snow falling in maryland d.c. and virginia. richard jordan is live in woodbridge. >> reporter: here the snow has been steady. but it hasn't been heavy. so it hasn't amounted to much. but let me show you something we've been talking about all morning. the difference between the treated and the untreated surfaces here at this parking lot, you can see this area where the pavement is clear, that has been treated. but these parking spaces that are empty now have not been treated. and that's why you've got this light coating here it's not much but you can see it is sticking to the surface here. so that will be the difference between what is treated and untreated. on the brighf t roads, at least the major roads, have been treated. so they're looking clear. it's the side roads, the sidewalks, the parking lots like this one here where you will see that coating, that dusting of snow. and as more people try to walk on it and move around that of course gets packed in and could be a little slippery. so that's what you need to watch out for.

it was a wild day at glenarden, maryland. the dump truck driver excellently rammed their cruisers did this to it. ex planing what may have sparked all of this. >> reporter: news4, first on the scene rating after the driver of this dump truck ramened and literally drove on top of a prince george's police cruiser and say it's unintentional. >> you don't drive over a police officer unless it's intentional. >> reporter: two officers were getting wipers for their cruisers. words were exchanged between the drivers and officers. >> i don't know our officer ss clearly understand what he's saying but believe it was a negative tone conversation. >> reporter: the dump truck driver circled around and then en went over the car but they were not hurt. the dump truck driver gets out and confronts the officers. >> we think his initial stance is very aggressive coming out of that dump truck to attack the officers. >> the police are interviewing the 31-year-old to find out why this happened. they plan to place assault and other charges against

and throughout the state in montgomery county all the way to the eastern shore of maryland western maryland it's not just a problem defined to baltimore city which i think traditionally people associate with heroin. it's really spreading anywhere and we're trying to sound the alarm. >> who's using it? teenagers? everybody? how do you know? >> the death toll across maryland the largest cohort is between 18 and 30. there's usually a decline in the death rate in the 30s and then surprisingly the numbers again spike in the 40s. but it crosses all age groups and it crosses all sorts of economic lines as well. our most recent death in my own county was in a country club community. one of the things that rod and i have been talking about is just trying to educate people about the fact that don't assume that heroin is not in your community because it is virtually all across -- it is all across montgomery county and every part of the state. >> john you're looking for a comprehensive approach to solving this problem. you let's say you start an intervention. what would you do? >> support department of
