i'm news director for utah public radio at utah state wrun versety. i have been asked by the utah debate commission to moderate this evenings debate. we're live on the campus of utah state university in logan broadcasting from the performance hall where we're holding the debate between candidates in utah's race for governor. tonight we'll hear from the incumbent republican governor and his democratic challenger. now before we began each candidate will receive a 90 second opportunity for a statement and prior to it and will be the first to give his 90 seconds -- i'm sorry, governor herbert will be giving the first statement. >> we'll begin with you governor herbert. >> and one of the great universities in utah and appreciate and thanks for the debate commission and thank you mike for being here today. i think we're all aggies and i think we're looking forward to having some aggie ice cream when this is all over. it's great to be with you. let me just rehearse. when i came into office 7 years ago we had very difficult times where the depths of the great

[ applause ] this week we witnessed a remarkable outpouring of love and support for hometown hero officer doug barney, who gave the ultimate sacrifice while in the line of duty. he was a husband, a father of three beautiful children, a dependable friend and brother, and an honorable public servant. in honor of him and others who have left and gone before, let us today commit ourselves as a state to show greater respect and appreciation for the men and women who willingly put themselves

well, that's not the way we do it in utah.

let's move to utah, though. how do you expect the numbers to shake out on the republican side in utah? if we can pull those numbers up again. at this point we have john kasich in second place with 22%. donald trump just below him at 19%. and there's only 2% in. so these numbers will change as we continue the evening. >> well, it's important for ted cruz to get over 50%. if he gets over 50%, he gets all the delegates and becomes a winner take all state. his campaign manager just tweeted a few minutes ago that ted cruz in fact would make over 50%. and he would get all the delegates. that's their bet. they're going out and saying it. so i think the numbers suggest that -- look, it's really interesting, because arizona and utah tell very different stories about the race. both very, very relevant. utah proves donald trump is still unliked by a large percentage of republican voters, and losing utah by a very large margin. arizona shows he's very well liked by a large number of voters, and that ted cruz hasn't been abl

the county we are in, utah county, over 80% latter-day saints. the county just to the north, salt lake county, nowhere near that. salt lake city is pretty even between latter-day saints and non-latter-day saints. utah as a state somewhere in the mid 60 percentile in terms of its mormon population. this is an unusually dense mormon demographic center, both inside and outside the kind of provo area. this is referred to as happy valley. it is lovingly so by dormancy know that this is a very culturally mormon place. and maybe a little bit more critically by folks who come and can't for the life of them find a bar or have a difficult time finding that cup of coffee in the morning. happy valley to them has a little bit different feel to them. it is definitely what makes provo provo. >> all weekend, american history tv is featuring provo, utah. c-span cities towards staff recently visited many sites showcasing the city's history. it is located approximately 40 miles south of salt lake city utah lake, the largest freshwater lake in the state. learn more

the winner in the utah caucuses. he's doing very well in utah. we have a key race alert on the other contests stillo outstanding. only 3% of the vote is in, but ted cruz has a lead, 58.8%. kasich is in second place and trump is in third place. only 3% of the vote is in. if cruz gets 50% plus one he will win aull the delegates. an exciting night in the race for the white house. >> more results still to come in. let's get some final thoughts. mark. >> we would have thought the race was over by now. if this was a year ago we would have thought this was over, we had our two candidates, it was going to be hillary clinton and jeb bush. we're still people come out right now running. we should be celebrating this. this is democracy at its best. you might not like the candidates that are still in, but people are excited and we should be happy about it. >> new people are coming in the process. >> that's true. donald trump says that all the time and he's right. it's not just donald trump on the republican side, it's bernie sand

so donald trump, you have utah tonight, perhaps utah goes to ted cruz. if ted cruz can win it all, will get above 50%, he would get 40. even under this scenario, holoo how far donald trump is. what happens if donald trump keeps his momentum. if donald trump wins wisconsin, he starts to pull it out. anybody think donald trump is not going to win his home state of new york? that's a bit down the calendar in the month of may? is ted cruz going to beat donald trump in connecticut or rhode island? maybe john kasich is the competition. even if you gave john kasich -- if he keeps doing this, he starts to pull away here. even if you assume ted cruz is strong in the west and you just fill them all in for ted cruz, this is a hypothetical scenario. even if you give ted cruz all the west, if you come back to trump, at some point you got to stop him in the delegate rich states. some states are proportional. but if trump keeps winning, gets delaware, maryland, new jersey, there's donald trump out here now. let's say indiana, kasich says he's going to compete there, le

it's about utah. it's about the republican side of the race in utah. in utah tonight, there's 40 delegates at stake. ted cruz is favored to win in the utah caucuses tonight. the reason that on a night like this there's so much more attention to arizona than to utah is in part because arizona, as you can see does have a few more delegates at stake tonight. the reason that arizona is getting the lion share of attention, everybody thinks the most important by far is because on the republican side tonight, arizona is winner take all. it's a really big prize for whoever wins that state. utah is not winner take all. the delegates will will be apportioned between the different candidates depending on how well they do. that is true unless somebody is able to pull off 50% of the vote in utah. if the winner is able to get more than 50% of the vote, that will likely be ted cruz, getting 50% or more of the vote, if he can do that then utah is almost as important as arizona. in fact, utah may be one of the most important states in this part of the race. if ted cruz

utah gets its land, right? there's no way utah didn't get its land, but utah didn't get its land. so what happened? what went wrong? what we're missing is a little piece of history called the compact theory. the deal was that the federal government was holding the land in order to dispose of it and dole it out into states, right? so the new states were brought in with the explicit understanding that they would get the land over time through the disposal of the land and grow to become equal. here's what the supreme court said. whenever the united states shall have fully executed these trusts -- they were holding it in trusts. that's the trust the supreme court is talking about -- the municipal sovereignty of the new states will be complete throughout their respective borders and they the original states will be upon equal footing. that is exactly what happened from 1785 until about 1913. do you know what happened in 1913? we passed the 16th amendment and we created income tax. we gave the feds a new source of revenue and suddenly they last all interest in liberating western lands.

donald trump is expected to do poorly in utah. does ted cruz cross 50% in utah. if he does, all 40 delegates go to ted cruz. if he's a hair under 40%, the allocation becomes proportional. cruz can drop and donald trump won't get many, but he could pick up three, four, five, six and in the battle we're looking at right now on the republican side, every delegate donald trump can get his hands on is precious for him because getting to that 1,237 is going to be so close. so utah is the big story on the republican side. >> we're going to arizona. jacob is at a caucus location. >> reporter: just as steve said utah is the delegate story tonight. i'm at a high school in utah and i'm talking quietly because there's people walking by amidst different classrooms. this is sort of like the political version of the movie whiplash. there are people going through the caucus process in the band room. they're holding up their hands as they decide who they're going to vote for. this is different from the iowa caucus. everybody here is going to be putting their ballots into boxes at

if you get 50% in utah, winner take all kicks in. can ted cruz finally prove not only does he say he's the alternative, but he can prove he's the alternative. if cruz can do that, it would put cruz back in contention. it would show trump has lot of trouble out in the west. >> one correction, it was donald trump that won the other four. >> donald trump won four and ted cruz keeps saying i'm the alternative. donald trump is favored in arizona. if he pulls that off, he's got almost 6 out of 10 tonightif he wins arizona, he stays on track and might lower his margins. the big complaint from cruz this week, he's been complaining about john kasich saying why are you out in utah? why won't you leave it to me? let me get 50 plus one. let's assume cruz wins 45%, donald trump comes in second, kasich comes in third, could end the night with donald trump still picking up 70 delegates. if he can pick up 70 delegates tonight, he'll reduce his math from needing 54% of the remaining delegates to needing 52% of the remaining delegates. if trump splits

[ applause ] the question before us tonight is simple. what is the state of our state? and just as important, what are we going to do to make it even better? six years ago our state found itself in the most severe recession since the great depression. the unemployment rate at the time was 8%. each of us had family members and friends who struggled just to get by. our economy had been weakened, but we did not give up hope. together we set a goal to not only recover from the great recession but to become the top-performing economy in america. six short years later, our state economy has added 219,000 new jobs, with an unemployment rate dropping from 8% down to 3 1/2% today. in fact, in nine of the last 12 months utah had the highest job growth creation of any state in the nation. [ applause ] our economy is now the third most diverse. income inequality is low. our wage growth is up. and just this fall the state of utah was recognized as the most fundamentally sound economy in america. john kasich is wrapping up a swing in utah. ted cruz also in utah today. for more on the fight for the gop nomination, we go to alease jordan. with a welcome to you, let's start with the kasich camp. he is firmly setting his sights on utah, making several stops there. take a look at this post from jennifer ruben in the "washington post." ohio governor, john kasich has a grand total of one primary state victory and 143 delegates. wins are propostrouse. the delegates are not going to get him there. why the push in utah? >> well, i think jennifer ruben is wrong saying that kasich couldn't win. i think no one knows what could happen at a contested convention. the delegates, it is going to come down to what the rules end up being, that's a 56-member rules committee of the rnc insiders favorable to kasich are going to decide when they meet in cleveland. there's so many unknowns still out there that kasich has strong support, managed to do fairly well on a very small team and small resources. so, as this race goes, it's going to be interesting to see the dynamic

i think in the end, utah will still be republican. >> romney's popularity is confined to utah. >> he did run for president once. i'm talking 2016, in the republican party, romney is not one of our heros anymore. he was a moderate, not a tough campaigner. he apologized for being a conservative. he did not, embrace his grandfather, which would have been a great idea for trying to get -- >> but congress -- >> the reality is that romney is part of the establishment that donald trump has run against and done so -- >> and his running mate, paul ryan, this is the conversation that's going to go on -- >> and to that point -- >> ryan is a young man and he's -- >> congressman, i covered you and your former colleagues for a long time in politics. and romney aside, to john's point, there is a very, very deep split, that is getting deeper and deeper with each election within the republican party. and if there is a president trump, it's going to be fascinating to see how he works with lindsey graham and ben sasse and even mitch mcconnell, people who are not even close to being donald trump -- >> i

at least for utah. the bottom line is that -- and despite the arguments, and even the fears of many people -- assuming all the federal rights are transferred to utah but the federal government continues to pay for wildfire suppression and protection, the fiscal impacts come close to a wash. about a plus $20 million from a comprehensive land transfer for the federal government and a minus $20 million for utah. so there are no major financial obstacles to a comprehensive land transfer. i think this is a very important point to make clear in the continuing public debate. so the question of federal lands really comes down then to a basic question of american federalism. and i think the answer is pretty obvious that the federal government owning 66% of utah is not exactly compatible with traditional american federalism thinking. so i'm going to turn now to the broader issue of the history of the public lands which i've spent a lot of time thinking and writing about over the last 40 years. on the whole, i've

and so, what happens here in utah is not likely -- >> stays in utah? >> what's that? >> it stays in utah? >> well, for now, it does. but we're building a new conservative movement, because we think that's what's required. you know, mike pence said the voters should come home to donald trump, which i think is ridiculous. because conservative voters are -- can never be at home with donald trump. donald trump has invited vladimir putin into influence our elections and undermine our elections and our democratic institutions. he's attacked people for their race and religion and their gender. this is not what real conservatives stand for. and it's not what principled conservatives in the mountain west and in utah stand for. so there's no going home to donald trump for true conservatives. >> what other state do you have a decent chance in winning? you've got a good shot in utah. we've looked at the numbers there, those electoral votes. where else can you win besides utah? >> our best chances are in the mountain west -- >> name the other state besides utah you can win? >> ida

it is not it up here in utah, and all over the united states. of equality utah. all that and more, coming up. welcome to democracy now!, democracynow.org, the war and peace report. i'm amy goodman. voters in new york are heading to the polls today for one of the most closely watched races of the election. donald trump's leading of the republican side will bernie sanders and hillary clinton are locked in an increasingly tight race for the democratic contest. has 18 of the last nine contests, but hillary clinton enjoys wide support in parts of new york where she served as a senator for eight years. at least new yorkers -- 27% of 3 million the state's population -- cannot vote today because are not registered as either democrats or republicans, and are therefore barred from voting in the closed primary. the deadline to switch party affiliation was back in october. meanwhile, more than 200 new yorkers who saw their party affiliations mysteriously switched are filing a last-minute lawsuit to try to make today's primary open. we will have more on the new york primary l

we collect utah history. we collect different parts of western americaa in utah, idaho, nevada and the first item i wanted to show was how the park came to be. there was a man who prevailed on the government to go into this part of the country. in 1871, he took a government expedition in. he came in with an artist and came in with a photographer. and these men were able to put on paper and film what they saw. and so between his paintings and jackson's photographs, which was one of the driving forces that enabled the legislation in 1872 to pass and grant signed the authorization in march of 1872 for the first national park, which was yellowstone. here is a ren dishon of moran's water color of the canyon of the yellowstone. here's one of mammoth springs. then we have jackson's photograph of the lower fall. this is the 1871 print of his -- one of his pictures on glass plates, keep in mind that they had a glass plate. couldn't enlarge it. the plate was as large as the picture. they had to coat it and then expose

on this issue of health care, let this be the session where utah leads the way in finding the right utah state solution. we have seen that kind of innovation and success in other areas of state government. for example, if we had simply added new employees over the last five years at the same rate as our growing population, we would have more than 2,200 additional full-time state employees today. instead we have reduced the number of state employees by 11%, saving utah taxpayers over $177 million in 2015 alone. what does that improved efficiency mean in practical terms for everyday utah citizens? i'll tell you. it means that our tax burden is one of the lowest in the nation. it means improved efficiency also means that you can now carry around your fishing or hunting license on your smartphone. it means that we can process fingerprints faster than ever before to get criminals off the streets and behind bars. and we have accomplished what many people would think is the impossible. we've actually reduced the average wait time down to four minutes at the dmv. four years ago my administration

that's in utah. i also stopped in park city, utah. park city has its own goal of reducing greenhouse gas emissions to below 2005 levels by 2020 through increased access to renewable energy and expanded recycling. park city is often seans an affluent resort, but a quufort its residents live below the poverty line. outside of park city, the rest of summit county is mostly rural and it was the county and city governments that partnered up along with local power providers to form the summit community power works, effort to encourage energy efficiency improvement across all levels of the county. they've done things like retrofit the town's affordable housing units taking steps to reduce carbon footprints. they don't have the ability to change zoning laws or building laws. that's all controlled by the state. offering just the economic benefits of efficiency, they are already seeing inspiring results. mr. president, i left utah optimistic. state climate toll gist rob gillies and the other scientists that i met with from utah state university

at least four utah. the bottom line is that and despite the arguments and even the fears of many people assuming all the rights are transferred to utah, but the federal government continues to pay for oppression and protection. the fiscal impact comes close to a wash. about a plus 20 million comprehensive land transfer for the federal government's na minus 20,000,004 utah. so, there are no major financial obstacles to a conference of land transfer. i think this is a very important point to make clear with the continuing public debate. so, the question of federal land really comes down then to a basic question of american federalism, and i think the answer is per the obvious that the federal government owning 66% of utah is not exactly compatible with traditional american federal-- federalism thinking. so, i'm going to turn now to the broader issue of the history of the public lands. i have spent a lot of time thinking and writing about over the last 40 years. on the whole, i sometime ago and recognize th

donald trump is speaking in utah this hour. utah also votes at the same time as arizona. utah and arizona both vote on tuesday. utah has a republican presidential caucus that night. arizona is a primary. but at tonight's donald trump event in salt lake city, people started lining up to get into this thing hours beforehand. most of the people who lined up for this event hours in advance were there in support of donald trump. as of right now, though, 200 anti-donald trump protesters have showed up at this same event. we'll keep an eye on those protests tonight as this donald trump event rolls on this hour. >>> ohio governor john kasich also campaigned in utah today. john kasich -- i don't mean anything by it, but he is generally seen as having next to no chance of winning in utah. ted cruz is actually the favorite in the utah caucuses, but it's interesting. the utah caucuses are not necessarily winner take all. so it appears that john kasich's strategy in the state of utah is to try to keep it close there. to try to get at least some delegates out of the state of utah. if j
