let's look at your planner as the breezes continues through this morning and afternoon and temperatures will be at 49 degrees for a high temperature. the clouds will increase. we will call it partly cloudy by 3:00. let's check the abc2 timesaver traffic with lauren cook good morning. >> reporter: good morning. we are following problems out of howard county a crash along the northbound lanes of columbia pike here at route 32. the tow truck arrive to the scene and two lanes have been opened up. but you will still want to expect some congestion in the area. we have another crash on enterstate 70 right along westbound lanes as you pass route 32. traveling on 695, here's a live look at the northwest corner. everything is up to speed here at old court road. and this is the same scenario as we head over to parkville. this is what it looks like at harford road. normal conditions 11 minutes right now it's going to teak you to travel the outer loop from 95 up to 83. and heading downtown the jfx is in great shape. it will take 11 minutes southbound from the beltway all the way downtown to east fayette street and everything

them to shut down the atomic activity will hold an emergency meeting later today. all right paying to have your trash picked up you probably thought that's what your taxes were for right? well if the mayor has her way you will fork over more morny to -- pony to though things away and -- money -- money to throw things away. linda so is live to explain the changes outlined at the state of the city address. what is she proposing? >> reporter: she wants to use the money generated from trash removal fee to lower the property taxes by at least 22 per. she outlined the proposal at the state of the city address yesterday. her plan to cut property taxes can only happen if cuts are made in other areas. she hopes the biggest savings will come from pension reform. the mayor wants more city workers to contribute to the retirement plan sort of like a 401k. she wants to cut the work force by 10% over the next 10 years demolish more vacant homes and, of course, start charging that fee for trash pickup.

the mayor is calling on firefighters to work longer hours something the union is not taking lightly. >> you need the downtime. i firmly believe if you make the hours longer, cut our work force, i think we will see some ill effects from it. i certainly do. >> reporter: right now city firefighters work about 42 hours a week if any changes were to be made, the city would have to negotiate with the firefighters union live at city hall, linda so, abc2 news. five minutes after 6. president obama will give his first state of the anion address of the second -- union address of the second term. the speech will be a book end to the inaugural address a sign the president will touch on priorities like immigration reform and reducing gun violence. the white house officials say he will highlight a mix of old and new policies aimed at helping the middle class. catch the president's address here on abc2 starting at 9. a city social worker is

dead. she met a man online and that's what led to the death. monte carter is charged with murder in the beating jennifer conyers e dragged her body to the basement and lit the house on fire. that happened on friday. carters is accused of stealing her -- carter is accused of stealing her atm card and car. they found him and say he was covered in blood when they brought him in for questioning. he is being held without bail currently. the fed are getting involved in case uncovered by our abc2 news investigators involving sheriff homman and his brother john. a former dough teethive in that department is suing the department claiming she was fired after she complained that john sexually harassed her at work. she says she was riding in him in cecil county in 2009 when he put his hand down her pants and grabbed her breasts. according to the filing the u.s. department of justice claims gary hofmann violated title vi by failing to take

action. who is in line next to take over at the vatican a question a lot of you want to know. we will have to wait until the end of march to fine out but experts say odds are the new pope will come from latin america or canada. yesterday, pope benedict xvi announced he will step down at the end of the month. the head of the first and oldest archdiocese archbishop of baltimore says that he met with the pope seven weeks ago in rome and saw no evidence he was slowing down. of leaving his post he will devote the rest of his life to prayer and reflection. >> there's only one holy father and so what he is doing is not retiring of the way you and i think about retirement you know. you got your 401k and you know you got your little place and you go off and do it. the holy father raves very different existence. lives a very different

two men have been charged in the murder of a teen who was

shot and killed in late january in a city park. police say one of the men michael ward confessed to opening fire on the honor student and her friends after mistaking the group of a member of a rival game. ward and williams make the first appearance in court later today. pendleton's parents will attend the state of the union address. schools across the country are beefing of security measures in the wake of the connecticut school shooting n one -- inalabama they have come up with panic buttons hand out to teachers and staffs at public schools in the city and they are wear them around the necks and keep them within reach. when the button is pushed, blue lights go off throughout the school prompting everyone to go into lock down mode. lock at this video. -- look at this video. more than 40 inches of snow in 24 hours in connecticut.

in the 40s. and we are going to see that today. temperatures will be above average but, we are looking at some very windy conditions for today as well. that's the big story. so we have wind gusts up to about 32 and in reisterstown columbia at 33. bel air 29 right now. and denton coming in at 20. cambridge 18 and more of the same in annapolis this morning. so with that, we have a wind chill. so even though the temperatures are in the 40s. you need to dress for like we are in the 30s so we are feeling chilly out there. so we have brief clearing across the area. but we have a system to the north and to the south. we are going to get in on rain and some snow as we go through time. so we have this next wave developing. this area of low pressure will stay to the south for the most part but still going to be bringing us a chance for a rain snow and everything in between that as well. so this will happen going in through tomorrow and it will linger for your rush hour evening and also on thursday and possibly it could get in here even as we go into

the westbound lanes as you pass route 32. here's a live look at west side of the beltway. 695 in great shape this morning. no delays at old court road it will be clear as you make the push to route 40. looking at the abc2 timesaver traffic drive times the rest of the beltway is going to be clear as well. here's a live look in parkville at harford road. it will task 11 minutes to travel from 95 all the way up to 83. and there are no concerns on 95 in white marsh. looking at normal drive time of 14 minutes traveling southbound from the beltway all the way into the city. that's a look at your morning commute now over to you. a doggy day care is hosting a fund raise are providing temporary homes for animals looking for a place to live. >> sherrie johnson checked out best friends fur ever dogy day care in cockeysville. >> reporter: we are here at best friends forever. i am standing here you know trying not to get knocked down by the big dogs here. but they are great.

they are so friendly. so we are here. that is doggy day care and resort and it has a state of the art facility. you know i would probably bring my little dog shala here. this morning, i have kelly. this is the owner and kelly, i tell you, these dogs are so loveable. but tell me a little bit about your facility here. >> well, we are a 10,000 square foot on the bottom another 10,000 feet upstairs and we have a ton of outside all astro turf for dogs to play. we are a camp not kennel. when they come they are out playing and relaxing and doing what they do as dogs. so we do day care and overnight and grooming and training. and we have partnered up with a charity called rescue movement farm and we raise money because they are taking dogs from the shelters pending youthation and finding loving homes for -- euthanasia and finding them loving homes. we are pleased to be doing charity events with them. look at our website. we have events coming up and go

on their website falls animal rescue farm and do a donation. >> reporter: why is it so important people get involved and help out? >> you know, really hon of thely they are smaller group and they go and put them in foster homes and you know, it's expensive with the advertising and whatnot so if you can find a place to advertise and get your name out there and find places for the dogs, look at how happy they are. they have homes. let's find homes for others. >> reporter: all right. thanks so much. you got two big fund raisers coming up march and may. >> we do. and go on the website and you will find the dates and visit us we are open 365 days a year and have two location the other 1009 philadelphia road in joppa and 246 cockeysville road in cockeysville. >> reporter: and it's important they take a dog from here rescue dog from here they are trained. >> absolutely. they have been groomed and trained. so come down and see some of them. >> reporter: thanks for joining us we appreciate it.

yesterday morning and this prompted beyonce to add another dc show. she is going to perform a second night at verizon center so mark your calendar. tuesday july 30th and tickets for that show will go on sale this friday morning at 10. we are so glad. >> dad got the award but his son stole the show. former staff sergeant clinton romeha was being honored for the medal of hopor for his action. before the ceremony started his young son took the stage and stood behind the presidential podium until marine escort came in to escort him off. but, he went back and sat in the chair. because that's what they do. >> he is so cute in the little suit. how much would you pay for an iron, the one you iron your clothes but looks like toy irons from monopoly game are on sale for ebay costing about the same. these are going for 20 bucks. it's because last week america voted the iron out of the classic game and they replaced
