Carvana proposed a futuristic building resembling a car-vending machine on city-owned land in Brooklyn Center. But on Monday the Brooklyn Center Economic Development Authority voted against selling the parcel to Carvana for $2 million. EDA members said the facility would not offer repair services on site, which is required for dealerships in Brooklyn Center.
