A public hearing to amend the comprehensive plan land use map designation for 8 parcels comprising 2.46 acres at 4426, 4502 and 4516 Rucker Avenue. Six parcels owned by the Hope Covenant Church are proposed to be amended from Single Family to Multifamily, and the zoning designation from R‐1 Single Family Low Density to R‐ 5 Multiple Family High Density. The two adjacent Schmidt parcels are proposed to amend the comp plan designation from Single Family to Commercial Mixed‐Use and the zoning designation from R‐1 Single Family Low Density to E‐1 Evergreen Way.

Item 3: Floodplain Prevention Ordinance
A public hearing to repeal Chapter 30, Floodway Overlay Districts and Regulations of the Everett Zoning Code and replace with a new Chapter 30, Flood Damage Prevention. The Federal Emergency Management Agency (FEMA has updated the Flood Insurance Study (FIS) and Flood Insurance Rate Map (FIRM) for our community effective June 19, 2020. Adoption of the new standards is required to avoid suspension from the National Flood Insurance Program (NFIP).
