the nurse family partnership, hope s.f., school-based programs and our treatments and substance use and mental health and the people in risk. comprehensive crisis services, street violence intervention program, street medicine and mental health diversion. for the incarcerated population the jail health services is fundamental in providing services and our collaborative core connections. and post incarceration in the re-entry process. there's several initiatives including the center treatment program and the clinic network. these are a snapshot of the ways we're looking at incarceration. the goal is after this is for us to take an internal catalog and determine the goals of the group and objectives and time line. after those are set ensuring there's a mechanism we incorporate and partner feedback. and to develop the backbone needs of the work group. though it's interm there'll be a significant amount of effort include need for a consultant and we're hoping to have a kickoff in the late summer or fall around this. we'll provide updates to the health commission as progress is made. that's

the court value proposition of clean power s.f. is to offer san francisco cleaner, more renewable energy at stable and competitive rates. you can see with this chart that much is the same for customers only transition to clean power s.f. service. i mentioned before that they continue to deliver the power, they are responsible for maintaining the grid and power outages, and you have an outage you want to report then you still call pg and e. they continue to receive a single bill. clean power s.f. charges continue to be on that bill. it is a seamless experience on that bill. let's talk about enrolment and the status. when it committed to launching clean power s.f., the city and p.u.c. decided to stay in possible enrolment as a way of gauging interest. they have been serving customers in may of 2016 when they enrolled commercial customers and supervisory districts five and eight, and commercial and residential customers throughout the city who have signed up for the program prior to that time. it was approximately 8200 customer accoun

sends clean power s.f. is part of the san francisco public utilities commission, i want to start at the outset with a little bit about our enterprise. the p.u.c. has been providing clean power to san francisco for nearly 100 years, so we have been in the business for quite a while. as the publicly owned electric utility in the city, the p.u.c. provides clean energy to city services and property, streetlights, redevelopment areas, waterfront sites and new development projects. the san francisco international airport is one of the power customers. of course, we operate the clean power s.f. program, our community choice aggregation. the slide illustrates those two services. the first are the electric services right now. so the first graphic on the slide shows how it is generated it is delivered to the statewide grid operated by the california system operator over city-owned transition lines. it is then carried into the city and to our customers through pg and the distribution wires and city-owned wires. and ul

so the seismic safety s.f. lp is with the repurposed thing because that was repurpose in a seismic safety, and then you can see there is the 2008 parks , and so on. those are all the different authorizations ending with the most recent seawall one, and then the next category, we also show our geo- refunding bond. so you can refinance your mortgage, you can also refinance general obligation bonds, so those are listed at the bottom. the issued column shows what has been issued to date of items that fall under these authorizations, and that's a total of about $4 billion, that as -- since we pay down debt after we issue it over time, the current balance of what's been issued is to $.5 billion which is the middle column, and then finally, the authorized by and issued, you can see, if you look at the bottom, that total is a $1.1 billion, at the bottom, we'll be issuing the first serious for the seawall. we have $425 million that is authorized and unissued, and so that's just the balance of what's left, and what can b

starting with the 2008 s.f. gh rebuilt bond, which founded the zuckerberg san francisco general hospital and trauma center, the new hospital opened in may, 2016, and was delivered under budget. the cost savings are funding four follow on projects and those are tracked in appendix d. of the report. they were about $17 million. of these four projects, only one remains to be completed as of october 2018. work in the miscellaneous setup project is underway and is being coordinated with the 2016 public health and safety bond program. so the 2008 clean and safe neighborhood parks program is very close to complete from a budget standpoint, 90 7% of the program such a budget was expended as of generally 30th , 2018. neighborhood parks, which was the largest component, is complete. other two components of the citywide programs on the waterfront parks are projected to be complete at the end of the year, by january 2020. remaining in a citywide program 's component, are projects within urban forestry, trail restoration, an

the let's play s.f. program, which is the public-private partnership project between recreation and parks and parks alliance, to renovate about 13 playgrounds throughout the city washington square is complete. we have to say that. five projects will be going into construction this spring. they include merced heights, sergeant mccauley, allis chalmers, mclaren, and the panhandle. in mclaren park, the vision plan is complete. we continue to implement all of the projects that were prioritized from that program. the community opportunity fund projects are also underway. they will get -- in our water conservation program, the square is complete, the plaza, and are open to the public. the last project from the water conservation park program is a washington square. we are slated to start construction for that project on may 1st. trails we had a great opening for the golden gate oak wood trails, this past february. this is highlights of some of our recent milestones. as i mentioned, balboa park, which is one of

clean power s.f. customer enrolment and service status, and secondly, an update on the rates and the status of pg and the's right changes for 2019. clean power s.f. service on the current enrolment effort continues to move around successfully. the program opt out percentage went up since the program launched. so our retention rate of customers is about 97%. the super green upgrade rate is at 3.8% of our customers and we do expect that this number will decrease as we enrolled a large swath of customers in april. that means that clean power s.f. has over 4,000 businesses and households in san francisco that have elected to receive 100% renewable electricity from clean power s.f. as you know, we are in the midst of our largest and last major customer also enrolment. in five days, customer council begin transferring over to clean power s.f. generation service. that happens on the regular metre read date starting on april 1st, so customers will begin to cut over throughout the month of october on their met

the area on the right the 2011 area shows the current blue and gold slate which is a key operator of s.f. bay ferries out of pier 41 1/2. stepping just little bit to the left again from pier 41 1/2 to pier 43, what you see here in 2011, you can see pier 43 is actually being demolished and then in the 2014 aerial, you have what we have today. a historic site and the promenade, pier 43 bay trail promenade for both walking and bicyclist. lastly, i want to point out pier 43 1/2. it had very important history along this part of the water front with the red and white fleet originally moving here in the 1950. over the year as the old pier 43 1/2 pile supported parking lot was removed as the new pedestrian and bicycle promenade came in what you see in the 2014 area is the san francisco bay family red and white fleet who continue to operate the excursion company out of pier 43 1/2. coming forward why this is important, we look at this demarcated area which was the historic beach street manufactured gas plant. over the next four or five years, 2011 to 2015, conducted investigations in this block,

and they've spent some serious time at s.f. general and they have some serious needs. >> i'll let dr. o'leary address it. >> so the question is regarding how people receive follow-up after they leave the in-patient units. so everyone who leaves the in-patient unit is given a specific appointment for follow-up at -- with their out-patient provider whether it's a new one or an ongoing provider they have already had a relationship with. and there's a range of whether people will follow-up with those appointments or not. so what we're hearing is that 52% of people actually within seven days came into their appointment and were seen. given our -- i wish that number were higher, but given our patient population, that's actually -- i think that it's fairly reasonable. because there are a number of patients that even though we make appointments for them they tell us very directly that i'm going to see that person, i don't need that, i don't want it. so i think that the 52% -- again, we're working to try to make it higher. i think that

so right now, if -- like, if someone's at psych emergency services or they're at s.f. general and going to be discharged to apparently homelessness, d.p.h. and ucsf has the ability to look people up in the one system to determine whether they're homeless, and they have the ability to make notes and to, like, put sort of a be on the lookout kind of alert. they don't currently have the ability to change the assessment -- the assessment sort of clock, but they are working really closely with our partners at episcopal community services on coordinated entry, so if someone needs urgent attention, we can bring the mobile access point back to them and reassess if we need to. we're also looking at how our assessments are prioritizing people that d.p.h. has considered to be really high needs. we did a data comparison between the high users of multiple systems and we're now doing a pilot with people -- now, like, street medicine and other people in the system, saying this person should be prioritized and i don't see them in this pool. we need to understand, was the person not ac

and why i say the 5150 process is when i toured s.f. general, and i talked to the psychiatrists there, i learned that 68% of p.e.s. admissions are homeless. second, i'd like -- i want to identify key points where departments interact or do not interact and could, such as when a person enters and exits psychiatric emergency services. again, a coordinated exit. third, i want to identify opportunities to improve the current coordination and services. are there ways we can leverage existing resources to provide more or better resources. are there points where we are losing people, where we can get them better services other than returning them to the streets? and i also want to understand what services could we be providing when people are leaving the hospital on a psychiatric hold? what are we lacking? where do we need to invest? is it more mental health beds? is it step-down beds? is it treatment on demand? what is it because i know we want to figure that out. we all do, and i want to figure out how to provide that. i also want to be clea
