city college of san francisco. i'd like to thank you for holding this hearing today. first of all, i want to let you know my dad attended college city college of san francisco in 1951. it was because of city college he was able to learn english, find a union job and support his family. if it wasn't for city college of san francisco, i don't know where i'd be right now. but i am a counselor with my advance degree so i am city college. the other -- i wasn't planning on speaking today, but i really wanted to get up here and share with you something that i found very distressful. i think it was like the second semester when our interim chancellor was at our college. it was a staff development day and all of us were called in to a huge auditorium and we had a speaker that sang the praises of university of phoenix. and we were told that we needed to offer more classes like them, online classes, putting more students so we could offer -- we serve more students by offering online classes. so, although that might be appropr

opportunities in our city, they need to be a part of our city. and it's not just about giving out free gifts or giving out free turkeys or giving out free anything. it's about what type of job opportunities, what type of internships, what type of commitment are you going to have to the most vulnerable residents of our city? how are we going to impact lives? you're basically -- this is a great economic opportunity maybe for you and the city, but how does this directly impact residents of the city? so, i think we have to do a better job in making those connections. >> let's talk a little about the issue of sports, the role of sports in the city's economic future. are you supportive of the plans for the new warriors stadium? >> i'm supportive of a plan that includes the residents of this city. specifically, with the warrior stadiu i think it could be a great opportunity for san francisco. but i want to make sure that in the agreement that there are some requirements that make sure that people are not just employed for construction opportunities. the

one thing the city of san francisco or big cities or federal, right, the other smaller cities, smaller cities have smaller budgets. having a structure to support all this open data takes a lot of money. so, when these small cities are thinking about this, they should think about a way of somehow equalizing because they are putting into having these open data team, right? so, what does make sense? this is kind of an open question to get your point of view. >> do you want to take that, shannon? >> i think that there is actually quite ah few examples. we can probably talk to this more with smaller cities that are making open data efforts. but what i would say is that it's proven more than the value of the investment. the return that we've gotten just by opening up the data has actually given back more. so, that would be my short answer to it, but i think you probably have more experience working directly with some of the cities. >> so, i grew up in a small city so i care about small cities a lot, 15,000 people, southern illinois. i'm a card nastionv fan. -- cardinals fan. i should say tha

us some analytics on how people move around cities and how vehicles drive around cities. so, currently we have 16 neighborhoods -- 18 neighborhoods covered in san francisco, and we get real-time data back that shows exactly how many people go by some of the busiest areas in san francisco. so, you can see here san francisco, on average total, i think we had 150 people cross our sensors on average for every sensor. in case you want to go into time density. so, we end up getting these really, really great visualizations of the busiest times and the least busiest times of people moving around san francisco. you want to go down into union square? you can see the data changes dramatically when we change the neighborhood. and just illustrates how different every neighborhood in san francisco really is. we're announcing today that we're providing some of this data to the city as a kind of public service to help the citizens here figure out how many people walk around their neighborhood. but mostly it's to help public service, like the fire department, the police department, the m

however we serve all children city wide and by children i mean youth. we also support the families and we were not defunded for our specialized team, social justice program or work force development programs that were developed by our children who are black and brown and yellow, and we are asking for their support. by not receiving the support it sends a message to the children who work hard collectively from different communities and different ethnic backgrounds that they don't matter and the focus was actually the right for african-americans to remain. every time you go to a meeting that is the focal point of the young people want to address that and it's not recognized. the group that the developed the program is diverse was not -- one of the comments is it's not diverse. i am personally offended because one of the comments there was not enough post secondary education among the staff. our staff has been doing this work for more than 20 years. any other agency, even the city itself recognizes education versus work experience, and we take offense to t

the city. so the bottom line is that barack obama wants to redistribute the wealth of america's suburbs to the city. to see the radical file community organizers who mentored and trained barack obama all those years ago in chicago they really didn't like the suburbs. in fact their ultimate goal was literally to abolish the suburbs. why were obama's radical organizing mentors so upset about the suburbs? they blamed the suburbs for the problems of the city because when people move out to the suburbs, they take their tax money with them. so obama's radical organizers put on their thinking caps and came up with a strategy for the economic and political independence of america. and as the strategies came, a movement called the regional equity movement, the regional equity movement sometimes is just called regionalism for short. it goes under different names and you might have also heard of the idea of smart growth that is another sort of san nm for this set of policies. agenda 21 is a popular descri

city college is a staple of education within the city. we don't only want to see city college saved. we want to see city college improved. we want to see city college addressing some of the historic issues of racial inequity, the achievement gap for students of color, especially african-american students, the amount of time that it takes students to graduate when they get into city college. so, we were really would like to see you take leadership in bringing the community together to build more support around saving city college, while most definitely including the fact we need to strive to improve the situations at city college that aren't working for students to make them successful. there's a lot of pressure to have a narrative that doesn't include equity and i want to most definitely make sure that as we continue to speak about this that we talk about equity. we put students at the center of the conversation and really make sure that it's guided by what's going to make sure students get the most out of their education at city college.

and importantly, it will cost the city nothing. the city won't have to buy the land. it won't have to build the infrastructure. and it will not have to pay the city upkeep going forward. emerald park will be a unique arrangement between the san francisco parks alliance and emerald fund. with an agreement known as the conservation easement that will ensure that forever this remains the public open space. and emerald fund by this agreement will forever give up its right to develop this land. park alliance will be a steward to make sure this remains a public open space. i moved to san francisco 16 years ago. i met my lovely wife here. we had both of our children here. and we used to live right in this building right behind us for many years. and i can tell you from firsthand experience there are very few parks around here, very few parks for children to run around in. and that's why saline and i decided to make this gift. when all these buildings we talk about are complete, there will be thousands of new families around here, thousands. and this park is needed now and wi

and that's what new york city did. they first went to the hudson highlands, but 150 years later, it went to the delaware highlands. and really diverted the water that normally went to philadelphia to new york city. i don't think they anticipated that. narrator: the majority of new york city's drinking water comes from watersheds in upstate new york. a watershed is the area of land where water from rain or snow melt drains downhill into a body of water. mountains act as a funnel to feed rivers and lakes. and in this case, reservoirs. in the new york city system, water is collected and stored in 19 reservoirs, which can hold more than a year's supply -- over 580 billion gallons of water. almost all of the system is fed by gravity, without the use of energy-consuming pumps. valves open to regulate the flow into the 85-mile-long delaware aqueduct -- the longest tunnel in the world. at hillview reservoir... the water is partitioned into another giant tunnel system. where it travels deep below manhattan. the pressure built u

this is the transportation for the city. it's clearly a billion dollar investment just in our bus fleet. you heard some of the features today. this has additional safety features both on the outside of the bus. it has state of the art cameras, not only to help with toll lanes and exclusive transit lanes only but to see everything on the bus. cameras on the outside to help guide the drivers as numerous people have said we've worked closely with all the constituents and stake holders to design this bus. the number one cause of munis delay. we are having these buses roll on the streets as opposed to hit the streets. we want rolling. this is a big step for us but only the first one. as you heard of other programs the help of the mayor, his administration, our board analyzed -- and the leadership of ed. this is going to make a difference in moving us forward. i will be happy to tell you more about the buses but more anxious for to you see them and take a ride. this is a collective effort and also we all own a stake in this bus an

college if saving city college means having a city college that no longer looks like what city college has been. so, supervisor avalos talked about the language programs. it's the adult education classes, the job training programs, the work force development initiatives. it's the second chance programs for formerly incarcerated youth. it is the bet van center that helps so many vets not only get training, get jobs. it's the guardian scholars programs that serves former foster care students with academic and nonacademic support. it's the programs addressing senior help. it's helping students transfer to four-year colleges. it's preserving lower cost higher education can which is -- city college is the only way that so many low-income folks can go to college. it's maintaining the special community-based campuses like mission campus in my district that serves 8500 students, 70% of whom are immigrants. i do think that we need to continue these hearings and i will end with this, that my hope and what i would like to do as the district 9 supervisor is at the next hearing that we have -- and

he's now challenging the right of this elizabeth city state student to run for city council. he says because montravius king is a student, he can't really live in elizabeth city so he can't run for office here. this challenge happened this month here at the county board of elections. actually it happened right here in this exact room. >> a lot of people said -- >> yeah. mr. gilbert does have some black supporters in the dmucommunity,t this is still an issue triggering a lot of racial tension in the community. if i could, just, the way it played out over the better part of six or seven hours is mr. king and his attorney were here. mr. gilbert was there with his supporters. including mrs. myrick, a silent observer during the hearing. >> who's mrs. myrick? >> with the civitas institute. >> which is a conservative think tank. >> yes. they said her present was for her personal edification, i have nothing to refute that one way or the other. >> but she sat with mr. gilbert, the republican party chairman when he was issuing the challenge, essentially? >> yeah, he's had a lot of prac

how do we count them in as residents of this city? and, so, we began on a very strong outreach program that depended upon service providers, to be quite candid. not just government agencies, but providers that sacrifice much of their time in the nonprofit world, surviving on very, very much foundational grants, foundational leaders who oftentimes were the only ones that heard the voices that we need help to really identify these folks because if it wasn't for them, we wouldn't have people coming out and telling us what diseases were causing them problems, what was spreading, what were the fears in our immigrant communities that were preventing them from participating, from not getting licenses, not accessing themselves to job opportunities, being perhaps caught up in underground economy. and you know what that leads to oftentimes is many problems that also may have challenges in our criminal justice system as well as our economics. but we wanted all of that to change. we for many years kids of immigrants, we always felt it was our dut

your ideas, your engagement with us, you're aligning where we want to go to make the city a greater city is really the essence of managing a city. and i've learned that in many, many years of being a public serve ant, being an advocate to make sure the city represented its own diversity, of using that diversity as our strength, and going forward each of you are being asked to serve on extremely important commissions and bodies that i fully, fully respect. from fire, to transportation, to people handling billions of dollars in retirement, to our arts, to our health, to just getting permits out so that we can help people be success in this city. all of you are part of that. i just happened to address several hundred people this morning at a breakfast to talk about the health of our city. and part of that discussion was not just the health care programs that the country is heading into. it's also health means are we doing everything right for people? are we building strong communities? are we building neighborhoods? are we giving people the foundation in which they can invest to create a fa

is a wealthy city. we spend a lot of money on social services in our city. ~ but why are these social services not impacting people's lives the way it's changing people's lives for the better? i want to make sure that we work with residents and we work to help them grow within public housing and to not be plitioned out of the city as a result. i think that's one of the big issues. the other issue is connecting people to job opportunities. long-term employment, stable employment, employment that gives people dignity, that gives them pride. i mean, everyone wants to take care of their family. and sadly, people are sometimes pushed into a life of crime because that's the easy route to obtaining money. i mean, it was really easy for me as a kid to choose to sell drugs because everyone around me was selling drugs. wasn't easy for me to get a job because i didn't have a lot of examples of people working other than my grandmother who was working as a maid, or other folks i saw working at the grocery store. so,
