9 is rescinded.

WHEREAS The City of Calgary, pursuant to Permit and 
Licence No. CC 79-28, is the operator of a transmission line 
in the Calgary area designated as CC 5.83L; and 

WHEREAS The City of Calgary, by Application 
No. 841120 registered on 31 October 1984, applied to the 
Energy Resources Conservation Board for a permit to alter the 
said transmission line; and 

WHEREAS the Board considers it desirable that Permit 
and Licence No. CC 79-28 be revised and consolidated and that 
a new permit and licence be issued; and 

WHEREAS the Board is prepared to grant the 
application subject to the conditions herein contained and 
the Minister of the Environment has given his approval, 
hereto attached, insofar as the application affects matters 
of the environment. 

THEREFORE, the Energy Resources Conservation Board, 
pursuant to the Hydro and Electric Energy Act, being chapter 
H-13 of the Revised Statutes of Alberta, 1980, hereby grants 
to The City of Calgary (hereinafter called "the Operator") a 
PERMIT to alter and a LICENCE to operate transmission line 
CC 5.83L, subject to the provisions of the Act and

1. The route of the transmission line designated as 
CC 5.83L shall be as shown on the attachment hereto, marked 
Appendix A to this permit and licence, and as more 
particularly described in applications to the Board from the 
Operator registered on 14 May 1979 and 31 October 1984.

2. Notwithstanding clause 1 hereof, where the route of 
the transmission line is prescribed to traverse any parcel of 
land of common ownership, the Board, if it considers it 
appropriate and reasonable to do so, may, by stipulation, 
vary the prescribed location and route of the transmission 
line within the boundaries of such parcel of land. 

3. Specifications of the transmission line shall be and 
include as follows: 

(a) all structures shall be of steel, concrete or 
wood-pole construction, 

(b) the line shall be operated at a nominal voltage 
level of 138 kV, 

(c) on 14 Street NE, from St. Georges Island to 
17 Avenue NE , the transmission line shall be 
suspended from supporting double-circuit towers 
of steel lattice construction and designed and 
insulated for 240-kV operation, 

and as more particularly described in applications to the 
Board from the Operator, registered on 14 May 1979 and 
31 October 1984. 

4. The Operator shall satisfy the Board within 30 days 
of the completion of the alteration of the transmission line 
that such alteration has been in accordance with the 
provisions of this permit and licence and the Electrical 
Protection Act and regulations and orders pursuant to that 
Ac t . 

5. The Operator shall, within 30 days of the time that 
the transmission line is first energized, notify the Board 
that the transmission line has been energized and is 
operating within the specified voltage range. 

6. Insofar as it pertains to matters of the environment, 
this permit and licence is subject to the approval of the 
Minister of the Environment, hereto attached as Appendix B, 
and to the terms and conditions therein contained.

PERMIT AND LICENCE NO. 84-65 

WHEREAS The City of Calgary, at the time of 
commencement of the Hydro and Electric Energy Act, was 
operating a substation designated as CC 2S; and 

WHEREAS The City of Calgary, pursuant to section 40 
of the Hydro and Electric Energy Act, is deemed to be the 
holder of a subsisting permit and licence for the said 
substation; and 

WHEREAS TransAlta Utilities Corporation, pursuant to 
Permit and Licence No. CP 82-10, is the operator of a 
substation in the City of Calgary designated as East Calgary 
substation CP 5S ; and 

WHEREAS The City of Calgary, by Application 
No. 841120 registered on 31 October 1984, applied to the 
Energy Resources Conservation Board for a permit to alter 
substation CC 2S ; and 

WHEREAS the Board considers it proper and desirable 
that Permit and Licence No. CP 82-10 be revised and 
consolidated and that a joint permit and licence be issued t 
The City of Calgary and TransAlta Utilities Corporation for 
substation designated as City of Calgary No. 2 substation 
CP 5S ; and 

WHEREAS the Board is prepared to grant the 
application subject to the conditions herein contained and 
the Minister of the Environment has given his approval, 
hereto attached, insofar as the application affects matters 
of the environment. 

THEREFORE, the Energy Resources Conservation Board,

portion of the substation shall be and include as follows: 

(a) six 138-k.V circuit breakers, 

(b) four 138/13. 8-kV transformers, 

(c) associated station service equipment, 

(d) an enclosure surrounded by a chain link fence, 

and as more particularly described in an application to the 
Board from The City of Calgary, registered on 31 October 
1984. 

3. Specifications of the TransAlta Utilities Corporation 
portion of the substation shall be and include as follows:
