you still need to have generation in california so it doesn't clean california there. it reduces carbon, but it doesn't eliminate nox or particulate matter. that's how the buckets were set up. however, the reason some bundled recs are allowed and some out of state resources are allowed -- i shouldn't say it's not actually technically out of state. they can't deliver into california. they are allowed. there is some advantage to having some diversity in the utilities procurement plans. so that a few resources in california can't drive up the price. so, there's some advantages to keeping the overall price of the portfolio lower if you can have some mix in those resources. >> commissioner king, is that from the previous question? >> i guess. >> any other questions from commissioners? >> [speaker not understood]. >> commissioner josefowitz. >> so, the reason that the bucket 3com ~ bucket 3 compliance targets go down, the mentioned the reasons rps exist. which one of those four does that satisfy? (applause) >> well, thank you and welcome to california. it's a great place to come and talk about solar energy because we are in the forefront of certainly the rest of the states, probably -- in fact, certainly in the western hemisphere, california is in the lead. and that's important. but being in the lead doesn't mean we've arrived at the goal. got a long way to go and i hope the work you do here, the conversations, the relationships that are formed can help advance the cause of solar energy and renewable energy or generally. back when i was governor the first time, that was a long time ago -- some of you folks weren't even born then -- not too many. i see a few gray hairs here who are hanging around. that was a long time ago, 38 years ago, as a matter of fact. very few people get to be governor 38 years after they first started. our exchange is called cover california, cover california is an online marketplace where individuals can purchase health insurance. individuals who have incomes that are above the medi cal threshold and californians can buy health insurance on this stage. there are four standard tiers that will be offered, they're called bronze, silver, gold and platinum, the difference is their percentage of annual cost that is the health plan covers, bronze covers 60% of cost, silver, 70, gold, 80 and platinum, 90, there's a catastrophic plan that also will be available. there are sliding scale subsidies available to low-income individuals on covered california up to 400 % of poverty which is about 46 thousand dollars a year for a single adult. half of the individuals expected to get health insurance through covered california [inaudible] currently five health plans are approved for offering in san francisco under undercover california, they are anthem blue cross, blue shield, the chinese community health plan, health net and kaiser. technically, there is no mandate on employers to provide health i

and california does have the goal of 33% renewable energy. we have the goal of a million solar rooftops. we already have over 130,000 installations on homes and small businesses. so, we're looking at utility, scale, installation of solar, we're looking at individual homes, and businesses. so, wherever we can, we are encouraging it. we're number oned in the country. we're going to keep on going. it's very critical. now, i know from the idea to the execution to the secure realization, it takes a long time. and we have to have patience. we have to have staying power. so, that's the dilemma. we look at most of the countries. germany certainly an exception, but most are not stepping up to the plate. there is a complete disproportion between the knowledge and the magnitude of the knowledge about and the magnitude of climate change and what it's going to do to the way -- to our way of life and our response. the response is feeble compared to the challenge, and we've got to wake up to that fact. but the california puc and the california energy commission have both determined that when you purchase a rec whether it's bundled or unbundled, you're buying the attributes of a renewable resource, which is greenhouse gas free in most instances and -- well, not all in state. some out of state. >> and before you continue, because i'm pretty familiar with this for a long time with a lot of folks in the room. what was the reliance or the mix using renewable energy credits when the discussion was at the board at that time? >> it was -- i believe it was 10% of bundled bucket 1 product, and 85% bucket 2 product, and 5% recs. and at the time i think that bucket 2 product was a lot less expensive than it is today relative to bucket 1. so, because the utilities have commit today a lot more renewables or a lot of renewables and more than they actually need to comply with state rules, there is -- the price for bucket 1 resources has come down and for recs. >> okay. but if somebody were to say rec renewable energy certificate, if there's one number, what it is today versus what it was when the con

, our mission is for everyone here in california to have access of quality affordable ho*elt care, i would like the supervisor's commitment in providing health care services for everyone who lives and works here in san francisco. the affordable care act, i wanted to say a few things related to the affordable health care act, the affordable health care act is a historic opportunity to expand meaningful health coverage, some key achievements include 640 thousand californians to got mep throughout the health program, there's been 4 thousand young adults who are between the age of 18 to 26 who have been able to stay under their parents coverage because of the affordable care act and there's 21 thousand californians who were denied health coverage because they have a preexisting condition who are able to get health insurance through california's aca funded preexisting condition insurance pool, so that's all the good news and medi cal expansion is going to happen which will provide health care to children and low-income adults as well as the exchange here in california, but what i wanted t

is doing, california is doing in a more global perspective. because what one sees around the world is a growing number of countries that are choosing to decriminalize the possession of all drugs, when the proposals now are merging -- new jersey did this a few years ago in a small way, colombia, argentina, ecuador, guatemala, some with right wing governments, very tough on crime, and in europe, similarly. it's not generally the standards to be putting people behind bars for a possession of any drug in small amounts for one's own personal use. and perhaps the paramount example of success in this regard is portugal. portugal 11 years ago decriminalized the possession of all drugs in personal use amounts. drug selling is illegal and you can still be arrested for that. they began doing evaluations a few years ago. you do not go to jail for possession of any drug in a small amount. and you are not drug tested. nobody gets thrown back in for dirty urines and all this sort of stuff. it's now been in place for 11 years. the research on that, and i reco

many of these are to build new california based renewable supply. quite a few of which have launched just in the last six months, that's again new renewable energy supply being built to serve our customers in california, that's what's happening with our agency, we're creating new jobs and creating more renewable energy under the grid under long term 20 and 25 year contract, our most recent power supply contract is with cal time for sonoma produced geothermal pow e it has 578 employees in northern california and their local construction programs have employed more than 1200 union workers. as a public agency, we're proud to be able to support union workers and prevailing wage workers. we've already begun local build o*ut from the solar installation, we've identified new sites for solar at transportation port and is non-profit organizations within our service area, they're in early planning stages, we provide service to almost 2 thousand net energy metering customer that is are generating their own power on their rooftops getting power to our load and
