President Obama, the Secretary of the Homeland Security and other senior federal officials have emphasized that, in order to make our country safe and resilient, all levels of government, non-governmental organizations and the private sector must all work together. This commitment to the shared responsibility requires the White House National Security Staff to make a commitment to engage meaningfully with stakeholders in the mission, through increased transparency and direct consultation. Continued engagement will not only build trust and support from those entities, but it will greatly improve the homeland security enterprise. This research set out to identify a model for the White House National Security Staff to consider using that would provide the most effective and efficient manner for the National Security Staff to engage local, state, tribal, non-governmental and private sector partners to achieve an integrated homeland security policy.
