out here this morning. little cool. we've got temperatures in the 50's across parts of the area but you can see i've already got my sunglasses on. it's going to be a beautiful friday. details on the weather coming up. erin how is it looking. >> roads traffic starting to pick up. metro adjustments on the orange and blue line. we'll take a closer look at that with your full look at traffic. >> two major bomb shells coming from the white house. president trump saying he'll remove the u.s. from the paris climate agreement unless the deal can be renegotiated. the decision drawing backlash from leader around the world. >> the sector bombshell, the trump administration filing a late night emergency motion asking the supreme court to reinstate the president's travel ban. melanie alnwick following this story. she joins us live from outside the supreme court. mel. >> reporter: well, the white house had been threatening to take it to the supreme court and that it did last night. now, the white house argues that the president does have the power to restrict immigration as he sees fit. so, it is asking the supreme court to immediately reinstate that travel ban from si
muslim majority countries and then argue about whether it's constitutional or not later. in the petition to the supreme court, justice department lawyers said the court that blocked trump's travel ban made many mistakes and says the u.s. will be safer if the ban is in place. it will take a majority of the court, five justices to put that many controversial policy back in effect. the executive order in january restricting travelers from iran, libya, somalia, sudan, syria and yemen caught many off guard and parked nationwide protests. a federal judge blocked the order finding it was "rooted in religious animus and that the cited national security concerns were a" after the fact justification ." a higher court agreed just last week so that is two losses on this argument so far. now, again, if the court rules in favor of the white house, that ban would take effect immediately. then immigration officials would have 90 days to put in a stricter visa screening process. we should also let youno
watched very closely as well because president trump's pick for supreme court, justice neil gorsuch will be weighing in on this decision which is going to be a landmark one for the white house. melanie alnwick, fox5 local news. >> melanie reporting this morning from the white house. 7:03 is the time. more on the president's decision to pull the u.s. out of the paris climate change agreement. that decision has brought strong reactions from virtually every major world leader. almost all reaction wall was negative especially from europe. the u.s. withdrawal doesn't mean the end of the accord but its future is uncertain. president trump says he's willing to renegotiate as long as america gets a better deal but major powers are saying the accord will not be altered. >> in no case will we renegotiate a less ambitious agreement. fans calls on the entirety of signatory nations to remain in the framework of the agreement. >> let's be clear that no one country can stop
climate change. >> however, the u.s. cannot formally start the withdrawal process until november of 2019. after that it could take up to a year to fully exit the accord. >> several cities showing support for the environment by illuminating green lights in d.c. a green light shined outside the wilson building. in boston city all also hit in green. the light represents the city's commitment to combating climate change. >> time now 7:04 and happening today the pennsylvania man arrested on weapons charges at the trump hotel in d.c. will be back in court. bryan moles made his first appearance before a judge yesterday. fox5 cameras there as he left. a judge ordered him to stay inside at an undisclosed hotel until this afternoon's hearing. he is also banned from going near the white house and the trump hotel. moles is charged with unlawful possession and transportation of a firearm. >> breaking overnight a barricade situation in d.c.'s foggy bottom neighborhood came to an end about 4:00 this morning after about eight hours after it started. this happened

entrance temporarily closed. escalator outage still in place. other entrances opened. because of a power outage in northeast, several intersections dealing with traffic lights on flash. first and c, third and d, fifth and k street just some examples. treat those intersections as though you would a stop sign. a crash on the freeway. eastbound side before the third street tunnel and that is backing things up to across the 14th street bridge there. 95 northbound crash blocks the left shoulder at courthouse road. delays toward that location. let's take a quick look at skyfox over the 270 spur. traffic is looking pretty nice coming from rockville to the beltway. we'll let you know. beltway is dealing with light volume as well. 66 eastbound is sluggish through manassas 228 in centreville. back to you maureen and steve. >> want to get to a fox5 exclusive this morning. fox5 the first to tell you about nearly 800 prince george's county school employees placed on leave while allegations of abuse and misconduct were investigated. >> we've learned that the school district is that spending millions just to keep staffers on leave. fox5's bob
us live from upper marlboro with the details. >> reporter: it took an open records request but we have learned that the prince george's county school system has paid roughly $10 million to its staff who are out on leave who have been accused of misconduct or abuse. it's compared to a couple years ago incredible. about $600,000 paid out two years ago. $10 million already this year. and that is to, again, teachers, bus drivers, other staff who have been accused of something and are not allowed to work in the meantime and in the meantime the school district is paying for substitute teachers and substitute bus drivers to be there. i can show you some video sent to us by one of the bus drivers who is still on leave but is soon to come back on the job. he's been cleared. this is video of the bus depot here in prince george's county. bus drivers are still required to report to work even though they just basically sit around all day. the
home and they are replaced by substitute teachers. again, $10 million paid this year. many of these who have been accused will be cleared and will be eventually back on the job. now, this is of course fallout from the dante carraway case last year and in a statement to fox5 news, the school system here in prince george's county says this t in recent years, prince george's county public schools has increased our focus on protecting every child. the number of employees on administrative leave is substantially higher due to heightened emphasis on mandatory reporting of suspected child abuse and neglect t correspondingly administrative leave pay has increased. pgcps is legally required to pay these salaries. however, our substitute position costs are lower. so, there are additional costs not just the monies that are paid to these teachers and bus drivers who would normally be paid anyway. the school system says changes are coming to the child protection

overseas now ton tragedy at a casino in the philippines leaving 36 people dead. police say the victims died from smoke inhalation after an armed man set fire to the gambling tables and then took off with a bag of casino chips. police say some of the victims had a also been shot. the gunman was later found dead from an apparent suicide. police do not believe the attack is related to terrorism. >> expenn state president graham spanier and two other former school administrators now facing sentencing for child endangerment after they failed to report now convicted sexual predator jerry sandusky to authorities. former football coach. authorities -- prosecutors are seeking jail time for spanier at today's hearing in harrisburg pennsylvania. sentencing guidelines call for one year in prison. scare in the air going from chicago to miami. a plane had to turn around after it struck a bird mid flight. the impact actually caused the impact to camp on fire. none of the 174 passengers or crew members were hurt. they went back to chicago. passengers got on another flight about three

going through investigation processes for claims of abuse or misconduct. and just last night we reported exclusively that the system is still spending millions of dollars to pay those teachers and other staff in fact it is increase of 1500% over what the school's spent on leave pay just two years ago. joining us prince george's school board member edward burroughs. member of the school board since 2010. thanks for joining us this morning. >> thank you. >> figure that jumps out nearly ten until i don't know dollars being spent right now to keep teachers, staff on the payroll even though they have not been on the job essentially. break it down fours. where is this figure coming from? what does it 19? >> essentially, we're paying individuals to stay home. we were paying bus drivers to sit in bus lot and play cards. we already have a bus shortage and we have a teacher shortage. the real number in this are the tens of thousands of students that do not have a quality educator in front of them this school year. and that's a year
never get back. >> one of the more interesting things when we try to do the number juggling here, you have $10 million worth of teachers and staff not at school. >> right. >> the substitute pay that's going out actually than what it's been in the past who is teaching the kids. >> i think in years past, we would hire former teachers to come back and we would have to pay them more than someone walking off the street because we wanted them to teach the students. right now, we're trying to take anyone that's willing to sub with orate students. students are not learning and it's extremely unfortunate. there is no plan currently from dr. kevin maxwell to help these students in future years and so i'm extremely worried about what's going to happen to them. >> and just to be clear, the 10 million-dollar figure we out tout there paying teachers and staff to not be at school, these are a lot of the -- tears the teachers and staff who had been taken off the job,ad
cases had been cleared so essentially saying they didn't do anything wrong, so theoretically they should be getting paid because they didn't do anything wrong. >> that's right. >> why aren't they in the classroom? what's taking them so long to get back in the classroom after they've been cleared. >> honestly it's incompetence at the highest level. some of these things are not that complicated. if someone is cleared from cps an student has admitted to lying on a teacher or professional, they're still not out, the case last night you guise cover the bus driver said they lost my case. i mean, we have hundreds of employees whose cases have gone missing or one department agency in the school system isn't talking to another department or agency in the school system and all the while students are suffering day in and day out. >> this school year coming to close. we have a few months until the next school year begins. what will happen over the summer. what do you hope that will happen over the summer? what are you going to push for to happen over the summer? >> a number of school board me
with school system leaders to create a plan to fix this. we met with all four union leaders he we're meeting with school system leaders. she held community round tables to create a collaborative solution to this. when these rules were put in place, teachers, no board members no one was consulted, and that's why you have what we're experiencing today and one thing i would like to say if you take the 10 million-dollar figure plus the millions we spent on substitutes plus the $7 million we lost with head start we can have given teachers this year maybe a three -- between a three to 5% raise. if we were not so incompetent at the highest levels. >> what is the teacher situation like now in prince george's county schools we've heard from some of these teachers ourselves that just say look i've been cleared but i don't want to go back to this system. >> we have a couple of issues. the reality is, is that teachers can go
and make ten, $20,000 more for doing the same or less work. so that's one issue that impacts the school district. teachers operate in complete fear am i going to be replaced today. is it going to be me? that's another issue impacting moral very negative way. i've heard from hundreds of teachers the teachers union president about the mass exodus of our best employees leaving the system. >> you've been on the board for a long time now. what's your hope? what's your plan? what's the next step? i'm hoping that the meeting that rahel is doing meeting with school system leader, meeting with laib leaders we can come to solution to address their concerns but we need the superintendent to show some leadership. what's going to happen to these students? i have a school where the juniors have not had math teacher for three years. they're now juniors. for three years they've not had math teacher. i

coming up from bowie. >> all right. in the meantime 8:00 o'clock let's get to the headlines and big news coming from the white house. just hours after making that major nouns the in the rose garden by claim change the trump administration goes after another controversial topic, the travel ban. >> in late night filing the white house asked the supreme court to hear an emergency appeal to get the ban rein reinstated. how fast could this happen? fox5's melanie alnwick live outside the white house this morning with the details. mel? >> reporter: good morning. yeah, the white house is saying that the president as they have said all along has the power to restrict immigration as he sees fit so that is why it went to the supreme court asking for an emergency reinstatement of that travel ban, and now they say they want to get that ban into place first and then argue about whether it's constitutional or not later perhaps many months later. now in its petition to the supreme court, justice department lawyers say that the court that blocked trump's
and they say that the us will be safer if the ban is in place. it will take majority of court five justices to put the controversial policy in effect. the executive order in january restricting travelers from iran, libya, so mole ya, sudan, syria caught many off guard and spark nationwide pro protests. though the order was revised in march, a federal judge still blocked it. finding it was quote rooted in religious animus the cited national security concerns were an after the fact justification. higher court agreed just last week. so that's two losses on this argument so far. so, again, if the court decides to take up this petition and if the court rules in favor of the trump administraton, then that ban would go into effect and immigration authorities would then have 90 days to put a strictor visa process in place for folks from those stated muslim countries. but, again, it's still not clear first of all whether they'll take

just two years ago. we have some video that was shared with us from a person over at the bus depot here in prince george's county. because the schoolbus drivers who are on paid administrative leave still have to report to work but they're not driving. teachers can stay home and get paid. but to replace them is also costing a lot of money. one of the bus drivers who was there at the depot yesterday says he's apparently been cleared as many of these cases are ending up of these 800 accused. many of them are cleared but in this case, his paper work has been misplaced he's still out of work. you heard from ed burroughs one of the school board members here newcast this morning. he says, moral is taking a hit and students are caught in the mill. >> essentially we're paying individuals to stay home. you saw -- covered yesterday we are paying bus drivers to sit in a bus lot and play cards. we already have a bus
we a have teacher shortage. the real number in this are the tens of thousands of students that do not have quality educator in front of them this school year. and that's a year they'll never get back. >> reporter: now in a statement prince george's county school says this. in recent years, prince george's county public schools has increased our focus on prot protecting every child. the number of employees on administrative leave is substantially higher due to heightened emphasis on mandatory reporting of suspected child a bows and neglect. correspondiningly, administratie leave pay has increased. pgcps is legally required to pay these salaries, however, our substitute position costs are lower but mr. burroughs says that is also costing the school district millions of dollars and he says there's been a mass exodus of the best employees because of these new rules of reporting mandatory -- mandatory reporting of cases of alleged

15 minute delay. this is backup i'll get stuck in as i try to get tout bowie. inner loop a crash at connecticut blocking the left lane. that's backing up traffic on 270 spur that is also slowing us down on the inner loop from the american legion bridge so big problems on the inner loop side of the beltway rhett now. that's at least a 20 minute slow down keep up it dated oh and that one looking our drive times big slow downs 66 on the eastbound side from 234 to the beltway an hour and six minute drive. another big slow zone 39525 minute delay from the beltway to the 14th street bridge. metro on time right now except for safetrack impacting the orange line. steve and maureen, back to you. >> erin thank you very much. let's get back to the major developments coming from the white house the president pulling us out of the paris climate agreement we saw that yesterday in the rose garden and and that hours later, the administration takes its case to reinstate its travel ban to the supreme court. here to try to help us sort it out chris wallace anchor of fox news sunday. they say the president gets gray hairs in office. i think i'm pulling a few out myself right now.
>> big week and obvious the paris climate accord the biggest story. 195 nations spent years negotiating this only two countries outside of one syria. the other nicaragua said it didn't go far enough. now there are three in the united states. >> the fascinating thing i think here the response that you're getting you're getting responses from all sides. obviously the base is responding the way you would expect you're also hearing not from the elan musks of the world but some of the financial leaders the goldman sachs of the world. >> well, that's right. and that's the interesting thing a lot the of corporate leaders. bob igor of disney. people at apple. people at she will. a number of places you won necessarily expect very upset about this. this is -- this is going create quiet debate we'll focus on it on sunday as i say 195 nations made this agreement. now only three countries are out of it, and we're one of those
curious, because yes, we're not part of the agreement but it was completely voluntary for all of the things the president talked about all these restrictions imposed on us, it was non-binding it was voluntary the restrictions imposed in terms of what we were going to do to try to reduce carbon emissions by 2025. things that the president, president obama, who negotiated the deal, had voluntarily agreed to. president donald trump could have changed those and stayed in the agreement but he very much wanted to make a statement that he doesn't believe in this, and it has really caused quite a storm around the world i'm not sure the white house totally anticipated how strong the reaction would be on sunday we're going to have an interview with the epa administrator scott pruett to talk about all of t this. >> that should be good and interesting too, chris, by sunday once the knee jerk reactions die down and people have a chance to dig a little bit more into this what the reaction will be. i want to ask your opinion real quick on the travel ban going to the supreme court asking for an emergency motion there when it comes to the supreme court.
will happen there? >> well, you know, it will be interesting to see. this could be one of those decisions obviously with neal gorsuch president trump's nominee on the court you've got four solid conservatives. you've got four committed i would say liberals that certainly the way they lean in terms of their judicial and then you've got anthony kennedy the big swing vote right in the middle. although sometimes in terms of how judges have reaction to do this those who believe that it is a religious test and that that 52 lates the establishment cause -- clause of the constitution when it comes to banning muslims this doesn't necessarily follow political or he had loll lines it will be interesting to see what's going on here. the interesting point, and i had a an interview last week with the head of homeland security, general john kelly the whole point of this ban or delay in terms of refugees and visas was to trying to determine a vetting program for 120

movie delivers everything you want in that chris pine by the way is phenomenal in the movie. gal gadot plays wonder woman they're teaching each other about humanity the end door time it takes place during world war one. she goes into the outside world with chris pine and helps stop world war one and about this beautiful relationship that they have. then you have these insane action scenes. the no man's land battle scene is one of the most incredible action scenes i've seen on screen in long time. also, the beach battle scenes. everything about that works. >> are these all like war scenes because -- >> some. >> world war one the action scene is like battle type scenes. >> some of them. for example in the beginning of the film when they're on their island there's beach battle scenes. very much like a war scene. then you have the know man's land battle scene. there is very super hero type action seen towards the end. >> okay. >> but they do -- they kind of ground it in this interesting reality that makes sense even though you have a wonder woman type character. >> gotcha. >> it feels real
