on tuesday on the coast of hokkaido. one day earlier mindulle brought tokyo more than 100 millimeters of rain per hour. one person is dead and over 60 have been injured. the storm continued to move northward ripping through the country's northeastern regions before it reached hokkaido. floods inundated houses and roads after nearby rivers overflowed. >> translator: i've never seen water come in like this before. >> translator: the water level got higher so quietly it was very surprising. >> officials are warning of floods, landslides and highways as the powerful storm continues to batter japan. >>> let's go now to robert speta for an update on mindulle. >> yes, this storm still tracking over hokkaido here. you can see it on satellite picture drifting off to the north and bringing a torrential amount of rainfall after making landfall and ahead of making landfall here on tuesday. remember these totals are over the past 72 hours because we also had another storm make landfall over the past weekend. in total nearly 300 milli

into tuesday mindulle will hit hokkaido, not good news. wide areas of japan will be affected by this storm. hokkaido may see an additional 200 millimeters of rainfall with very strong gusts. also, waves will be up to 7 meters. stay away from the coast. definitely not good news because over the past two weeks, hokkaido was buffeted by a couple of storms. yesterday tropical storm kompasu made landfall in the eastern portions of the island. one person was killed because of floods and heavy rainfall has already caused significant flooding in many areas. two systems hitting hokkaido in one season is -- actually, we've never heard before. now, in fact, over the past 20 days, much of hokkaido had significant amounts of heavy rainfall. for example, nemura had over 300 millimeters typical average rainfall for august is 120 millimeters. ababout three times more than t montnthly rainfall thafellll in0 da or so.. agagain, one more syem i is expected to move into hokkaido. definitely not good news. more floods could happen. actually, it's not the end o

and i want to point out -- haneda airport is quite a ways from hokkaido. but we're still feeling the impact from that gust. now, i mentioned the low pressure system that was the instigator of all this, it is pushing off toward the east. the winds will start to relax and we should see some improving conditions. we'll have a high pressure system moving in bringing southerly fl. buwe stilleed to go through tuesday night into wednesday before things start to calm down. so, expect anywhere from 35 to 40 centimeters of snowfall from hokuriku up to hokkaido. gusts still up to 144 kilometers per hour. waves stay in where from 7 to 8 meters, and so it's still going to be quite intense, at least as we go throughout the day on wednesday, and then we should start seeing some calm, and we should also see warmer temperatures. we're looking at midteens for tokyo and we're going into the single digits for sapporo with drier conditions for thursday and friday. close to 7 degrees coming up on saturday. we will also see warmer conditions in beijing for the rest of this week.

i'll show you video coming out of eastern hokkaido here in northern japan where the crane, actually a popular symbol of japan out here, about 50 of them were spotted here, a national protected species in eastern hokkaido. the temperature dropped down to about minus 8 degrees. pretty incredible images these birds. you get fairly luck can we if you actually get to see them out there. definitely starting to head south with more and more cool temps setting in out here. this front here going to be one of the coldest blasts of winter yet here this year. as this does continue to push off toward the east, first we'll be seeing rainfall across parts of honshu, maybe toward parts of hokkai hokkaido. that will change over toward snowfall, some areas 20 to 30 centimeters on top of an already above-average snow base around sapporo, extending through tohoku, niigata into nagano. it's not just the snow. there's going to be vastly lower temperatures. sapporo minus 2 for the morning low. tokyo 4, flirting with the zero-degree mark, some inland areas pushing the freezing point here on thursday admonish

this is not the first railway line in hokkaido forced to shut down. in the 1980s, the former national railway operated many lines. but currently only these ones are running. in november, the railway company announced 13 sections are becoming too difficult to sustain. together they add up to 1,200 kilometers, about half of their firm's entire operation. shutting them down would have a huge impact on the people who live across the region. >> translator: i need train service for my hospital visits. i have no idea how i can manage with no means of transportation. >> reporter: and residents aren't the only ones voicing concern. an expert on public transportation says railways must be an integral part of community planning. >> translator: a dwindling aging population and depopulation can be seen in other parts of japan. the continuation of public transportation systems is a problem for rural communities. >> reporter: j.r. hokkaido made a proposal in which local governments own part of the railway's facilities. for now these governments must figure out how t

hokkaido as well, you can expect that snowfall on saturday and sunday. even over towards monday only a high of 7 and it does cool off by sunday. across the mountains there in central japan, i know this is very autumn like, but a little taste of winter a little bit early here. actually i'll show you some video coming out of nagano prefecture, one of the more popular ski resorts out there has just recently opened here. they just started making some artificial snow opening in late october, two runs open, 15 yards wide, 400 meters long. you can see a little jump course there as well. you can get out there if you do want to scratch that itch to head out to some of the ski slopes. not until december will all ten of their slopes open up, that's just the artificial stuff and with the temperatures up in the mountains, they're definitely working hard to keep those slopes running. meanwhile back towards the west, high pressure continues tos ts dominate, keeping things on the cold side there in northeastern china. unfortunately, that high does create an inversion. a

>> this is going to continue to bring some rough weather through tohoku through hokkaido. we're going to still see some scattered showers out here. taking a look at the satellite her, this is our tropical storm that approached overnight. it was actually relatively weak or we're starting to see this reintensify and bring in still some gusty winds out there, up to 85 kilometers per hour, even reported overnight there at tokyo's airport. we saw some delays, even a little bit closer to the coast, 92 kilometer per hour winds and look at that, 7 meter high surf. let's see some video we have coming out of this area. this is in ibaraki prefecture. this is a time where you want to stay away from the beach. in ibaraki, some 150 homes lost power overnight. over 160 trains further towards the north have already been shut down, especially hokkaido in preparation for the storm system. now as we take a look at the radar imagery, we still are watching this track along the coast, and the main thing with this, this is moving over the current, so still maintaining some sort of intensity, it

at an airport in hokkaido. everyone onboard evacuated. the local fire department says three female passengers suffered minor injuries in the process. the plane was supposed to fly to western japan. 159 passengers and six crew members were on board. one of nhk's staff was on the plane. he says it was on stand-by waiting for the weather to improve. he smelled something burning and saw the smoke coming from the plane's right side engine. officials are investigating the cause. >>> japan will donate $1.2 million to taiwan after an earthquake earlier this month. the money will be donated to the red cross. it will be used for medical assistance and to help those who evacuated their homes. the funding follows a previous aid package sent by japan. the government says it will continue to work with taiwan to help survivors recover from the disaster. >>> currently in tainen city, it is 20 degrees celsius or 70 degrees fahrenheit. we're joined now with this weather's update starting with the united states. >> wild weather is expected to affect the dee

more snowfall for parts of hokkaido. you can see in the satellite picture, northwesterly winds moving through. and upper level low bringing warmer temperatures from the south, but it's not that much. so northern areas of honshu and hokkaido, this is adding moisture. so it means cool rain for parts of tokyo. but snow for northern honshu and most of hokkaido, the white stuff. these northwesterly winds, at least for wednesday here, is some good news. and the reason for that is that you have this coming in from the northwest and pushing down towards the south, and that means some semi- clear skies expected across southern areas of kyushu. this is great news especially for the weather triple-team here. we have the satellite launch today, that is the backup, or the secondary to the next generation weather satellite. so another tool in the garage that we can use to show you some of the information displayed here for our weather forecast. and the good news, the weather looks pretty decent for it. sunny skies, high of 22, wind, w

a new expressway is being built in kushiro, hokkaido. a drone is being used to conduct surveys. the drone can take 800 aerial photographs in just 30 minutes. the photos are used to create three-dimensional blueprints. it used to take three people about two weeks to process and interpret the data and create the blueprints, but now one person can do it in a day. a computer network transmits the completed blueprints directly to the construction equipment on site. a display panel inside this back hoe shows the operator where to scrape away the earth with precision down to a millimeter. a worker standing outside the back hoe used to tell the operator where to move the shovel. but, thanks to the ict technology, that extra role has been eliminated. >> translator: i was surprised, to say the least. it's like working a game console. what an amazing world we live in. >> this small construction firm has 36 employees. it started using ict earlier this year. company managers believe the technology will allow them to improve efficiency and cope with a chronic reluctant to work in this industr

some areas in hokkaido seeeeing the depth of around 77 centimeters. that's very impressive. so if you're a big skiing person, yoyou may be saying, who lolots of snowfall there. now, we do have a low pressure system coming alongside the pacific side of japan. as that takes place it's going to actually drive in some warmer air. that's going to change things over from more of a snowy story to a rainy story. sapporo going into the rain mix by saturday. temperatures jump up to 10 for the weekend, 8 on sunday. tokyo looking for rain on friday as that system moves through the area. then we go to nearly 20 degrees by saturday and sunday. a big warmup is in store as we go into the weekend, possibly even into the first part of the next work week. as we look at the forecast for north america, most of the united states staying relatively dry. and high pressure is driving in southerly winds into southern california. that's actually elevating temperatures into much warmer than normal conditions. we're talking about lower 30s. so definititely seeingng some v warm weather there. another low

that's why parts of hokkaido, upwards of 60 centimeters of snow on the ground at this time. i'll show you some video actually coming out from asahika asahikawa, 40 secentimeters of snowfall, two to three times higher than the average for this time of year. it has started off pretty potent this winter thus far. the morning lows already stretching across parts of tokyo, some of the coldest air thus far, farther toward the west. the good news, those winds out of the northwest are tapering off today. we have high pressure coming in but we do have a low coming in from the southwest. that's going to move that out of the way and bring widespread precipitation. the tokyo area, rainfall starting here by thursday night throughout the day on friday before tapering off into the weekend then another blast of cooler air kind of comes in behind that. for now, tokyo with a high of 13, though. partly cloudy skies. seoul, a high of 10. even over toward beijing, just 9. do remember the air rather stagnant out there so the air quality indices rather poor here today. even down toward south taipe

snowfall across parts of hokkaido, into tohoku on tuesday into wednesday. tokyo remaining on the dry side. we have dry air advisories in place. it will stay that way through the next several days. by the end of the week, things will be changing up. we have another low that will develop back towards the west. for now, though, china, high pressure continuing to dominate. we are worried about haze across this area because of the stagnant air continuing to settling in. taipei with a high of 21. shanghai getting up to 16 here on your tuesday. all right. here's your extended outlook.

the northern island of hokkaido has a natural gem of its own. nhk world reports. >> reporter: lake shikosu is a caldera lake formed by a volcano that erupted more than 40,000 years ago. the lake's greatest charm is its perfectly clear blue water. scientists from the environment ministry have named this the highest quality water in japan for eight consecutive years. no major rivers feed into the lake which is why the water contains so few impurities. the lake is almost entirely filled by springwater or water from melted snow. he runs a dive shop. he used to work in okinawa so he knows a thing or two about crystal clear water. he says the lake is exceptional. >> translator: it's different from the ocean and it's truly blue. a deep blue. and the density of its color is completely different. there's no other underwater scenery like it. >> reporter: summer is the best time to visit. the warmer months set a stage for a stunning contrast in colors. aquatic plants appear just below the surface. their emerald green foliage sways gently in the blue water.

a 5.3 quake struck off hokkaido thursday afternoon and more could come. the jolt registered 6 minus on the seismic scale from 0 to 7. this footage is from our bureau in the city. our staff members say they felt tremors for about 30 seconds. no major damage was reported, but about a dozen panels fell from the ceiling at a fishery cooperative office. there are no reports of major injuries either. authorities say an elderly person in a care home received minor injuries after being hit by a falling object. the nearby had i gaaiwaii gausc plant has not experienced any irregularities. >>> both shinkansen and flights are operating normally. seismologists say the region has a history of repeated jolts. >> translator: there is a a possibility that a quake on the same scale as the one that hit today will occur. please be aware of seismic activities. >> researchers say the focus was shallow which caused the intensity to be strong compared to the mag nunitudmagnitude. >>> survivors of the abombic bombings are putting pressure on president obama to abolish nuclear wea

more rain is in the forecast, especially northern hokkaido. 100 to 150 millimeters. you have to watch out for it. cooler, drier air will make its way in by the weekend, but you have to get through that precipitation first. as we take a look down towards the south, we have this river of moisture still working its way in out of southeastern china called a tropical river because in the upper atmosphere you get these bans set out. it really does look like a precipitation here if you take a look at satellite pictures, parts of the southern japanese islands, guangdong, you will be seeing some heavy rainfall and there is that threat of localized flooding there. hong kong high of 30, showers there. taipei a high of 30. we'll be cooling down next week. and into seoul actually a high of 27. you'll be looking at the threat of passing thunderstorms. let's take a look over here towards the americas. talk about thunderstorms, we have this front that is pulling across the midwest in the high plains and that's been bringing some thunderstorms out there and even the threat of floodin

residents of hokkaido island were surprised by the storm, but that didn't stop them from going to work. japanese media says the snow storm caused more than 45-hundred power outages. . >> reporter: this dairy farm in hokkaido has joined the organization. the owner is seeking certification for his milk. the requirements are very strict. in addition to granting his animals freedom of movement, he must maintain high standards of hygiene. so he has a special shower room where he can gently wash the cow's feet. he then cleans each of them with a sterilized cloth before he starts milking. as a result his raw milk contains very little bacteria. his milk costs twice the national average, but he has some very loyal customers. in september, a hotel in tokyo started to use his milk in its desserts. >> translator: the hotel bought my milk because it's produced humanely. i'm very gateful. i want to promote the concept so it's nice to see the hotel serving my milk. >> japan's governor is teaching farmers these practices as a way to create more diverse options for consumers and products that come from humanely raised livestock are learning that happy animals make for happy customers. >>> and that's the latest in business for this hour. we will leave

from the tip of hokkaido we have video. a storm is causing scattered snowfall and high waves. there is a mid-winter like mass and trains, ferries and buses have been disrupted. authorities are warning people to watch out for more snow and avalanches into tonight. northern japan had the coldest autumn in 14 years and some areas have already seen lots of snowfall. the snowfall depth is as much as 93 centimeters in parts of hokkaido which is twice the amount we normally see and very strong winds in many areas of the north. now, we're seeing quite a lot of strong winds. there is a low pressure system which is a very potent, which intensified quite rapidly since yeyesterday. ththe pressssure gradients extremely titight. powerful winds are still blowing. wi gususts could reach as much as 126 kilometers into youour saturday. and snowfall of nearly 40 centimeters expected for the next 24 hours. but good news as we go into saturday. all the precipitation should be gone and sunny weather will come back in many places. temperatures are expected to rise in sapporo up to 7 on saturday and
