close to collapsing with no business and
I know everything's shutting down and

we're hearing from the president this could
last through the summer some say longer

How does an economy survive in that
situation well of course it matters

a lot how long does this last but let's
say the president is right in that we're
00:33:56
going to have
00:33:57
a peak and then the virus itself come down
I think the administration is on hand

with their new stimulus
proposal to start rediscovering
00:34:07
a bunch of the complications of the bailouts
in the financial crisis which began
00:34:13
with if you save somebody
but you don't have
00:34:16
a framework that you've explained of who
deserves money and how much money did they
00:34:21
deserve everybody lines up so people are
going to say Wait why give $50000000000.00
00:34:26
to the airlines and not to the workers
that they just laid off or why did. The

money to the airline industry but not the
restaurant and why not you know and so we
00:34:36
go down the line so I kind of
think they need to develop

a framework and I think the frameworks got
to center around what in the financial

language we might call forbearance which
is writ large versions of the government

saying people don't have to pay their taxes
by April 15th and that we're going to

give you

a sensually an interest free loan till
October to pay your taxes because we know

that you're in

a cash crunch right now right if we could

than 3 months that would be
a huge drop in the g.d.p.

happened but now it's going to be fine it

think what you're likely to see is

they say they sort of made fun of it

but they announced nobody has to make

a mortgage payment and there won't be any
foreclosures or even actions for $60.00

that makes sense in a way that is

a rescue but it's not

a bailout if you're going to explicitly
do bailouts I think the other thing we

learned from the financial crisis is you
don't want to just hand money to companies

without thinking about what are the
restrictions on what they're allowed to do with

the money and probably you
want to give the u.s.

Taxpayer equity so that if the virus goes
away demand comes back those companies

restored of profitability and their
stock prices go up it's not just

a things for nothing it sure is
00:36:09
a policy that we gave them that
the American taxpayer gets

a pay back when if they get
00:36:14
a big back people are worried they're
worried about lot of people being laid off

how are they going to pay their bills
are they going to get a break and so

a lot of those things you just said Of
course people also worried about there for

a long case wondering if you're even
going to have a retirement when they see

a 3000 drop in the Dow That's

a scary number to see. And wonder if you're
just going to get wiped out and look

that horrible day followed

that so so there's no question of that here

plus that the government and the health
officials are telling us don't go outside

up the majority of our economy that in my

view it contributes to what I call virus
economics that virus economics is

or normal economics because the most

important thing you can do for the economy
is slow the spread of the virus because

a magic wand and show people because of
the medicine or because of the public

health things that we've

a wide parts of the economy and I think

to speak with you the title that I have

doesn't really describe what I do in

a way that most people can understand but
but I know the breadth and depth of what

that title means and it is an enormous
responsibility and enormous opportunity

with that title I have about 16000 people
around the globe that work for me that
00:48:37
are are responsible for securing operating
and defending the Defense of the United
00:48:43
States Defense Department's networks.
And providing communication for

our war fighters for our our Pentagon all
the way down to people I think tactical

edge and so that opportunity to
support every one of our d.o.t.

Missions with all of our people and ensuring
that I can enable those people to be

effective and the job is just

a wonderful opportunity that I would never
replace and how does it feel knowing

to hold this title to to gain

a real honor it absolutely is an Army

it's an wonderful opportunity to

it and. For many many years by. It's the

1st time we've ever had a female as

a leader and so being able to represent
all of that diverse workforce to

include all of the women in the workforce
that work so hard day in and day out

really. It allows me to represent them in

a way that hopefully I can I can do them
justice and do you feel like you are
00:50:07
respected as an equal among the people
that you oversee overall or or your peers
00:50:13
for that matter absolutely that's one of
the things about being in the Department
00:50:18
of Defense and being in the
military is that it is very much
00:50:21
a meritocracy if you do your job well if
you're performing it doesn't matter and
00:50:27
what your background as where you come
from what your gender is what your races
00:50:31
it's all about Are You
00:50:33
a team player and are you performing
the mission. When you were
00:50:38
a little girl would you have ever thought
this is where you would be where you
00:50:42
would end up absolutely not
so 1st of all I grew up in
00:50:47
a small rural town and in Oregon.
Very very small I didn't
00:50:53
even get to travel a lot when I was
00:50:55
a child so you know I imagining this
kind of exposure and opportunity was not
00:51:01
something that I had envisioned at all but
I always wanted to serve I always wanted
00:51:07
to travel I always wanted to be part of
something bigger than me I wanted to give
00:51:11
back I always knew that was important to
me and so this meandering path that led me
00:51:16
to the Navy is one that I am really grateful
that I got to choose how did you get
00:51:22
here also I wanted to be
00:51:24
a doctor. And thought that that was what
I was going to end up doing and like I
00:51:30
said small rural town
blue collar family. Not
00:51:35
a lot of money I couldn't afford to go
to college without scholarships so I
00:51:40
consider joining the military when I was
in high school to to get callers. Dollar
00:51:44
ships and that didn't work out. I mean I
didn't need to because I'm kind of getting
00:51:49
academic scholarships so I went to college
pre-med major but then my grades weren't
00:51:55
good enough to get scholarships for medical
school so much higher bar and so I
00:52:00
started looking at the military
again as an opportunity to get
00:52:03
a military medical scholarship and and so
wound up talking to the recruiters and
00:52:09
found out that the best power to do that
would be to join the Navy and then apply
00:52:14
for the scholarship program so I
joined the Navy they sent me to
00:52:18
a telecommunications job you know communications
long haul communications for ships
00:52:23
and submarines and aircraft in Hawaii and
I loved the job and I never applied for
00:52:29
the medical scholarship program fascinating
you forgot all about it or you just
00:52:33
sort of let it go and let life take you
where you where you where you wanted to
00:52:37
that's right so initially you know I thought
about it over and over and said But I
00:52:43
love what I'm doing and I couldn't see
myself loving that more than what I was
00:52:47
doing and the opportunities that the Navy
was giving me the people that I worked
00:52:51
with and the people that I was I
had the opportunity to lead as as
00:52:55
a very junior officer and leading lots of
sailors they were doing great work for
00:53:01
our nation it was just too too good to
pass up and so I kept doing and apparently
00:53:07
you kept advancing within
the ranks. That's right so
00:53:15
you know I went to the Naval Postgraduate
School in Monterey California where you
00:53:18
spent time all right and I got my master's
degree and computer science and that led
00:53:24
me into even more work and cybersecurity
and networking and the kinds of things
00:53:31
that I've been doing now for
00:53:32
a very long time 2020 plus years 20.
5 years that I've been working hard
00:53:39
and. Continue to do and now 16000
people. Well you're overseeing and
00:53:45
cybersecurity I mean I can't think of many
more things that could be more important
00:53:49
right now that's right it absolutely as
you know everything that we do in the
00:53:54
Department of Defense and so much of what
we do in in the nation as individuals and
00:54:00
as as
00:54:01
a country and businesses rely on on our
capabilities in cyber domain and if we're
00:54:07
not doing that securely then all of those
capabilities all of those missions are at
00:54:12
risk. I can't help ask you you
know we we are in the midst of
00:54:17
a presidential campaign we had
00:54:19
a very diverse group of Democrats to begin
with running for president we had an
00:54:25
Asian American we had African-Americans we
had women why do you think that the u.s.
00:54:30
Is not yet. As far as we've come and
particularly someone like you in the position
00:54:37
you were in why do you think the u.s.
00:54:39
Has yet to. Be able to put
00:54:43
a woman in the White House. I think it's
00:54:48
a level of comfort and and the opportunity
to see women in the right positions
00:54:55
that will give them the confidence that
that they're very comfortable having
00:55:00
a woman in that position you know that we
we see it in certain positions we see it
00:55:06
in certain positions and as they they
progress and we see more and more women in
00:55:12
leadership roles at the highest level of
government and it gives more and more
00:55:16
people the opportunity to say I can see
that I can envision that and then it's just
00:55:21
finding the right moment so you think it's
00:55:23
a matter of people just aren't comfortable
because they haven't seen it yet so they
00:55:28
just. Or do you think it's women
themselves the often undersell
00:55:34
themselves and don't think they're
capable. Well I wouldn't say that women
00:55:39
necessarily undersell
themselves in terms of
00:55:42
a potential for the presidency.
But but in general I think
00:55:46
a lot of women do sell themselves short
haul themselves back. Underestimate their
00:55:52
ability underestimate particularly their
leadership ability and what that means in
00:55:58
jobs have
00:55:59
a significant responsibility to keep pushing
that across you know all of the women
00:56:05
that we have in the country and the world
and particularly to our young girls. What
00:56:11
would you say to those young girls
what would you say to them. Who in
00:56:18
their lifetime at least young young girls
some of those you know we heard Elizabeth
00:56:23
Warren last week talking about her pinky
swears run for president you know. They've

never seen
00:56:30
a woman in the White House in that position
but you know they haven't lived to live

that long what would you say to them about
their own dreams and aspirations to

encourage them well when I was

a young girl my mother told me you can do
anything you want to do if you put your

mind to it and I would tell them the same
thing and I do tell girls that all of the

time don't hold yourself back there are
lots of other people that are going to try

to put barriers in front of you and try
to hold you back don't be one of them you

push yourself through and and allow
yourself the space to do anything that you

a title and very historic but we're so glad
to speak with you the title that I have

doesn't really describe what I do in

a way that most people can understand but
but I know the breadth and depth of what

that title means and it is an enormous
responsibility and enormous opportunity

with that title I have about 16000 people
around the globe that work for me that

are are responsible for securing operating
and defending the Defense of the United

States Defense Department's networks.
And providing communication for

our war fighters for our our Pentagon all
the way down to people I think tactical

edge and so that opportunity to
support every one of our d.o.t.

Missions with all of our people and ensuring
that I can enable those people to be

effective and the job is just

a wonderful opportunity that I would never
replace and how does it feel knowing

to hold this title to to gain

a real honor it absolutely is an Army

it and. For many many years by. It's the

1st time we've ever had a female as

a leader and so being able to represent
all of that diverse workforce to

include all of the women in the workforce
that work so hard day in and day out

really. It allows me to represent them in

a way that hopefully I can I can do them
justice and do you feel like you are

respected as an equal among the people
that you oversee overall or or your peers

for that matter absolutely that's one of
the things about being in the Department

of Defense and being in the
military is that it is very much

a meritocracy if you do your job well if
you're performing it doesn't matter and

what your background as where you come
from what your gender is what your races

it's all about Are You
00:50:33
a team player and are you performing
the mission. When you were

a little girl would you have ever thought
this is where you would be where you
00:50:42
would end up absolutely not
so 1st of all I grew up in
00:50:47
a small rural town and in Oregon.
Very very small I didn't
00:50:53
even get to travel a lot when I was
00:50:55
a child so you know I imagining this
kind of exposure and opportunity was not
00:51:01
something that I had envisioned at all but
I always wanted to serve I always wanted
00:51:07
to travel I always wanted to be part of
something bigger than me I wanted to give
00:51:11
back I always knew that was important to
me and so this meandering path that led me
00:51:16
to the Navy is one that I am really grateful
that I got to choose how did you get
00:51:22
here also I wanted to be
00:51:24
a doctor. And thought that that was what
I was going to end up doing and like I
00:51:30
said small rural town
blue collar family. Not
00:51:35
a lot of money I couldn't afford to go
to college without scholarships so I
00:51:40
consider joining the military when I was
in high school to to get callers. Dollar
00:51:44
ships and that didn't work out. I mean I
didn't need to because I'm kind of getting
00:51:49
academic scholarships so I went to college
pre-med major but then my grades weren't
00:51:55
good enough to get scholarships for medical
school so much higher bar and so I
00:52:00
started looking at the military
again as an opportunity to get
00:52:03
a military medical scholarship and and so
wound up talking to the recruiters and
00:52:09
found out that the best power to do that
would be to join the Navy and then apply
00:52:14
for the scholarship program so I
joined the Navy they sent me to
00:52:18
a telecommunications job you know communications
long haul communications for ships
00:52:23
and submarines and aircraft in Hawaii and
I loved the job and I never applied for
00:52:29
the medical scholarship program fascinating
you forgot all about it or you just
00:52:33
sort of let it go and let life take you
where you where you where you wanted to
00:52:37
that's right so initially you know I thought
about it over and over and said But I
00:52:43
love what I'm doing and I couldn't see
myself loving that more than what I was
00:52:47
doing and the opportunities that the Navy
was giving me the people that I worked
00:52:51
with and the people that I was I
had the opportunity to lead as as
00:52:55
a very junior officer and leading lots of
sailors they were doing great work for
00:53:01
our nation it was just too too good to
pass up and so I kept doing and apparently
00:53:07
you kept advancing within
the ranks. That's right so
00:53:15
you know I went to the Naval Postgraduate
School in Monterey California where you
00:53:18
spent time all right and I got my master's
degree and computer science and that led
00:53:24
me into even more work and cybersecurity
and networking and the kinds of things
00:53:31
that I've been doing now for
00:53:32
a very long time 2020 plus years 20.
5 years that I've been working hard
00:53:39
and. Continue to do and now 16000
people. Well you're overseeing and
00:53:45
cybersecurity I mean I can't think of many
more things that could be more important
00:53:49
right now that's right it absolutely as
you know everything that we do in the
00:53:54
Department of Defense and so much of what
we do in in the nation as individuals and
00:54:00
as as
00:54:01
a country and businesses rely on on our
capabilities in cyber domain and if we're
00:54:07
not doing that securely then all of those
capabilities all of those missions are at
00:54:12
risk. I can't help ask you you
know we we are in the midst of
00:54:17
a presidential campaign we had
00:54:19
a very diverse group of Democrats to begin
with running for president we had an
00:54:25
Asian American we had African-Americans we
had women why do you think that the u.s.
00:54:30
Is not yet. As far as we've come and
particularly someone like you in the position
00:54:37
you were in why do you think the u.s.
00:54:39
Has yet to. Be able to put
00:54:43
a woman in the White House. I think it's
00:54:48
a level of comfort and and the opportunity
to see women in the right positions
00:54:55
that will give them the confidence that
that they're very comfortable having
00:55:00
a woman in that position you know that we
we see it in certain positions we see it
00:55:06
in certain positions and as they they
progress and we see more and more women in
00:55:12
leadership roles at the highest level of
government and it gives more and more
00:55:16
people the opportunity to say I can see
that I can envision that and then it's just
00:55:21
finding the right moment so you think it's
00:55:23
a matter of people just aren't comfortable
because they haven't seen it yet so they
00:55:28
just. Or do you think it's women
themselves the often undersell
00:55:34
themselves and don't think they're
capable. Well I wouldn't say that women
00:55:39
necessarily undersell
themselves in terms of
00:55:42
a potential for the presidency.
But but in general I think
00:55:46
a lot of women do sell themselves short
haul themselves back. Underestimate their
00:55:52
ability underestimate particularly their
leadership ability and what that means in
00:55:58
jobs have
00:55:59
a significant responsibility to keep pushing
that across you know all of the women

that we have in the country and the world
and particularly to our young girls. What
00:56:11
would you say to those young girls
what would you say to them. Who in
00:56:18
their lifetime at least young young girls
some of those you know we heard Elizabeth

Warren last week talking about her pinky
swears run for president you know. They've

never seen

a woman in the White House in that position
but you know they haven't lived to live

that long what would you say to them about
their own dreams and aspirations to

encourage them well when I was

a young girl my mother told me you can do
anything you want to do if you put your

mind to it and I would tell them the same
thing and I do tell girls that all of the

time don't hold yourself back there are
lots of other people that are going to try

to put barriers in front of you and try
to hold you back don't be one of them you

push yourself through and and allow
yourself the space to do anything that you
