CTC proceeded directly into the development of a Phase 2 Dem/Val Plan in order to facilitate this initiative. As part of its effort to continue Pollution Prevention (P2), and reduce the impacts of training on the environment, the DoD is being proactive by testing an alternative backstop for use on military small arms firing ranges. All on-target bullets fired upon the Bullet Catcher installed at Fort A.P. Hill's Range 4 were stopped and contained within the bullet trap itself and no...

Some states have viewed teacher selection as a means of improving student performance and have mandated the use of site-based teacher councils. To assess the utility of this legislative action, an experimental study was conducted. This study uses a 2x3x2 factorial design that varies state legislation, role of the decision maker, and academic performance of the school site. Credentials of hypothetical teacher candidates were evaluated as if screening for a vacant position, and evaluations were...

PATRIOT ACT RE-AUTHORIZATION The Senate has virtually assured the re-authorization of the USA Patriot Act. The bill has been locked in Senate debate since mid-December. Democratic Senator Russel Feingold from Wisconsin opposed the measure to the final vote. While some lawmakers agree the bill is not perfect, they say the new version includes sufficient civil liberties guarantees to pass both the Senate and the House of Representatives. The new version will put a 4 year limit on controversial...

Enviroment - caused dissipation disrupts the hamiltonian evolution of all quantum systems not fully isolated from any bath. We propose and examine a feedback-control scheme to eliminate such dissipation, by tracking the free hamiltonian evolution. We determine a driving-field that maximizes the projection of the actual molecular system onto the freely propagated one. The evolution of a model two level system in a dephasing bath is followed, and the driving field that overcomes the decoherence...

We study the dynamics of a single excitation in a Heisenberg spin-chain subjected to a sequence of periodic pulses from an external, parabolic, magnetic field. We show that, for experimentally reasonable parameters, a pair of counter-propagating coherent states are ejected from the centre of the chain. We find an illuminating correspondence with the quantum time evolution of the well-known paradigm of quantum chaos, the Quantum Kicked Rotor (QKR). From this we can analyse the entanglement...

We study a way of $q$-deformation of the bi-local system, the two particle system bounded by a relativistic harmonic oscillator type of potential, from both points of view of mass spectra and the behavior of scattering amplitudes. In our formulation, the deformation is done so that $P^2$, the square of center of mass momentum, enters into the deformation parameters of relative coordinates. As a result, the wave equation of the bi-local system becomes nonlinear with respect to $P^2$; then, the...

In this note we propose to show that the K\"ahler-Ricci flow fits naturally within the context of the Minimal Model Program for projective varieties. In particular we show that the flow detects, in finite time, the contraction theorem of any extremal ray and we analyze the singularities of the metric in the case of divisorial contractions for varieties of general type. In case one has a smooth minimal model of general type (i.e., the canonical bundle is nef and big), we show infinite time...

GdFe3(BO3)4 exhibits a structural phase transition at 156 K, antiferromagnetic order of the Fe3+ moments at 36 K followed by a spin reorientation phase transition at 9 K. The reorientation phase transition is studied through dielectric, magnetic and heat capacity measurements under the application of external magnetic fields of up to 7 kOe. The dielectric constant indicates the existence of two distinct anomalies at T_SR = 9 K that separate in temperature under external magnetic fields. The...

It is shown that a Bose-Fermi mixture of a degenerate gas of spin-polarized fermions, whose number significantly exceeds the number of bosons, embedded in a strongly anisotropic trap, is described by the one-dimensional coupled nonlinear Schrodinger equation for the boson component and the wave equation with external source for the fermion component. Depending on the type of boson-fermion interaction, the system may display modulational instability and the existence of solitons in the fermion...

The full time-dependent four-wave mixing polarization in quantum dots is microscopically calculated, taking into account acoustic phonon-assisted transitions between different exciton states of the dot. It is shown that quite different dephasing times of higher exciton states in pancake anisotropic InGaAs quantum dots are responsible for the experimentally observed [1] double-exponential decay in the photon echo signal.

We investigate the spectral and localization properties of unmagnetized Heisenberg-Mattis spin glasses, in space dimensionalities $d=2$ and 3, at T=0. We use numerical transfer-matrix methods combined with finite-size scaling to calculate Lyapunov exponents, and eigenvalue-counting theorems, coupled with Gaussian elimination algorithms, to evaluate densities of states. In $d=2$ we find that all states are localized, with the localization length diverging as $\omega^{-1}$, as energy $\omega \to...

THE VA'S FISCAL YEAR 2007 INFORMATION TECHNOLOGY BUDGET THURSDAY, MARCH 2, 2006 U.S. HOUSE OF REPRESENTATIVES, SUBCOMMITTEE ON OVERSIGHT AND INVESTIGATIONS, COMMITTEE ON VETERANS' AFFAIRS, Washington, D.C. The Subcommittee met, pursuant to notice, at 10:00 a.m., in room 340, Cannon House Office Building, Hon. Michael Bilirakis [Chairman of the Subcommittee] presiding. Present: Representatives Bilirakis, Strickland, Reyes, and Buyer. MR. BILIRAKIS. Good morning. Today we will examine the Department of Veterans Affairs (VA) information technology (IT) budget and review VA's IT expenses. It is certainly, as you know, not new to the Committee, nor is it new to the Subcommittee. However, this year we have for the first time a line-item breakdown of the VA's IT budget. Previously we would have to look at over 50 areas of the budget to figure out the Department's IT budget. On November 30 of last year, the President signed fiscal year 2006 Military Quality of Life and Veterans' Affairs Appropriation Act (PL 109-114), which included in the conference report

A set S of vertices in a graph G resolves G if every vertex is uniquely determined by its vector of distances to the vertices in S. The metric dimension of G is the minimum cardinality of a resolving set of G. This paper studies the metric dimension of cartesian products G*H. We prove that the metric dimension of G*G is tied in a strong sense to the minimum order of a so-called doubly resolving set in G. Using bounds on the order of doubly resolving sets, we establish bounds on G*H for many...

This paper focuses on recursive estimation of time varying autoregressive processes in a nonparametric setting. The stability of the model is revisited and uniform results are provided when the time-varying autoregressive parameters belong to appropriate smoothness classes. An adequate normalization for the correction term used in the recursive estimation procedure allows for very mild assumptions on the innovations distributions. The rate of convergence of the pointwise estimates is shown to...

Every smooth closed curve can be represented by a suitable Fourier sum. We show that the ensemble of curves generated by randomly chosen Fourier coefficients with amplitudes inversely proportional to spatial frequency (with a smooth exponential cutoff), can be accurately mapped on the physical ensemble of worm-like polymer loops. We find that measures of correlation on the scale of the entire loop yield a larger persistence length than that calculated from the tangent-tangent correlation...

We present a topological description of quantum spin Hall effect (QSHE) in a two-dimensional electron system on honeycomb lattice with both intrinsic and Rashba spin-orbit couplings. We show that the topology of the band insulator can be characterized by a $2\times 2$ traceless matrix of first Chern integers. The nontrivial QSHE phase is identified by the nonzero diagonal matrix elements of the Chern number matrix (CNM). A spin Chern number is derived from the CNM, which is conserved in the...

We consider a model Hamiltonian describing the interaction of a single-mode radiation field with the atoms of a nonlinear medium, and study the dynamics of entanglement for specific non-entangled initial states of interest: namely, those in which the field mode is initially in a Fock state, a coherent state, or a photon-added coherent state. The counterparts of near-revivals and fractional revivals are shown to be clearly identifiable in the entropy of entanglement. The ``overlap fidelity'' of...

We present polarization profiles at 1.4 and 3.1 GHz for 14 young pulsars with characteristic ages less than 75 kyr. Careful calibration ensures that the absolute position angle of the linearly polarized radiation at the pulsar is obtained. In combination with previously published data we draw three main conclusions about the pulse profiles of young pulsars. (1) Pulse profiles are simple and consist of either one or two prominent components. (2) The linearly polarized fraction is nearly always...

The declustering problem is to allocate given data on parallel working storage devices in such a manner that typical requests find their data evenly distributed on the devices. Using deep results from discrepancy theory, we improve previous work of several authors concerning range queries to higher-dimensional data. We give a declustering scheme with an additive error of $O_d(\log^{d-1} M)$ independent of the data size, where $d$ is the dimension, $M$ the number of storage devices and $d-1$...
