joining us now with some insight is cbs news political director john dickerson. welcome. let's start with the affordable care act because the president touring the country selling his healthcare plan. a new report from politico claims today only five people in d.c. signed up for the insurance. what do you make of this? >> that's not good news. that's based on analysis by republicans in the senate in the finance committee that that few have signed up. this is the big problem both from a political and policy perspective. politically it's another sign that this website has been a disaster, but also as a policy matter the president needs to get the website going so that the entire experiment can work. there need to be young people signing up for these exchanges so that there doesn't become what they call the death spiral which is too many older people signing up and not enough younger americans. >> speaking of which a new gallup poll shows 20% of uninsured americans plan on signing up for the affordable care act. what happens if only 20% sign up? >> well, at first it could be

. >>> cbs correspondent john dickerson is with us. good morning, john. >> good morning, charlie. >> after all this, where does the president stand with the american people? >> first he has a credibility problem which is that this signature claim he made about keeping the insurance claim, that's still wobbly. he's trying to fix that. he's got a political problem in that his party is grinding on him and he's also got an operational problem which is he's not sure he's getting right information because of this website disaster he admit thad he didn't know it was going to be as bad as it was and he's also finally got a legacy problem. he said,ve got to win back some credibility with the american people. that's awfully hard to do, winning back credibility once you've lost it. there aren't a lot of opportunities that come and that's why we put a big gold star next to this november date that they set for this website working. why does that matter? it has to work to have the affordable care act work, but also when they roll out whether it's wo

with us, cbs political analyst john dickerson, good morning. >> good morning, charlie. >> let's begin with the numbers. what do they tell us and what do they not tell us? >> they're bad as everybody thought they would be and in a sense that's an old story. what the numbers don't tell us is the health of the website. if you look at the number of applications that came in through that federal system, a third came in on paper, sort of the old-fashioned way. some of these numbers as small as they are don't tell us anything about the health of the website and we don't know anything about whether if people are getting through the online system, that hand-off to the insurance company. secretary sebelius encouraged people to come back to the website because they think it's working much better now. that's either a sign of confidence or worrisome because people will come back and not have it work. >> john, even more worrisome are democrats in his own party who are in revolt. they're suggesting a number of fixes. are they going to abandon the president with these votes on capitol hill? >> it doe

. >> cbs news political director john dickerson is here. >> hi, charlie. >> how deep are the problems with the affordable act bill that go beyond the website? >> right, so right now we're watching every little problem, not little problem, big problem but "the washington post" had a story over the weekend, deeply reported about the problems here, taken has a memo in it by david cutler action a harvard, from harvard who was an adviser on health care and he predicted a lot of the problems that played out three years ago. and so the question here the president keeps saying this is more than a website. it is. the larger question here is, where, within the structure of government, can you do a big thing like that and where did it go wrong? was it the fact there was no one person riding on this or as "the washington post" shows that politics seeped into the little muscles that all the people in the obama administration were using to deal with this. they were so afraid that republicans were trying to defund it they created this broke system of trying to work this out and that that created the
