we're joined now by new york deputy commissioner, john miller. i want to start with you, when there's an attack like this what is the immediate response of the nypd? >> the immediate response is to very quickly leverage our foreign posts we have a dozen detectives posted overseas, get to the people either where the attack is or in the region. they contact their partners, what we want to know is, what did the bad guys do. what was their machine, how did then immediately start to apply protection against the light target sets or other vulnerable locations in new york. the idea is, john, in the first hours of these things, you never know whether this is a europe-based attack or mumbai attacks in india or the paris attacks, whether this is part of a global set of actions or whether it's isolated there. so, we usually go into an immediate response leveraging the 1500 people in counter terrorism and any other assets of the nypd. >> dickerson: first thing milwaukee sure there's not connection something might be ongoing in new york. then is there a perio

this came four days after the capture of paris attack suspect abdeslam joining me is john miller, deputy of counterterrorism at the nypd. tell me what you know about this. john: we are looking at a brussels-based network, which had been planning the paris attacks prior to january, around the time of the charlie hebdo attacks. i think we are seeing at a network node of isis. what we are seeing is very good intelligence work that led them to the mastermind, a shootout, a capture, a police officer wounded. a couple of others got away. but they were certainly on the right track. then i think what you saw was the results of parts of that network were able to regroup. charlie: do you think they struck because of the captive, because what he may have told police, what was coming up? john: that could be possible. or it could be simply what we refer to as a punishment operation for the capture of their cellular leader. charlie: do we know he was the cellular leader and they may have been connected to him or were likely connected to him? john: i think the operating theory is the people who struck

miller and a former senior correspondent here at cbs news. john, is isis coming here? >> reporter: well, isis is already here. as isis has developed as an organization, scott, what we've seen is inspired attacks. they're basically advertising through social media, they've called on people the attack here. we've seen arrests in those cases. enabled attacks where they've chosen to targets and spoken to people directly over closed social media channels where they've said, here's the target, go do it. what we haven't seen is directed that's what we saw in paris. that's what we just saw in brussels. and that's what we have to be prepared for obviously. >> pelley: what did you learn from the tactics that were used today? >> i think we learned once again that you have rudimentary tactics. we're talking about fairly large bombs when you look at the damage and assess the casualties, but basically terrorism as we see it here, explosives, or as we saw in paris, explosives with active shooters is a low-tech, low-cost, but extraordinarily high-impact vent
