Capt. Charles H. Davis, II served as Chief Intelligence Officer of the Office of Naval Intelligence from September 1889 to August 1892. He was a naval scientist who worked on astronomical and geodetic issues. He was chief of Naval Intelligence for a time, and Superintendent of the Naval Observatory from November 1, 1898 - November 1, 1902. His father, RADM Charles H.
