[applause] supervisor campos: thank you. mr. mayor? mayor lee: this is a good time to make sure you know this. there is something new we are going to do this year for departments and community-based agencies. we're going to start looking at five-year plans. we have to. it is what barbara just said. we cannot have sustainable services unless you plan for them in the long run. what are you going to do next year when the state cuts you? what are you going to do if the federal government cut you? what is your private funds dry up? we have to ask these questions now. plan with us for five years ahead so we know where the strength of the organizations will be working with us. that is how you start planning. that is the best way to do it. do not do your to your review your to your planning any more. it is not good enough. -- do not do year-to-year planning. it is not good enough. i will ask every department and agency to start planning five years in advance. supervisor campos: it is a related item. mr. campbell? >> a cut ahead and did items five and six together. supervisor campos: supervisor mirkacommissioner mirkarimi? supervisor mirkarimi: i am wondering if the exit of one may give us an opportunity to send a message to pg&e that we sit down and talk question if they are headquartered here in san francisco. we have gone through a number of disagreements and battles like proposition 16. based on the information we received through their shareholders' meetings and the board of directors that have bubbled out about the reason why they wanted him gone, it had to do with the fact that he had to be recalcitrant and not very engaged on a positive level with municipalities in pg&e service jurisdictions. i do not know if that particular reason for the exit would help to flavor the quality. i would like to grab the opportunity on behalf of the city to say that we would like some co-existence through the cca. let's try to find a way to have that kind of common respect. i wonder how formally we can do

supervisor campos: thank you, mr. president. following up on the questions through the chair, and did you in your analysis, look at what other large places of the cities are doing and around this? >> the department did not make that evaluation. we were following the in this specific case he. supervisor campos: was it possible that other cities might actually be undergrounding this type of equipment? >> it is possible that various municipalities have certain locations. for a variety of reasons. >> i want to follow up on a couple of points. going back to the issue of cumulative impact, i want to know exactly what the department's decision is. is it that it doesn't really matter? >> with the planning department, the analysis and evaluated the project as a whole. there is no project of this nature or any other that i am aware of. ceqa guidelines, class 3 for example, the guidelines permit certain structures of a single- family home. there is not in america threshold for a project of this nature. the planning department does not find

supervisor campos: next speaker. mr. smith, thank you for waiting to speak. >> thank you for this very interesting hearing. we take it as a very sincere question of how we can cut costs. one way that we can tell you is cutting $40 million of the city costs by doing one then. but you asked for an economic figure. i called my office and they brought it over. what do i do, but this sunday -- i want to make clear that these are zero well-deserved wages. we have an effect of work force. the hospitals in northern california, particularly in the bay area are the most effective anywhere in the country. that is because of our incredibly effective work force. here is the information you have asked for. nurses received about -- ken dollars more an hour. i want to look forward to working with you on reducing costs. supervisor campos: is there any member of the public that would like to speak? >> of what to say thank you for organizing this hearing. it comes at a very timely point in the city's development. i was blown away by some o

supervisor campos: thank you, mr. president. let me say this. i have recently indicated that i support the concept of getting to a point where we get rid of the yellow pages. from an environmental perspective, it makes a lot of sense. because of that, i will be supporting this legislation. where i feel that things could have been done differently is that i do wish there could be -- there had been more outreach to certain small businesses, especially businesses where you have monolingual speakers. my experience in talking to a number of those folks is that the kind of outreach that you would want for this kind of legislation was not done. it is really important for us as a city to make sure that we work with small businesses in particular, and with certain communities that perhaps might be disconnected from city hall, to make sure they understand what this legislation means. some people may think this legislation impacts them directly when infected may not. so i think education is key. the last piece is that there is a technology divide within ou

supervisor campos: thank you very much, mr. president. let me begin by thanking the parkmerced community, who for quite some time have been going through a very long process of providing their input on this project. i also want to thank the project sponsor in the planning department for all the time and energy that has gone into this project on their part. the last time this project came before us, the item was continued. my office agreed to facilitate a discussion between the two sides on this project to see if there was a way for us to find a middle ground that could address the concerns. the parties met in good faith, and i think in very good faith had a number of discussions about different possibilities, different things that could be explored to address the concerns that were raised, and specifically concerns around the protection to the tenants who currently live at parkmerced. i appreciate the work that president chiu has done in his amendment. the amendment includes items that were essentially part of this discussion, items that

supervisor campos: so that does not include what is being proposed? >> correct. mr. chairman, i think you already cited these points from the "l.a. times." insurers say the the dominant physician of this particular health care system gives it the upper hand in contract negotiations over prices, so it is a negotiation, but the insurers just are not able to do much about the pricing. part of the reason for that is because their customers, all of us, say we need to have access to sutter facilities for our employees and our members. supervisor campos: can you expand on that a little bit? what exactly does that mean? >> as an employer, you could -- and actually calpers has done this -- you could tell york insurer that you want them to choose only a subset of the available providers in the city, so if there is high cost and good quality elsewhere, -- there is high cost in one area and good quality elsewhere, you might construct what is referred to as an arrow network, which would exclude some of the higher cost providers. supervisor campos: the first bullet that you had up
