as garrett read earlier. is this a shift in the policy for pakistan or publicizing what has already been done inside the administration, which is a shift in policy toward pakistan? >> there may be a shift inside the administration. it is hard to tell. there's always been, you know, mixed policies toward pakistan. a lot of us see pakistan's actions as unhelpful toward u.s. interests, mostly because their actions are unhelpful toward u.s. interests. they do exactly what the president says. they give aid to the taliban, fighting our soldiers in afghanistan. on the other hand, they are also the line of communication, the logistics road by which we resupply our people inside afghanistan. as we've learned the hard way, when you really start pushing hard on pakistan, they can cut that line of communication, delay it and put our forces in afghanistan at risk. or force us to fly things in at very, very high cost. >> why inflame yet another very thorny foreign policy issue right now? >> good question. >> pleasure to ha

let's go back to garrett haake on capitol hill. this is a breaking news story. garrett? >> reporter: yeah, that's right. we're expecting this meeting between the president and minority leader chuck shumer to happen any minute now. some of our team saw chuck schumer leaving the capitol will ten minutes ago. it doesn't take that long to get across town. the question we're trying to answer now, i'm reporting this in realtime here is whether or not this will be a one-on-one meeting as it appears to be right now. we've reached out to mish mcconnell's office trying to figure out if he or any other top republicans are in the room. it matters because what we've seen time and time again with this president which is often the last person to have his ear on these major issues is the person who wins the argument. it's the complaints from lindsey graham that somebody got to the president between the time he thought he had a daca dealen at time he arrived later and learned he didn't. if this is one on one meeting between chuck schumer and donald trump who have shown some affinity, it

nbc's garrett haake has been covering the story all night for us. garrett, what more can you tell us about the call between the president and majority leader mitch mcconnell? did it get anywhere? >> reporter: alex, it's going to be tough to say until the senate opens this morning. senator ryan's speech there very much a political effort to cast blame for the shutdown on the shoulders of senate democrats. regardless of what you think of that argument, the ball will be in senate democrats' court this morning. they're going to have to decide if the new effort in the senate is enough to get their support, that is, the exact same continuing resolution that passed the house a few days ago, now lays before the senate with a shorter timetable. it would end february 8th instead of the 16th. why does this date matter? lindsey graham and other republicans involved in the senate immigration discussion say that shorter timetable ought to put pressure on the white house to strike a big picture deal. so what we're going to see develop over the day today is, is tha

garrett, i'll start with what we heard shimon reporting, that sessions was ed meddling in the election. what specifically would robert mueller's team have wouldn'ted to get from jeff sessions in this interview? >> well, there are multiple different phases of this russia investigation that jeff sessions intersects with. first, you have sessions own contacts with russian officials like ambassador sergey kislyak during the campaign on the sides of the republican national convention, potentially a meeting at the may flower hotel during one of -- then candidate trump's foreign policy addresses where jeff sessions and sergey kislyak were also present. and then, remember, he was involved during the transition and then obviously now as attorney general. so he has a window into the discussions that the president had had with him, around jim comey's firing, around that rod rosenstein memo that led purportedly, though the president himself has contradicted this theory, that led to jim comey's firing. so jeff sessions has been in a lot of rooms that bob mueller is trying to get inside himself now,

to these remarks from senator flake, garrett, tell us what your takeaways were? >> reporter: well, look, this is the second time we have seen this from flake going to the floor of the senate and delivering a speech, essentially entirely excoriating the president, calling his behavior unacceptable, as a reporter always standing up for the free press. but really talking about this long lasting danger as he sees it, that the president is inflicting on america that could last beyond the president's tenure, it's really striking, but from a purely political context, i have to tell you i was in arizona last week at a -- his is the minority viewpoint among republicans in his state. the people running to replace him are trying to keep donald trump close. he has some freedom to do this by the fact that he's going to leave the senate at the end of this year, but the speeches are the speeches, but it's hard to figure out whether that catches fire when at end of the day he's taking his ball and going home and not staying to continue that fight. >> garrett haake. i want do bri

let me start with you, garrett. what is the effort on capitol hill? what are they trying to get people to do? is there something that they're trying to get them to sign on to before, or are they still trying to explain what that something is? >> that's the million dollars question, nicole. i've heard frustration from republicans today that they don't know exactly what it is democrats want, that they really think they can get at this point. it's unclear if democrats are still looking for a big picture deal that would include a solution for daca recipients, for dreamers, a budget deal, kind of a big heavy lift they could get across potentially with presidential leadership and say-so. or if they're looking for an off ramp, a promise for something in the future, an opportunity to vote for what is on the table before them now and avert a shutdown tonight and fight these battles later. there are ongoing meetings on the hill as we speak. there was a meeting of democratic leadership from both houses a little while ago. told there is going to be another meetin

garrett. we also learned today that mueller interviewed jeff sessions last week and former fbi come director comey. last year does he it seem he could be getting closer to trump? >> it certainly seems that way. as renato said, these are people you do not interview until you are relatively far along in the investigation. but i think also the comey news and the session news should remind us that one of the constants in this is that bob mueller has always known much more than we think he does. he has always been several steps ahead of where the public reporting has been. the leaks are not coming from his team. you know, he is able to conduct these interviews in secret. and they come out days or even weeks later. and are sort of surprising to us when we find out. this goes i think perhaps to some of those dark areas of the investigation that both juliette and renato mentioned. we know that there is significant evidence that exists that we don't know about. >> hmm. >> remember george papadopoulos t

good evening, garrett. >> eric, good evening to you. this is not the first time president trump has urged republicans to get around democratic resistance using the nuclear option. you will remember earlier last year, when republicans were in the midst of tough negotiations to try and get healthcare reform, he also urged them to change the senate rules to allow bills to pass with a simple majority of 51 votes rather than 60. he did that again today on twitter when he tweeted in part if stalemate continues, republicans should go to 51% nuclear option and vote on real long-term budget. no cr's which is a short-term spending bill. now, senate majority leader mcconnell has flatly rejected that idea on multiple occasions, and he did so again today, but white house officials have also come out to explain that the nuclear option is just one of the many ways the president is suggesting congress could send this shutdown. today -- could end this shutdown. the today the white house is also pushing back of criticisms from democrats and republicans.

for more let's go to nbc's garrett haake on capitol hill. garrett, good morning. >> reporter: frances, good morning. we're staring at the outlines of a deal to potentially reopen the government by noon today. last night mitch mcconnell, the senate majority leader, said in exchange for votes from democrats, reopen the government and fund it through february 8, he would make a commitment to bring immigration issues and other issues that have been caught up in this debate to the floor to be discussed and debated within that timetable by february 8 if there weren't some other agreement made separately. the question that will have to be answered today will have to be answered by democrats. is that good enough from the majority leader? do they believe mitch mcconnell? do they trust him? and are they convinced that the president won't blow this deal up? democrats are scheduled to meet at 10:00. there's also scheduled to be a meeting of bipartisan group of senators who have been working to come up with exactly this sort of solution to reopen the gov

joining me now msnbc's garrett hake on the hill. trust, trust, trust, that's the word i hear over and over, yet when i look at the president's statement or anybody else, there is no trust in washington. >> no, there's a real trust deficit up here. outside of the bipartisan meeting room where things seem to be going on and seems to be some trust happening, but in the rest of this town trust levels are pretty low. two words to drive this debate over the next hour and potentially far after that are trust, which we've already touched upon, and the lack of it between democratic senators and the majority leader and intention. intention is the word that the majority leader mitch mcconnell has been using to say that he intends to bring to the floor immigration and border security related issues as part of a deal to reopen the government. democratic senators i've been talking to all morning say that's not good enough. they and even some republicans say would like to hear the majority leader use stronger language. make a commitment. make a pr

garrett, what is the latest? for people who have not been following this as closely as we have, what has happened, and what is likely to happen? >> reporter: sure, ali. if you just turned on your television, congratulations. your government has shut down. the senate could not find the 60 votes necessary to pass the continuing resolution that it passed through the house last night. an all day negotiating effort, largely between chuck schumer, the democratic leader in the senate, and the president fell short of convincing the president to do the big deal, the continuing resolution, the funding for the children's health insurance program, and the key step in this, the key piece that was missing, a big deal on immigration. so right now with the government closed, what's happening on the senate floor is this procedural vote to essentially reset the bill that is in front of the senate. majority leader mitch mcconnell has said instead of funding the government until the 16th of february, let's try funding it to the 8th.

garrett? >> reporter: and graham and cotton were going back and forth at each other today through the media. >> yep. >> reporter: when i interviewed lindsey graham this morning, he said tom cotton was turning into the steve king of the senate, a reference to probably the single most hardline member of congress on immigration. he says his immigration views, cotton's immigration views were a nonstarter. and, brian, tom cotton does not talk to television cameras. today he sought out the cameras to respond to lindsey graham. said the difference between steve king and lindsey graham is that steve king can win in iowa. and brought this back to the idea that cotton is more in line with what the president ran on, candidate trump's immigration policy, and cotton intends to hold the president to those promises. so the fact that those two men are standing within swinging arm distance is probably a good sign, it's at least an interesting one. the body language doesn't look great. if lindsey graham and tom

msnbc's garrett haake on the hill. okay, garrett, walk us through today. what exactly are they going to be voting on and what are the chances it passes? >> hey, stephanie. so the vote today at noon will be the vote that's been in front of the senate since midnight on friday night. this is a three-week extension in government funding going up to february 8th. it's the sixth year extension of the children's health insurance program. it's a delay of some obamacare taxes. the same thing in front of the senate on friday except three weeks instead of four. but this also comes from a set of promises about some legislative priorities. mitch mcconnell laid this out on the floor last night. let's listen. >> should these issues not be resolved by the time the funding bill before us expires on february 8th, 2018, assuming that the government remains open, it would be my intention to proceed to legislation that would address daca, border security, and related issues. >> so that's the promise for mitch mcconnell. if there's not a deal separately to deal with daca, borde

i want to bring in msnbc's garrett haake on capitol hill. lay out the aftermath after the big huddle at camp david this weekend. >> reporter: we're looking at a calendar here, january 19th is when the government runs out of money under the current funding situation that we have here. democrats want to make sure that any agreement to extend that deadline further to fully fund the government includes as big of a package deal as possible. and that means getting daca done. getting a fix for the dream earns. they have made that a major priority. and the white house in something of a politically savvy move has essentially said, okay, if you care about this this much, then surely you won't have a problem spending $18 billion or so for the border wall. it's a poisoned pill that divides democrats, it divides immigration activists. and makes the question, is it more important to get a fix for dreamers and stop this wall? or is it more important to say, we may be willing to pay for the wall if we can get the deal done? it is kind of a nightmare scenari

garrett, i'm going to give you my first shot at all of this. president trump heading back to washington in about three hours from now. what are his priorities for the new year, if you could sum it up in a little bit of a sound bite. >> sure. he's got a couple of bipartisan opportunities coming up this year on an infrastructure package and on immigration, two issues, on which the president could potentially work with democrats to score a big win if democrats are willing to work with him, as you pointsed out, in an election year. you mentioned the tax cut the president and his party will going to try to sell the plan. that's the president himself when he talked to reporters about this last night. he was far more opt mittsic than specif -- optimistic than specific about what he plans to do. >> we'll have a fantastic year. we're off to a very good start. with great tax cuts and anwar, getting rid of the individual mandate, which was very unpopular, as you know. but we're going to have a tremendous year. >> in the context of these two big internatio

msnbc's garrett hague joins me now here in the newsroom with more on this this. garrett, eyes are on doug jones. it's a slight shift but a shift in balance of power. republicans now only have one extra seat in the senate. what's this going to mean for the republican agenda? >> it's going to be a lot more difficult to get big things done for the republicans. really now the margin of error shrinks significantly. tough rand paul on a bad day who decides he wants to vote against something or john mccain or thad cochran or someone else who has health problems who's out, all of a sudden you can't get those votes across. it also gives doug jones a lot of leverage here to be a very important player in a lot of these decisions. he could be the conservative democrat that chooses to work with the president or work with republicans or issues that he cares about. he will ultimately have to be re-elected in a very red state, presumably against a stronger candidate than roy moore. so he could choose to deal or he could choose to be in more lock-step with the rest of his party.

garrett, i want to ask you quickly. we're learning that the bipartisan group of senators that were behind this or at least involved in this are going to meet tomorrow morning. >> reporter: that's right. this is the group that has been meeting in susan collins' office over the last couple of days. this is an opportunity perhaps for lindsey graham and jeff flake to try to close the deal, quite honestly, with their democratic colleagues. mcconnell's offer is on the table and see if that can't be good enough for the democrats in that room. we talked about some of the folks who have been part of that group. the two that come to mind are the two democrats from virginia, mark warner and tim kaine who are going to have thousands of federal employees who don't go to their jobs tomorrow when the shutdown starts. those are going to be people who are more inclined to want a way out of this. to see this group gathering again tomorrow to present some kind of united front in the hours between this meeting and the noon vote could poten

garrett was there, trying to hammer a shutdown deal in the offices of susan collins. we heard from her, lisa murkowski, heidi heitkamp, lindsey graham. they were being coy, failed to give detail on a proposal hammered out, but there is seemingly some agreement there of having a commitment to include immigration. what's the latest? >> some of the democrats went straightrom here tohuck scmer's office to continue the conversation with him. let me put together and try to give you what i think are the outlines here. first, this is the most optimism i've heard from senators of either party since before the shutdown started, that maybe, just maybe, they have something they can work with here. based on lindsey graham's comments, doesn't sound like they are talking about some new piece of legislation. what it sounds like is under discussion here is the idea that this bipartisan group could support voting for this piece of legislation that's on the floor, set for 1:00 vote, this three-week c.r., fund the government until february 8th, fund the c.h.i.p. program for six years. ho

garrett, what is the pushback though? we barely have two weeks to figure this out, as evidenced by the short-term spending bill and the next deadline looming where we could face another shutdown. hardliners have saying no way. what is the way forward on this? >> this is a remarkable proposal because it has something in it for everyone to hate. there's about 20% of folks on the far right on the immigration issue who hate the idea of giving what they consider to be amnesty to this expanded group, not just daca recipients, but an even larger group of folks who came here under that program beyond the typical -- what we've been counting as d.r.e.a.m.ers. then democrats hate basically everything else in this plan. ironically enough, the wall part of it may be the least controversial. it's the changes to legal immigration that they don't like. so you're hearing some of these loud voices on the right, like steve king, the congressman from iowa tweeting out we shouldn't be having some form of amnesty here. quotes from ted cruz say

what struck you most in terms of -- garrett raises an interesting point here. the president at one point seemed to say, you know what, i really don't have a north star, if you will. >> yes, he said -- >> when it comes to my legislative priorities. whatever you guys come up with, bring it you guys come up with bring it to me i will sign it. >> i think that was donald trump the deal maker saying something along the lines of whatever position you guys agree on i will back. i think he was saying i really want something that is bipartisan here. we got to come together on this and i have your backs on that. i think there are a couple of points here. let me touch on lindsey graham tweeting that is one of the most fascinating meetings he has been a part in. i think the white house would be pleased to see that tweet from lindsey graham. what struck me stepping back a little bit, if you look at this as a whole of all things we have learned today donald trump backing comprehensive immigration reform, something that the freedom caucus has come out and said they wouldn't be
