the united nations security council found they were not in compliant with mpt or other iaea and other standards. and obviously, activities such as a secret multicentrifuge mountain hide away used for enrichment raised many people's questions which is why ultimately sanctions were put in place. today, we are taking a serious step toward answering all of those important questions that have been raised through the united nations security council and the iaea and by individual countries. and we are taking those steps with an agreement that impoedes the progress in a dramatic way of iran's enrichment facilities and parts of its program and ensures they cannot advance in a way that will threaten our friends in the region, threaten other countries, threaten the world. the fact is that if this step -- first step leads to what is our ultimate goal, which is a comprehensive agreement, that will make the world safer. this first step, i want to emphasize, actually rolls back the program from where it is today, enlarges the breakout time, which would not have occurred unless this agreement existed

an agreement with iran and iran went ahead and built an enriched facility building and lied to the iaea -- in the we understand that the people who run iran and sent the people out to chant death to america last week. unless they have the ability in place to really ratchet it up, we're going to find ourselves exactly where we found ourselves with north korea, is that that nuclear capability will be in the hands of the ayatollah. >> when you look at iran today, do you see the new president acting like a moderate, help to open the way for these talks? or do you see the ayatollah khomeini who is shouting death to america, death to israel, which is the real iran? >> i think the supreme leader is the real iran. >> the one who has said death to america? >> just last week he called israel the rabid dog, the rhetoric hasn't stopped. rowhani is no moderate. no moderates were allowed to run in the iranian election. all the moderates were excluded. but he's still a hard liner, it's not clear to me that he can make these decisions anyway as the supreme leader, khomeini who can make these decisions

there is a meeting on monday between iaea director and senior iranian officials. on that issue. but at the corp it looks like what iran is prepared to do is halt the enrichment of uranium to 20% levels which is above normal reactor fuel grade levels and close for weapon's grade. they're showing a willingness to stop the introduction of international centerfuge. iran has 10,000 rater enrichment machines now. they have 19,000 installed. the p 5 plus 1 a.m. bo would lie iran to pause its progress in that capacity. in exchange iranians are looking for relief on the very tough and abiding sanctions that have prevented iran from training in oil, that they have a tie of their assets in banks from oil revenues. that's the gust of thi butts ofd in six months time a far reaching deal that brings relief and rationing back nuclear capability. >> so phil, my understanding is that very shortly we're going to get an official update of what's been going on? >> yes, we're expecting a press conference any minute. perhaps secretary kerry and iranian foreign minister. it is not happying right now.

once before they walked away from the agreement and the iaea had an agreement with iran and iran went ahead and built an enriched facility building and lied to the iaea about that. >> why not give the deal a chance? >> well, there is really not much of a deal except to say that we want a deal. and that's what these next six months are about. and what's problematic about how we got here and i take a little exception of what perry said earlier, this is not how the president has governed. normally when it comes to a situation, we hear we must hear what the people of the region position, we must have agreement, we must have their input on it. this time we actually set an agreement which in which everyone in the middle east is unhappy with. this is important to pay attention to. there is a reason why they're concerned. when you have saudi arabia and israel agreeing, there is a problem there. and when the only people who are really happy about this, quote, agreement is iran, we have to be especially skeptical of that. >> that's problematic because to argue that everybody in the middle east

what the iranians want, but we have also heard just in the last little while that there will be an iaea going to tehran next week to inspect or at least talk about increasing transparency on the iranian nuclear program. so there is obviously some movement going on on the ground here in geneva. we have not heard anything definitive and there is still an awful lot of question as to whether or not the narrow gaps that secretary of state kerry mentioned when he arrived here, whether or not those narrow gaps are getting any narrower at all. >> phil thank you very much. >>> before heading to geneva, secretary of state john kerry met with israeli prime minister netenyahu. >> it's the deal of the century for iran. it's a very dangerous and bad deal for peace in the international community. >> for the latest we turn to mike hannah who is in jerusalem. >> well, it has been a rocky visit for the u.s. secretary of state john kerry, ending with a breakfast meeting with israeli prime minister in which netenyahu repeated his assertion that he would not accept any deal reached with the iranians in term

one of the provisions is that for daily access of the iaea to iran's nuclear facility. so it would be much harder for the iranians if they decided to make a break for a nuclear weapon. so i think one of the biggest problems the president is going to have in selling this deal is dealing with what really amounts to a tremendous amount of disinformation about its terms. >> woodruff: gregory jops, you want to respond to those two points? >> i'm afraid he's incorrect. one cannot convert enriched uranium into a form that can't be converted into weaponsment i mean they talk about converting the enriched uranium to oxide but it's easy enough to convert that back. for the 20% that was a problem because of critality issues t isn't for 3.5%. so they can certainly do that. they can continue to enrich. the safeguards only do us any good if they think the u.s. will take action on it and give enthe president's choking when syrian-- syria used chemical weapons back in august, i don't know what we think's going to happen, even if the iaea were to detect something. >> woodruff: jeff row

the iaea's visit follows talks with world powers with iran in geneva. theyeneded without a -- they ended without a deal to suspend iran's nuclear enrichment. it's been difficult to sell as home. patty culhane reports. >> they talked for days but couldn't agree on what is next for iran's nuclear program, as the foreign ministers headed back to their capitals, they went public with their conditions. iran's leader broadcasting his bottom line. >> national interests are a red line. among the rights are nuclear right within the framework of international law. including the rights to enrich uranium on uranium soil. >> iran has the right to peaceful nuclear power. that is not sitting well with its ally israel, who says the goal should be the wholesale dismantling of iran's program. israel's prime minister took to the airwaves to warn meself not alone. >> it's not only my concern that this is a bad deal. many arab leaders in the region are saying it's a bad deal for the region and the world. you know, when you have the arabs and israelis speaking in one voice -

he asked about -- this remains a point of difference between iaea and iran. this is another aspect of the program that must be addressed as part of a comprehensive final settlement. and he asked about the urgency. it is important to put the $7 billion of relief into perspective. he referred to the $7 billion being effective immediately. actually, the $7 billion of section relief is available over the period of the six months. when that begins, which we hope is the end of january, a good deal is the unfreezing of assets. they will be unfrozen in stages. they do not receive $7 million on the first day. it is important to have that $7 billion in perspective. in january, the oil minister sees a fall in exports. between $4 billion and $8 billion every month. reports suggested that they have between $60 billion and $100 billion of assets frozen overseas. the $7 billion of relief is a very small proportion of the total frozen assets and total effect of sanctions applied to iran. that is why i say that the way that we are doing the sanctions relief leaves iran with a
