The Citizen Oversight Board (COB) consists of nine citizens appointed alternately by the Mayor and City Council with one joint appointee to assess the effectiveness of the Monitor's Office; to make policy-level recommendations regarding discipline, use of force and other policies, rules, hiring, training, community relations and the complaint process; to address any other issues of concern to the community, the COB, the Monitor, the Executive Director of Safety, the Chief of Police, the Sheriff or the Fire Chief; and to review and make recommendations as to closed Internal Affairs cases where the findings were not sustained, as appropriate.
