a whole new level do you see any economic
depression on the horizon I don't think

so and let's just get the terms
right what's the difference between

a recession and depression. A recession
turns into a depression when there is

a collapse usually of the financial system
so that the normal self correcting the

mechanism of the business
cycle in it it normally it's

a cycle they go down it goes up that it
goes down and it stays down and it can't

come back that doesn't seem thus far to be
at all the pattern of what this thing is

and historically the things that lead
to depression Zz are when the financial

system collapses thus far
what we're facing is

a very abrupt very serious
drop in demand by
00:31:49
consumers in every country of the world
where this virus is so I'm hoping that

that's

a temporary phenomenon and one of our
policy challenges is precisely to try to

prevent a very sharp temporary
hit from morphing into
00:32:05
a permanent problem by letting people and
companies and whatever go bankrupt and
00:32:11
things like that well if they've got the
airlines basically looking like they're
00:32:15
close to collapsing with no business and
on everything shutting down and we're
00:32:20
hearing from the president this could last
through the summer some say longer How
00:32:25
does an economy survive in that
situation well of course it matters
00:32:29
a lot how long does this last but let's
say the president is right in that we're
00:32:34
going to have
00:32:34
a peak and then the virus itself come down
I think that administration is on path
00:32:40
with their new stimulus
proposal to start rediscovering
00:32:44
a bunch of the complications of the bailouts
in the financial crisis which begin
00:32:50
with if you save somebody
but you don't have
00:32:53
a framework that you've explained of who
deserves money and how much money did they
00:32:58
deserve everybody lines up so people are
going to say Wait why give $50000000000.00
00:33:04
to the airlines and not to the workers
that they just laid off or why did. The
00:33:09
money to the airline industry but not the
restaurant in the union why not you know
00:33:13
and so we go down the line so I
kind of think they need to develop
00:33:16
a framework and I think the frameworks got
to center around what in the financial
00:33:22
language we might call forbearance which
is writ large versions of the government
00:33:28
saying people don't have to pay their taxes
by April 15th and that we're going to
00:33:33
give you
00:33:33
a sensually an interest free loan till
October to pay your taxes because we know
00:33:39
that you're in
00:33:40
a cash crunch right now right if we
could have Rip Van Winkle style go into
00:33:45
hibernation than 3 months that
would be a huge drop in the g.d.p.
00:33:50
But you woke up and there was this or they
could have been but now it's going to be
00:33:54
following in
00:33:55
a way that would be perfect and so I
think what you're likely to see is
00:33:58
a lot more actions like Italy and at the
beginning they say they sort of made fun
00:34:03
of it but they announced
nobody has to make
00:34:05
a mortgage payment and there won't be any
foreclosures or even actions for 60 days
00:34:11
I believe it was and stuff like
that makes sense in a way that is
00:34:15
a rescue but it's not
00:34:17
a bailout if you're going to explicitly
do bailouts I think the other thing we
00:34:21
learned from the financial crisis is you
don't want to just hand money to companies
00:34:26
without thinking about what are the
restrictions on what they're allowed to do with
00:34:30
the money and probably you
want to give the u.s.
00:34:34
Taxpayer equity so that if the virus goes
away demand comes back those companies
00:34:40
restored of profitability and their
stock prices go up it's not just
00:34:44
a thanks for nothing insurance policy that
we gave them that the American taxpayer
00:34:50
gets a pay back when if they get
00:34:52
a payback people are worried they're worried
about lot of people being laid off how
00:34:56
are they going to pay their bills are
they going to get evicted so all of those
00:34:59
things you just said Of course
people also worried about their for
00:35:01
a long case wondering if you're even
going to have a retirement when they see
00:35:05
a 3000 drop in the Dow That's
00:35:07
a scary number to see. And wonder if
you're just going to get wiped out and the
00:35:11
look that was on one day but
that horrible day followed
00:35:15
a couple of horrible weeks right before
that so so there's no question of that fear

plus that the government and the health
officials are telling us don't go outside

don't go they don't congregate don't go to
movies don't go to concerts don't fly an

airplane don't know do
00:35:33
a whole bunch of services which actually
make up the majority of our economy that
00:35:39
in my view it contributes to what I've
called virus economics that virus economics

is different from business cycle economics
or normal economics because the most
00:35:49
important thing you can do for the economy
is slow the spread of the virus because
00:35:56
if we could wave
00:35:57
a magic wind and showed people because of
the medicine or because of public health
00:36:02
things that we've done
this is not as big of
00:36:05
a threat to your health we would have
mediately see a return to growth for
00:36:11
a wide parts of the economy and I think
trying to do explicit old fashioned

stimulus before you have
00:36:19
a handle on the health part of that crisis
I think is going to prove hard to do

right I think it's a bit like in
00:36:26
a financial crisis they always say you
can't do anything until you stop the bank

runs that when people are in that panic
and pulling their money out you can't

really do stimulus it tells that settles
down and I think the healthy quibble in

here is pretty direct that the president's
proposing $500000000000.00 payroll tax

cut but sides the fact that

a lot of the people who you most want to
get money to are the people who have just

from that I don't think that giving

a payroll tax to try to encourage people

going to work while we're still in this
period I think the best thing you can do is

anything that slows their spread of that

Nancy Norton she's the 1st woman at the

Agency and the commander of the Joint Force

Headquarters Department of Defense
Information Network that is quite
00:46:47
a title and very historic but we're so glad
to speak with you but the title that I
00:46:52
have doesn't really describe what I do in
00:46:55
a way that most people can understand but
but I know the breadth and depth of what
00:47:01
that title means and it is an enormous
responsibility and enormous opportunity
00:47:09
with that title I have about 16000 people
around the globe that work for me that
00:47:14
are responsible for securing operating and
defending the defense that the United
00:47:21
States the fence Department's networks.
In providing communication for
00:47:28
our war fighters for our our Pentagon all
the way down to people I thought tactical
00:47:35
edge and so that opportunity to to
support every one of our d.o.t.
00:47:40
Missions with all of our people and ensuring
that I can enable those people to be
00:47:45
effective in the job is just
00:47:47
a wonderful opportunity now that I would
never repeat it. And how does it feel
00:47:51
knowing that you are the 1st woman ever
to hold this title to to gain this status

Well it's
00:47:59
a real honor it absolutely is an honor I
mean it's an honor to be the director and

the commander of these these amazing
organizations it's an wonderful opportunity to

lead
00:48:09
a very diverse workforce and so being the
1st woman to do that we have had lots of
00:48:14
senior women in into this what we call it
and decide for many many years but it's
00:48:21
the 1st time we've ever had
00:48:22
a female as the leader and
so being able to represent
00:48:29
all of that diverse workforce to include
all of the women in the workforce that
00:48:34
work so hard day in and day out really.
It allows me to represent them in
00:48:40
a way that hopefully I can I can justice
and do you feel like you are respected as
00:48:45
an equal among the people that you oversee
overall or or your peers for that matter
00:48:52
absolutely that's one of the things about
about being in the Department of Defense
00:48:56
and being in the military
is that it is very much
00:48:59
a meritocracy if you do your job well if
you're performing it doesn't matter and
00:49:04
what your background is where you come
from what your gender is what your races
00:49:08
it's all about Are You
00:49:10
a team player and are you performing
the mission. When you were
00:49:16
a little girl would you have ever thought
this is where you would be where you
00:49:19
would end up absolutely not
so 1st of all I grew up in
00:49:24
a small rural town and in
Oregon very very small I didn't
00:49:31
even get to travel a lot when I was
00:49:33
a child so you know imagining this kind
of exposure and opportunity was not
00:49:39
something that I had envisioned at all but
I always wanted to serve I always wanted
00:49:44
to travel I always wanted to be part of
something bigger than me I wanted to give
00:49:49
back I always knew that was important to
me and so this meandering path that led me
00:49:54
to the Navy is one that I am really grateful
that I got to choose how did you get
00:49:59
here well so I wanted to be
00:50:01
a doctor. And thought that that was what
I was going to end up doing and like I
00:50:07
said small rural town
blue color family. Not
00:50:12
a lot of money I couldn't afford to go
to college without scholarships so I
00:50:17
consider joining the military when I
was in high school to to get college
00:50:21
scholarships and that didn't work out. I
mean I didn't need to because I minded
00:50:26
getting academic scholarships so so I
went to college pre-med major but then my
00:50:32
grades weren't good enough to get scholarships
from medical school for much higher
00:50:36
bar and so I started looking at the
military again as an opportunity to get
00:50:40
a military medical scholarship and and so
wound up talking to the recruiters and
00:50:47
found out that the best path to do that
would be to join the Navy and then apply
00:50:51
for the scholarship program so I
joined the Navy they sent me to
00:50:56
a telecommunications job you know communications
long haul communications for ships
00:51:01
and submarines an aircraft in Hawaii and
I loved the job and I never applied for
00:51:07
the medical scholarship program fascinating
you forgot all about it or you just
00:51:10
sort of let that go and let life take you
where you where you where it wanted too.
00:51:15
That's right so initially you know I thought
about it over and over and said But I
00:51:20
love what I'm doing and I couldn't see
myself loving that more than what I was
00:51:25
doing and the opportunities that the
Navy was giving me and the people that I
00:51:29
worked with and the people that I was
I had the opportunity to lead as as
00:51:33
a very junior officer and leading lots of
sailors that were doing great work for
00:51:39
our nation it was just too good to pass
up and so I kept doing it and apparently
00:51:44
you kept advancing within that
the ranks That's right so
00:51:52
you know I went to the Naval Postgraduate
School in Monterey California where you
00:51:56
spent time all right and I got my master's
degree in computer science and that led
00:52:02
me into even more work and cybersecurity
and networking and the kinds of things
00:52:08
that I've been doing you know for
00:52:10
a very long time 2020 plus years 2025
years that I've been working networks
00:52:16
and and you know continue to get promoted
and now 16000 people you're overseeing
00:52:22
and cybersecurity I mean I can't think
of many more things that could be more
00:52:26
important right now that's right it absolutely
is you know everything that we do in
00:52:32
the Department of Defense and so much of
what we do in in the nation as individuals
00:52:37
and as as
00:52:38
a country and businesses rely on. Our
capabilities in cyber domain and if we're not
00:52:45
doing that securely then all of those
capabilities all of those missions are at
00:52:49
risk. I can't help ask you you
know we we are in the midst of
00:52:54
a presidential campaign we had
00:52:57
a very diverse group of Democrats to begin
with running for president we had an
00:53:02
Asian American we had African-Americans we
had women why do you think that the u.s.
00:53:08
Is not yet. As far as we've come and
particularly someone like you in the position
00:53:15
you are in why do you think the
us has yet to be able to put
00:53:20
a woman in the White House. I think it's
00:53:25
a level of comfort and then the opportunity
to see women in the right positions
00:53:32
that will give them the confidence that
that they're very comfortable having
00:53:38
a woman in that position you know we we
see it in certain positions we see it in
00:53:44
certain positions and as they they
progress and we see more and more women in
00:53:49
leadership roles at the highest level of
government and it gives more and more
00:53:53
people the opportunity to say I can see
that I can envision that and then it's just
00:53:58
finding the right woman so you think it's
00:54:01
a matter of people just aren't comfortable
because they haven't seen it yet so they
00:54:05
just Or do you think it's women
themselves that often undersell
00:54:12
themselves and don't think they're
capable. Well I wouldn't say that women
00:54:17
necessarily undersell
themselves in terms of
00:54:19
a potential for the presidency
but but in general I think
00:54:24
a lot of women do sell themselves short
hold themselves back. Underestimate their
00:54:30
ability underestimate particular their
leadership ability and what that means in
00:54:34
and jobs of
00:54:36
a significant responsibility and we need
to keep pushing that across you know all
00:54:41
of the women that we have in the country
in the world and particularly to our young
00:54:46
girls. What would you say to those young
girls what would you say to them.
00:54:55
Who in their lifetime at least young young
girls some of those you know we heard
00:55:00
Elizabeth Warren last week talking about
her pinky swears run for president you

know. They've never seen
00:55:07
a woman in the White House in that position
but you know they haven't looked at

live that long what would you say to them
about their own dreams and aspirations to

a young girl my mother told me you can do
anything you want to do if you put your

mind to it and I would tell them the same
thing and I do tell girls that all of the

lots of other people that are going to try

to put barriers in front of you and try
to hold you back don't be one of them you

push yourself through and and allow
yourself the space to do anything that you

with if you save somebody

a framework that you've explained of who
deserves money and how much money did they

deserve everybody lines up so people are
going to say Wait why give $50000000000.00

to the airlines and not to the workers
that they just laid off or why did. The

money to the airline industry but not the
restaurant in the union why not you know

and so we go down the line so I
kind of think they need to develop

a framework and I think the frameworks got
to center around what in the financial

language we might call forbearance which
is writ large versions of the government

saying people don't have to pay their taxes
by April 15th and that we're going to

give you

a sensually an interest free loan till
October to pay your taxes because we know

that you're in

a cash crunch right now right if we
could have Rip Van Winkle style go into

hibernation than 3 months that
would be a huge drop in the g.d.p.

But you woke up and there was this or they
could have been but now it's going to be

following in

a way that would be perfect and so I
think what you're likely to see is

a lot more actions like Italy and at the
beginning they say they sort of made fun

of it but they announced
nobody has to make

a mortgage payment and there won't be any
foreclosures or even actions for 60 days

I believe it was and stuff like
that makes sense in a way that is

a rescue but it's not

a bailout if you're going to explicitly
do bailouts I think the other thing we

learned from the financial crisis is you
don't want to just hand money to companies

without thinking about what are the
restrictions on what they're allowed to do with

the money and probably you
want to give the u.s.

Taxpayer equity so that if the virus goes
away demand comes back those companies

restored of profitability and their
stock prices go up it's not just

a thanks for nothing insurance policy that
we gave them that the American taxpayer

gets a pay back when if they get

a payback people are worried they're worried
about lot of people being laid off how

are they going to pay their bills are
they going to get evicted so all of those

people also worried about their for

a long case wondering if you're even
going to have a retirement when they see

a 3000 drop in the Dow That's

a scary number to see. And wonder if
you're just going to get wiped out and the

that so so there's no question of that fear

officials are telling us don't go outside

make up the majority of our economy that

in my view it contributes to what I've
called virus economics that virus economics

or normal economics because the most

a magic wind and showed people because of

a chance to sit down with Navy Vice Admiral
Nancy Norton she's the 1st woman at the

helm of the Defense Information Systems
Agency and the commander of the Joint Force

Headquarters Department of Defense
Information Network that is quite

a title and very historic but we're so glad
to speak with you but the title that I
00:46:52
have doesn't really describe what I do in
00:46:55
a way that most people can understand but
but I know the breadth and depth of what
00:47:01
that title means and it is an enormous
responsibility and enormous opportunity
00:47:09
with that title I have about 16000 people
around the globe that work for me that
00:47:14
are responsible for securing operating and
defending the defense that the United
00:47:21
States the fence Department's networks.
In providing communication for
00:47:28
our war fighters for our our Pentagon all
the way down to people I thought tactical
00:47:35
edge and so that opportunity to to
support every one of our d.o.t.
00:47:40
Missions with all of our people and ensuring
that I can enable those people to be
00:47:45
effective in the job is just
00:47:47
a wonderful opportunity now that I would
never repeat it. And how does it feel

knowing that you are the 1st woman ever
to hold this title to to gain this status

Well it's

a real honor it absolutely is an honor I
mean it's an honor to be the director and

the commander of these these amazing
organizations it's an wonderful opportunity to

lead

a very diverse workforce and so being the
1st woman to do that we have had lots of

senior women in into this what we call it
and decide for many many years but it's

the 1st time we've ever had
00:48:22
a female as the leader and
so being able to represent

all of that diverse workforce to include
all of the women in the workforce that
00:48:34
work so hard day in and day out really.
It allows me to represent them in
00:48:40
a way that hopefully I can I can justice
and do you feel like you are respected as
00:48:45
an equal among the people that you oversee
overall or or your peers for that matter
00:48:52
absolutely that's one of the things about
about being in the Department of Defense
00:48:56
and being in the military
is that it is very much
00:48:59
a meritocracy if you do your job well if
you're performing it doesn't matter and
00:49:04
what your background is where you come
from what your gender is what your races
00:49:08
it's all about Are You
00:49:10
a team player and are you performing
the mission. When you were
00:49:16
a little girl would you have ever thought
this is where you would be where you
00:49:19
would end up absolutely not
so 1st of all I grew up in
00:49:24
a small rural town and in
Oregon very very small I didn't
00:49:31
even get to travel a lot when I was
00:49:33
a child so you know imagining this kind
of exposure and opportunity was not
00:49:39
something that I had envisioned at all but
I always wanted to serve I always wanted
00:49:44
to travel I always wanted to be part of
something bigger than me I wanted to give
00:49:49
back I always knew that was important to
me and so this meandering path that led me
00:49:54
to the Navy is one that I am really grateful
that I got to choose how did you get
00:49:59
here well so I wanted to be
00:50:01
a doctor. And thought that that was what
I was going to end up doing and like I
00:50:07
said small rural town
blue color family. Not
00:50:12
a lot of money I couldn't afford to go
to college without scholarships so I
00:50:17
consider joining the military when I
was in high school to to get college
00:50:21
scholarships and that didn't work out. I
mean I didn't need to because I minded
00:50:26
getting academic scholarships so so I
went to college pre-med major but then my
00:50:32
grades weren't good enough to get scholarships
from medical school for much higher
00:50:36
bar and so I started looking at the
military again as an opportunity to get
00:50:40
a military medical scholarship and and so
wound up talking to the recruiters and
00:50:47
found out that the best path to do that
would be to join the Navy and then apply
00:50:51
for the scholarship program so I
joined the Navy they sent me to
00:50:56
a telecommunications job you know communications
long haul communications for ships
00:51:01
and submarines an aircraft in Hawaii and
I loved the job and I never applied for
00:51:07
the medical scholarship program fascinating
you forgot all about it or you just
00:51:10
sort of let that go and let life take you
where you where you where it wanted too.
00:51:15
That's right so initially you know I thought
about it over and over and said But I
00:51:20
love what I'm doing and I couldn't see
myself loving that more than what I was
00:51:25
doing and the opportunities that the
Navy was giving me and the people that I
00:51:29
worked with and the people that I was
I had the opportunity to lead as as
00:51:33
a very junior officer and leading lots of
sailors that were doing great work for
00:51:39
our nation it was just too good to pass
up and so I kept doing it and apparently
00:51:44
you kept advancing within that
the ranks That's right so
00:51:52
you know I went to the Naval Postgraduate
School in Monterey California where you
00:51:56
spent time all right and I got my master's
degree in computer science and that led
00:52:02
me into even more work and cybersecurity
and networking and the kinds of things
00:52:08
that I've been doing you know for
00:52:10
a very long time 2020 plus years 2025
years that I've been working networks
00:52:16
and and you know continue to get promoted
and now 16000 people you're overseeing
00:52:22
and cybersecurity I mean I can't think
of many more things that could be more
00:52:26
important right now that's right it absolutely
is you know everything that we do in
00:52:32
the Department of Defense and so much of
what we do in in the nation as individuals
00:52:37
and as as
00:52:38
a country and businesses rely on. Our
capabilities in cyber domain and if we're not
00:52:45
doing that securely then all of those
capabilities all of those missions are at
00:52:49
risk. I can't help ask you you
know we we are in the midst of
00:52:54
a presidential campaign we had
00:52:57
a very diverse group of Democrats to begin
with running for president we had an
00:53:02
Asian American we had African-Americans we
had women why do you think that the u.s.
00:53:08
Is not yet. As far as we've come and
particularly someone like you in the position
00:53:15
you are in why do you think the
us has yet to be able to put
00:53:20
a woman in the White House. I think it's
00:53:25
a level of comfort and then the opportunity
to see women in the right positions
00:53:32
that will give them the confidence that
that they're very comfortable having
00:53:38
a woman in that position you know we we
see it in certain positions we see it in
00:53:44
certain positions and as they they
progress and we see more and more women in
00:53:49
leadership roles at the highest level of
government and it gives more and more
00:53:53
people the opportunity to say I can see
that I can envision that and then it's just
00:53:58
finding the right woman so you think it's
00:54:01
a matter of people just aren't comfortable
because they haven't seen it yet so they
00:54:05
just Or do you think it's women
themselves that often undersell
00:54:12
themselves and don't think they're
capable. Well I wouldn't say that women
00:54:17
necessarily undersell
themselves in terms of
00:54:19
a potential for the presidency
but but in general I think
00:54:24
a lot of women do sell themselves short
hold themselves back. Underestimate their
00:54:30
ability underestimate particular their
leadership ability and what that means in
00:54:34
and jobs of
00:54:36
a significant responsibility and we need
to keep pushing that across you know all
00:54:41
of the women that we have in the country
in the world and particularly to our young
00:54:46
girls. What would you say to those young
girls what would you say to them.

Who in their lifetime at least young young
girls some of those you know we heard

Elizabeth Warren last week talking about
her pinky swears run for president you

know. They've never seen

a woman in the White House in that position
but you know they haven't looked at

live that long what would you say to them
about their own dreams and aspirations to

a young girl my mother told me you can do
anything you want to do if you put your

mind to it and I would tell them the same
thing and I do tell girls that all of the

time don't hold yourself back there are
lots of other people that are going to try

to put barriers in front of you and try
to hold you back don't be one of them you

push yourself through and and allow
yourself the space to do anything that you
