00:03:30
Good morning African welcome to Deborah
got to go from the Voice of America and
00:03:35
Jacksonville in Washington and today is
Wednesday June 26th and he has some of the
00:03:41
stories that we're covering
for you this morning G.O.P.
00:03:44
Health and memorial on Tuesday for
the chief of staff and fall out
00:03:49
a senior official killed in weekend attacks
Zimbabwe is hosting the 1st United
00:03:55
Nations and African Union summit on the
wildlife the country is seeking permission
00:04:00
to sell its $600000000.00 stalk of elephant
ivory and brine the homes. Of some
00:04:07
programs we got
00:04:09
a ship precious way after we
benefits from natural resources
00:04:16
fairly and to be shared
among communities living we
00:04:23
didn't know why I'm curious that is
Zimbabwe's president. And the European Union
00:04:30
jobs of
00:04:30
a mission has released its report on the
$21000.00 general elections in Nigeria
00:04:37
more time all in the East African Legislative
Assembly the body suspended approval
00:04:41
all that is the African community budget
after and no show by ministers from member
00:04:47
countries. We cling to. That but one of
them until it shows that you can trust it
00:04:53
we're not going to stand here as I'm
praying. For that. Chip So he's not
00:05:00
available even out of the out of protest.
00:05:06
Ugandan lawmaker expressing her frustration
more on this story later going to be
00:05:12
sorrow there is political deadlock as the
ruling party P A I G C And it's called
00:05:19
Partners declared that they no longer
recognize President Jose Mario bus we have
00:05:25
those stories and more coming up
right here on DAYBREAK coffee.
00:05:39
If you held
00:05:39
a memorial on Tuesday for the Army chief
of staff and 4 other senior officials
00:05:44
killed over the weekend in
what the government says was
00:05:47
a 4 wheeled coup attempt in the northern
Horris that hundreds of soldiers. In
00:05:53
uniform gathered for the ceremony in the
center of the capital Addis Ababa coffins
00:05:59
of Chief of Staffs YATOM a CONAN And
00:06:02
a retired general both strolled date on
Saturday by Sierra's border guard we had
00:06:07
dropped in the field beyond flags reports
said that roads in the capital were
00:06:11
blocked for the ceremony and security was
tight access to the Internet continues to
00:06:17
be shut down in the country for the 3rd
day political deadlock continues in
00:06:22
Guinea-Bissau this week the ruling party
P I G C and its coalition partners
00:06:28
declared that day nor longer recalled 9
President Jose Mario Vazquez although
00:06:34
Vasquez minded was officially app on June
the 23rd he set the debt for elections
00:06:40
for November the 24th by AS and the ruling
party. Which he came to power with then
00:06:47
have. Been at
00:06:48
a stalemate since 2015 when
that as. The party president
00:06:55
Domingo's Simmo is from the prime minister
post the area who is still the president
00:07:02
spoke to reporter Ricky straw yoke after
the party made their Tuesday announcement
00:07:07
that they would no longer recognize
president was in Guinea-Bissau the Supreme
00:07:12
Court. So whenever there is
00:07:17
a lack of understanding of how to interpret
the Constitution the body should go and
00:07:23
so in this case we have facing
00:07:26
a vacancy on the post of the president of
the so the only solution to. This mess
00:07:33
is the spin so you get the patient's name
and I'm sure in your community you're no
00:07:37
longer recognizing the legal authority
of the president is not only us the
00:07:43
Constitution that's never been I think
systems of Amanda Castle feel his 5 years of
00:07:49
money is over and how long the 2nd one to
consider that but I don't know home how
00:07:54
long that we can take I know for sure
that other institutions can feel big up
00:08:01
as we wait for the student
to the house for.
00:08:08
That is he joining me now and the census
taken together and what was their stance
00:08:15
on knocking thousands of country there's
00:08:17
a lot of people speaking about Michael
silence and all and asking him to kind of
00:08:21
stay out of. The discussion
is now I had a chance to get
00:08:25
a seat by President Michel something
of course the president. May come to
00:08:33
it's only in buttons for us small.
The mission and something and.
00:08:41
I have
00:08:41
a chance to share with them this training
of beginnings of him being present.
00:08:48
In our situation sort of order to see them
today is from the people asking him to
00:08:54
play a big role and not being
involved in games that is just
00:08:59
a provides the relations between 2
countries. And myself I benefit from
00:09:05
a very good mission we demand but we don't
have the same opportunity to develop
00:09:12
this kind of mission with the president
of Syria that's the pledge that you guys
00:09:17
propose a cabinet over the weekend
afternoon to me except their status as
00:09:21
a minister after he accepted I ski and he.
00:09:29
Asked the prime minister the prime minister
incompetent all because of the party
00:09:34
had
00:09:35
a chance to have the final list
and submitted by 16. Of the
00:09:41
20 or so it was to our surprise.
The president is saying
00:09:49
today he's about to see this list was given
to the president on the 23rd of June
00:09:56
us by 16. And he didn't respond it
seems this seems to be the case that
00:10:02
was Domingo's Simmo is
president of Guinea B.
00:10:06
Cells ruling party. He
was speaking to report
00:10:10
a request Rioch from Guinea-Bissau or
the European Union observer mission has
00:10:15
released its report on the 21000 general
elections in Nigeria the report
00:10:22
concludes that challenges and
shortcomings show that there is
00:10:26
a need for electoral reform in the country
Michael Bohn reports from Lagos Nigeria
00:10:33
the European Union observer mission report
says the general elections we are mired
00:10:38
by C.V.A.
00:10:39
Operational and transparency shortcomings
citing an electoral security problems
00:10:45
that contests Fairfield recommendation. To
improve future elections some like your
00:10:50
own political analysts
have been reacting to
00:10:52
a report on the general
elections held in February
00:10:56
a much Professor Brown on more hot heads
the department of political science at the
00:11:00
University of Lagos he says the reports
can muster surprise you not only for that
00:11:06
my 1st reaction is that there is not
00:11:08
a difference in this for long so
all that I know where it in motion
00:11:15
much that is different to the make any
change as long as you have the simple
00:11:19
editions system and I say is going forward
now young politicians should change
00:11:25
their attitudes and 1 politicians must
lend how to campaign and win elections for
00:11:31
for power not wantin to this what they
call do or die I say not to win elections
00:11:36
the problem here is the mentality of one
you don't want to join to wean in order to
00:11:41
do or die make sure that he wins terminal
political power that's the problem the
00:11:46
corner Honeywill economy not of we the
people for illegals beers non-governmental
00:11:51
organization sees the observer mission
report is correct he says the law should be
00:11:56
amended to fix the permanent date for the
elation to reduce both our party avoiding
00:12:02
problems that resulted
from a war we delete add
00:12:05
a last minute decision what the 1st in
Arkansas mind is the shifting of the dates
00:12:09
of election V I ne and the federal government
know that many people vote whether I
00:12:16
just did not register where I live so
I've been watching the addresses when you
00:12:20
shoot the election and out trying to something
people are trouble the 1st time that
00:12:25
poor they can't afford to travel again so
you can't discount orders of what I want
00:12:29
to travel down over to vote there secondly
because I become cynical so I would do
00:12:33
this every time every 4 years nothing has
changed therefore why should we bother to
00:12:38
my younger mates is the E.U.
00:12:40
Observer mission did not question the
integrity of prison while Michael Harries
00:12:44
victory Mr Garba shareholder senior special
assistant on. But the president says
00:12:49
come on walk with Nigerians state institutions
parties civil society and experts to
00:12:56
assure that improvements
recommended by the E.U.
00:12:58
I implemented this is Mike
in Born year for V.O.A.
00:13:01
News in Lagos the East
African Legislative Assembly
00:13:07
a suspended approval of the East African
community budget this comes after the
00:13:13
absence of East African community ministers
from the 5 partner States failed to
00:13:18
attend that he bet on the budget for more
on this story go to Moses Have you any
00:13:23
money you know Russia. According to
Article 142 Section 7 in because of the
00:13:28
financial Yeah OF THE COMING TO shall run
from 5 to July and 30th June of the next
00:13:33
year with only
00:13:34
a few days away the regional parliament
has suspended the approval of the
00:13:37
committee's budget of more
than $111000000.00 U.S.
00:13:40
Dollars after ministers of members that
friendly to appear before the chambers with
00:13:45
the exception of one
be Susan McCall she is
00:13:48
a lawmaker from Uganda this is their budget
we are going to also do our part but
00:13:55
one of them until it shows that I'm not
interested we're not going to stand here as
00:13:59
members I'm grateful that you read for that.
She is not available to even read that
00:14:05
but I did that
00:14:07
a lot of protests we had expected to be
issues we want reallocation and they're not
00:14:12
here last 3 they stuff you can call me to
but it was presented to the assembly by
00:14:17
the time that ended we differ enough areas
and it's to African community minister
00:14:20
and the must representing one was East
African community and foreign affairs
00:14:24
minister Richard he says Arena who is the
current chair of the Council this is the
00:14:29
1st time the chair of the council delegates
every presenter to have to present to
00:14:32
the communities I don't know is an M.P.
00:14:36
From Kenya what is more important for the
ministers like this in this function of
00:14:40
budget that we can be able to discuss and
find ways and means of of getting out of
00:14:44
this crisis will look I think we have to
speak the truth we have to be openly talk
00:14:49
however the speaker of the region our
symbol of Martin Go-Go question the members
00:14:53
on suspending the budget approval we have
nothing in the rules that says you must
00:14:57
have a minimum number of ministers
present for you to proceed in terms of
00:15:01
a lot we have faith in terms of practice
we know to comfortable so we have to be
00:15:08
very careful with decisions we make and
how we tend to end them according to
00:15:13
Article one $132.00 Section 2 on the Treaty
of the establishment of the stuff Rican
00:15:17
community it indicates that the budget of
the community for each financial year I
00:15:21
shall be prepared by the secretary general
for consideration. By the council and
00:15:25
approval by the Assembly a call is
00:15:29
a lawmaker from Uganda.
On the budget to such
00:15:33
a time when Castro is prepared to address
the issues that we're going to raise with
00:15:38
this budget the suspension to approve
the community's budget comes at
00:15:42
a time when the community is facing with
the financial challenges and top officials
00:15:46
accused of mismanagement of the community
funds despite the committee budget being
00:15:50
funded equally by the member states some
countries are yet to send in contributions
00:15:55
for this financial Yeah
ending next we must. V.O.A.
00:16:00
Africa. Tanzania. And we stay
in East Africa this time in
00:16:07
Rwanda where the country is investigative
body there Rhonda Investigation Bureau
00:16:12
has arrested 15 Rwandans and 2 Kenyans
they are suspected of orchestrating
00:16:18
a scam in which they invited of a
$6000.00 people to what they called
00:16:23
a wellness fitness event the suspects had
promised that who ever paid to attend the
00:16:29
conference would be given
free cash amounting to
00:16:34
a $197.00 for more on this
story. Reports from 2 galley
00:16:42
underbody we got them on the package about.
Among 6000 people who gathered in this
00:16:48
. For
00:16:50
a conference that was kind of decent
pay and how they lost their money in
00:16:57
this county conference. Is
00:17:03
a training in how. The
problem is not to pay the
00:17:10
money they. Don't know how to
get back on my I paid $5.00 but
00:17:17
I'll get me to pay $25100.00.
According to the seat coming here.
00:17:24
And see the organizers but wonder investigation
bureau officials are asked to leave
00:17:31
this compound and the plan for
00:17:32
a long minute after that I took another
one you know according to these 3 in the
00:17:38
gardens the organizers of these training
should teach them how to start and run
00:17:43
everyone's project every participant
was promised $197.00 U.S.
00:17:50
Dollars take home while it turned out to
whom the secretary general of whatever
00:17:55
suggestion would be to go immediately
camp to the crime scene obviously these
00:17:59
desperate Scranton's to stay come as the
office is looking for ways to make the
00:18:04
organizers pay back the money
but. Let's understand each other
00:18:11
it's you who give your money to scammers
they have involved in this struggle of
00:18:17
bringing back your money so in don't
have to protest stay calm but this is
00:18:22
a core that's of the day this is not only
happens to one or 2 persons but now it's
00:18:28
massive. It was
00:18:31
a member. For you say the conference was
not known by any government institution.
00:18:40
Not to be blinded by gifts and quickly
and were quite rigid in now my
00:18:47
want to advise our youth. To
present themselves for now. And we
00:18:54
promise no one can see through
anything for free. Among the I
00:19:01
listed in Africa why didn't he bring to it
and teachings to his country only in the
00:19:07
. Meanwhile this conference was prepared
by West fitness international it
00:19:14
is still not clear how the participants
we get back their money but critics say
00:19:20
what is clear is that some can always happen
mostly for you who are suffering from
00:19:26
unemployment in
00:19:27
a country where it was count
over 60 percent of. As we might
00:19:34
feel when she got one and from Ron I would
go to southern Africa in Zimbabwe the
00:19:41
country is hosting the 1st United Nations
and Africa Union summit on wildlife
00:19:48
Zimbabwe is seeking permission to sell its
$600000000.00 stock of elephant ivory
00:19:54
and rhino horns to fund conservation
programs but as Columbus move on the reports
00:20:00
from the resort town of Victoria Falls those
living near the game parks have other
00:20:06
issues they want addressed in some parts
of Africa elephant populations I decline
00:20:13
mainly because poachers shoot the animals
for their valuable Eiffel Towers Zimbabwe
00:20:19
has no such problem in fact the country
Spock's Authorities say the elephant
00:20:25
population is up to 84000
that may warm the hearts of
00:20:31
wildlife conservation is bad people only
from here Zimbabwe's camp args have
00:20:37
a different perspective. To relieve
00:20:44
some of the ledge on the edge of winding
National Park Zimbabwe's biggest wildlife
00:20:51
reserve him main problem is
with I have eaten or 7 of
00:20:58
the goats she used to on but any funds
making life difficult to she ses
00:21:05
among others I want to know. If we love
and appreciate wildlife and some like
00:21:11
lions and elephants are dangerous when the
people hear of elephants in the area and
00:21:18
even schoolchildren fear going to
school as they kill says to him
00:21:25
this week Zimbabwe's hosting delegates to
the UN you want live sun made in Victoria
00:21:31
Falls about 2 hours drive from one to
national park conflict between humans and
00:21:38
wildlife is one of the subjects on the
agenda but is about when officials have
00:21:43
a different focus than 2 in Zimbabwe and
its neighbors both one Indian and maybe
00:21:49
I'm almost to over 60 percent of the world's
elephants the countries who wanted to
00:21:55
end the international ban on trading in
00:21:58
a row Ivorian imposed 30 years ago in
hopes of protecting elephant populations
00:22:05
and I was present emotional when I was
saying is their country has about
00:22:09
$600000000.00 worth of elephant
Ivorian and I know owns install
00:22:16
mostly taken from and the most that's died
of natural causes if we are allowed to
00:22:22
do disposed to save and agri we put
00:22:27
a meters. Remember you derive there
from who would suffer used to finance
00:22:34
our operational conservation efforts
for the next 2 decades we encourage
00:22:40
a process where the truly
benefits from natural resources
00:22:48
fairly and equitably shirred
among communities living we
00:22:55
didn't know one life areas that would
certainly be good news for to him and others
00:23:01
who frequently lose their crops and cancel
tomorrow out and the fires and other
00:23:08
forms of life today
confidence and Tuesday. For
00:23:14
sure a news story unfolds Zimbabwe and in
00:23:19
a related story but this
time in Kenya where
00:23:22
a Wildlife Conservancy
in Kenya is trying out
00:23:26
a new use for technology to protect its 4
legged inhabitants it is applying counter
00:23:32
tracking technology to monitor rhinos one
of the walls most endangered species
00:23:38
Saraki money reports from like peer. The
to 6000 hectare on potato while left
00:23:44
Conservancy is essential for endangered
white and black rhinos the animals roam
00:23:49
freely oblivious to the dangers that face
them especially from porches so if I can
00:23:54
demonstrate I have
00:23:55
a much importance device with me here what
this device does is it is able to give
00:24:00
us. The Conservancy in central Kenya is
using carefully tracking video technology
00:24:07
provided by
00:24:07
a local business in the hopes of saving
Ramos and other wildlife deter is analysed
00:24:13
inside the Technology Lab at the conservancy
is really I'm general get the head of
00:24:17
technology at the conservancy explains
traditionally we have money to build
00:24:22
corridors by checking for prints and
estimating how many animals of 2nd
00:24:29
species have moved either in or out so we
have the technology of our cameras then
00:24:36
we are able to tell you it's attended to
that specific animals have moved in and
00:24:41
out because they can be counted then robots
of liquid tocome to from the top set up
00:24:46
the facility say is
00:24:47
a technology also helps protect all
animals from predators police about 60
00:24:54
year for that alarm so you can you know
if you can track the position of the lion
00:24:58
the track the position that you can start
to addiction and help the help the family
00:25:04
to make sure that they they live really
move back up the way when the larger one
00:25:08
but these are the sort of things that might
be the consequence to spend at least
00:25:12
10000 dollars every year to protect
animals from porches it hopes the new
00:25:17
technology will help bring down the
cost and help solidify its position as
00:25:21
a top destination for
00:25:23
a while of tourism as someone who the
head of conservation atoned predictor
00:25:28
explains it helps in making decisions
and linking different sense us
00:25:34
together in one platform to make
00:25:37
a so by division either to prevent
conflict. You know 2 to look at resources
00:25:44
utilization and how they are being
utilized in space in the last 10 years Ken
00:25:48

00:29:12
Top American and Iranian officials are
continuing to fire verbal warning shots at
00:29:17
each other while insisting they want to
avoid war on Tuesday President Donald Trump
00:29:23
told reporters in the Oval Office that
whenever Iran is ready to talk he is
00:29:27
available earlier in the day the president
warned on social media that an attack by
00:29:33
Tehran on anything American would be met
with great an overwhelming force adding
00:29:39
that in some instances overwhelming would
mean obliteration trampled the United
00:29:45
States out of
00:29:45
a deal negotiated under the Obama
administration that aimed to prevent Iran from
00:29:50
acquiring
00:29:50
a nuclear weapon Tuesday afternoon the
president repeated his assertion that the
00:29:56
deal was a bad one for all involved. As
far as Iran is concerned the deal was
00:30:02
a horrible deal it was no good
it was no good it ended in
00:30:05
a very short period of time when
dealing about countries. It ended in
00:30:10
a very short period of time they busy
would have had a clear path busy to
00:30:12
a nuclear weapon we're not going to allow
that to happen can't do it last week
00:30:16
Trump decided against
00:30:18
a retaliatory strike against Iran just
minutes before launch after terror and shot
00:30:23
down an unmanned drone the United States
has also blamed Iran for recent attacks on
00:30:28
oil tankers in the Strait of Hormuz on
Monday Trump stiffened economic sanctions
00:30:33
against the Islamic Republic specifically
targeting the country's supreme leader
00:30:38
Ayatollah Ali Khamenei and Iranian
government official is quoted as saying that
00:30:43
sanctions on comedy equal an attack on the
nation while the Iran's President Hassan
00:30:48
Rouhani said in
00:30:49
a televised address that the White House's
actions were mentally retarded and that
00:30:55
the sanctions would not harm the top cleric
because he has no assets abroad. Jay
00:31:01
Solomon is an adjunct fellow at the
Washington Institute for Near East Policy and
00:31:06
he's also the author of the Iran wars he
spoke to international editions Laurie
00:31:11
London about where all this could be headed
I think at the heart of it is the fact
00:31:16
the economic sanctions are on their currency
was down about 2 thirds year on year
00:31:22
before President Trump
00:31:24
a month ago said he would get it go for 0
or oil exports and I think Sir Ron that's
00:31:30
an accidental threat to that country
because you know around 60 percent of the
00:31:34
state's revenue comes from oil exports
so I think that's what's really the
00:31:38
underlying threat and I think the trumpet
ministration doesn't really want to get
00:31:43
sucked into
00:31:43
a military conflict because they see the
oil warfare the financial war for having
00:31:48
so much impact so the Iranians can't sit
back really and just let this type of
00:31:53
financial pressure continue because of
what it's doing its to its finances that
00:31:57
it's kind of lashing out to try to bring
the international community to bring them
00:32:01
into the fray sicko force the U.S.
00:32:04
To back off and I guess we're sort of now
in a in a game of chicken where the U.S.
00:32:08
Is actually asking late in the same James
Randi and some are saying they won't do
00:32:12
that to the negotiating table and if the
last 2 weeks are any indication they're
00:32:17
likely to be more provocations in the
Straits of Hormuz or other areas where
00:32:22
a reunion process ultimately though do you
think that the sanctions will work if
00:32:29
both sides are digging in their heels and
just you know not willing to to budge
00:32:34
Plus of course Iran saying this is the
permanent closure to the road for democracy
00:32:38
how do we get past this whether it's
00:32:40
a war or an unexpected war I guess it
depends who you talk to the ministration of
00:32:45
what they want President truncheons really
want negotiations and believe that this
00:32:49
type of financial pressure will bring
them to the table I've talked to other
00:32:53
administration officials are kind of like
well if they come to the table great if
00:32:56
not we'll just keep squeezing them and we're
going to dry up their ability. To fund
00:33:01
whether it's. Running or some other of
their proxies and we're kind of willing to
00:33:07
kind of wait them out my sense from the
Iranian side is that you know they've been
00:33:11
told by the Europeans probably some of the
members of the Obama crowd that can wait
00:33:16
these guys out there are only going to be
in office another 18 months the Democrats
00:33:21
going to come in and really commit to the
Iran deal this episode will pass my gut
00:33:26
is still probably that's what the Iraqis
are betting on that they can kind of
00:33:30
bunker down and absorb
this and then they'll be
00:33:32
a part of the whole change but again the
Syrian oil exports from what I have seen
00:33:37
go from a high of sometimes much as
3000000 down to below 500000 barrels
00:33:42
a day that's
00:33:42
a big shock I think it's good to be tough
for the Iranians to do it for another 18
00:33:46
months even though my gut is that still
their strategy Well you mentioned other
00:33:50
nations around the world French President
Emanuel McCrone has spoken to Iran's
00:33:55
leader you know to try to see about teaming
some of these tensions how effective
00:34:00
was that so that the foreign minister of
the European Union rhetoric about me is
00:34:05
still going forward with this financial
backing is and she's hoping the prosecutor
00:34:10
well for European trade with Iran
around American sanctions which is
00:34:15
a risky game to give anything to so they
ready try to think too you know I think
00:34:19
the Europeans are trying to play this
intermediary role and also as I said earlier
00:34:23
simply whispered hearing is
00:34:24
a good way that Trump at the same time I
don't think there's that much they can
00:34:28
really do on the financial side history
recent history has shown that no matter
00:34:31
what European leaders and diplomats say
the business men listen to the United
00:34:35
States because the dollar is so important
to their operations that they can't risk
00:34:39
getting access U.S. Financial system
so they tend to follow the U.S.
00:34:43
Leave even if their governments don't
always do it so I think I think there are
00:34:46
Europeans tools are limited I think even
if the Chinese and the Russians are still
00:34:52
playing the role of
00:34:53
a friend of Iran and can help the baby
weather the storm but even there you've seen
00:34:56
the Chinese diminish their their
purchases of Iranian oil. It's
00:35:00
a dangerous situation though you know
another big concern obviously as you
00:35:04
mentioned this is a
dangerous situation it's
00:35:06
a dangerous part of the world one small
escalation could lead to who knows what
00:35:12
with you know so much tension in the area
and we do know that Iran does have allies
00:35:18
some of them nefarious you know Hezbollah
and the like that could come to their aid
00:35:23
So how concerned are you that
certainly the comments from the U.S.
00:35:26
President we could obliterate you basically
you know how dangerous is the rhetoric
00:35:31
and how concerned are you that it would
be not that difficult to see this turning
00:35:35
into something very very bad it is definitely
interested I haven't seen this type
00:35:39
of rhetoric in the 15 years or so that
everybody wants to cover Iran I will say
00:35:44
this if you really focus
on this Iran's for
00:35:47
a long time done incredibly provocative
things against the United States whether
00:35:52
its allies elaborate on blowing up the
Marine barracks and he's read to the
00:35:56
Iranians massively shipping in I D's
into Iraq after the invasion of 2003
00:36:03
and the Iraq war and the U.S.
00:36:04
Always showed incredible restraint and
not retaliating even though there was so
00:36:09
much evidence and intelligence that the
Iranians are directly targeting American
00:36:13
troops often do their allies that sometimes
directly all this situation be directly
00:36:18
religious in the towel in ways that it has
in the past it's totally possible and
00:36:22
that's why it's dangerous the cost of
the fight the stuff that goes on for
00:36:26
a while when the U.S.
00:36:28
Is often not retaliated in ways the president
just did last week Jay Solomon is an
00:36:33
adjunct fellow at the Washington Institute

00:36:37
the Iran wars he was speaking

Thanks for being with us on this
Wednesday I'm David Bird in Washington
00:37:32
Palestinians in the West Bank and Gaza
clashed with Israeli forces Tuesday as they
00:37:38
protested an economic initiative
launched by the White House at
00:37:42
a 2 day conference in manana Bahrain as
Robert Berger reports the multibillion
00:37:48
dollar piece to prosperity proposal to
boost Palestinian and neighboring Arab
00:37:53
states economies as part of the Middle East
plan heralded by President Donald Trump
00:37:58
as the deal of the century and it's spearheaded
by his son in law and advisor Jared
00:38:03
. The peace to prosperity
conference was initiated by U.S.
00:38:09
President Donald Trump's son in law and
Mideast envoy Jarrett cushion or the aim is
00:38:15
to revive the peace process with economic
incentives while putting aside the thorny
00:38:20
political issues until later the plan
offers $27000000000.00 in aid to the
00:38:27
Palestinians most of which would be financed
by wealthy Arab states led by Saudi
00:38:32
Arabia some $23000000000.00 would be
earmarked for poorer Arab states bordering
00:38:39
Israel namely Lebanon Jordan and Egypt the
Palestinian Authority is boycotting the
00:38:45
workshop declaring that the plan is
00:38:48
a whitewash and dead on arrival prime
minister Mohammad shuteye A I have been up
00:38:54
seeing and other few months from so something
months we have not seen in the few
00:38:59
months and the reference to ending the
occupation this was a job is simply
00:39:05
a political laundry for 7 months
and that is if my vision of
00:39:09
a commission Israel is not attending
the conference either because of Arab
00:39:14
opposition to normalizing relations before
the Palestinian problem is resolved but
00:39:20
Prime Minister Benjamin Netanyahu
is prepared to give the peace plan
00:39:25
a chance we'll hear the American proposition
here internally and with openness
00:39:32
and I cannot understand how the Palestinians
before they even heard the plan
00:39:37
rejected outright that's not the way
to proceed question or decided on
00:39:41
a new approach after previous U.S.
00:39:44
Administrations tried and failed to resolve
the thorniest issues of the conflict
00:39:50

News Jerusalem Meanwhile U.S.
00:40:15
Secretary of State Mike POMPEI O said
Tuesday joining an unannounced trip to
00:40:19
Afghanistan the hour has come for peace in
the war torn country Pompei all met with
00:40:26
Afghan president Gunny to discuss
ongoing peace talks between the U.S.
00:40:30
And the Taliban the secretary of
state told reporters at the U.S.
00:40:35
Embassy in Kabul the 2 men agree that
peace is our highest priority and that
00:40:40
Afghanistan must never again serve as
00:40:43
a platform for international terrorism
talks between the Taliban and Washington's
00:40:48
peace envoy Zalmay Khalilzad
have focused on U.S.
00:40:52
And NATO troop withdrawal and guarantees
from the Taliban that Afghanistan would
00:40:58
not again become a safe haven
for terrorists to plan
00:41:01
a global attack like the airborne assaults
on the United States in 2001 Pompei 0
00:41:07
said the United States and
the Taliban were close to
00:41:10
a deal on countering terrorism
all sides agree that finalizing
00:41:16
a US Taliban understanding on terrorism
00:41:17
a foreign troop presence will open the
door to enter Afghan dialogue and
00:41:21
negotiations that next step is
at the heart of our effort pump
00:41:26
a 0 stopover came before the 7th round of
peace talks between the United States and
00:41:31
Taliban officials aimed at ending the 18
year old war they are scheduled to resume
00:41:37
on June 29th in the Qatari capital of Doha
Pompei Oh said that the United States
00:41:43
has no intention of dictating the outcome
of those talks. It's not America's role
00:41:48
to dictate the outcome of those negotiations
we've been clear that success or
00:41:53
failure of the bilateral relationship
and Afghanistan's relationship with the
00:41:56
international community including the
donor community will rest in part on what
00:42:00
Afghans do to maintain the civil rights
of women and minorities and preserve the
00:42:03
gains of the last 18 years the U.S.

The U.S. Special representative to
Venezuela Elliott Abrams says direct U.S.
00:42:45
Military intervention in that country is
still an option to support efforts to oust
00:42:51
President Nicolas Maduro speaking at
00:42:54
a State Department press briefing on
Tuesday Abrams continued to call form
00:42:59
a Duro to step down we support interim
president wedo his efforts the barrier to
00:43:05
a peaceful resolution remains the duros
refusal to step aside the United States is
00:43:12
one of $54.00 countries supporting
opposition leader one guy I don't know who
00:43:17
declared himself interim president in
January Madeira maintain support from China
00:43:23
and Russia who are key allies Venezuela
has been mired in an economic crisis with
00:43:29
inflation above 1000000 percent and citizens
forced to do without essential goods
00:43:35
and services the U.N.
00:43:37
Says $4000000.00 Venezuelans have fled
their country's political and economic
00:43:41
crisis in recent years creating
00:43:43
a migration crisis in nearby countries
like Colombia and Peru asked if the U.S.
00:43:49
Would consider taking in more displaced
Venezuelans Abrams said he expected more to
00:43:54
arrive as Venezuelan migration
increases across the board. There will
00:44:01
unquestionably be more Venezuelans coming
to the United States because it will be
00:44:06
more Venezuelans going everywhere
you seem to think it's the U.N.
00:44:09
Estimate we're now up to about $4000000.00
others would say higher. And it's going
00:44:15
to hit you know at a certain point you
have 5000000. The numbers in the U.S.
00:44:20
Are small compared to the numbers in
say Colombia or Peru. And they grow
00:44:27
faster Needless to say in the countries
that are nearer to them as well Abrams said
00:44:33
that granting Venezuelans temporary protected
status is also under consideration
00:44:39
T.P.S.
00:44:40
Would protect Venezuelans from deportation
and enable them to work and travel
00:44:45
within the United States asked if the U.S.
00:44:48
Would consider working with President
Maduro perhaps integrating him into
00:44:52
a unity government Abrams expressed doubt
pointing at past failed talks the regime
00:44:59
is methodically working to destroy Venezuela's
democratically elected parliament so
00:45:05
we ask the nations of the Rema group the
International Contact Group the members of
00:45:10
the European Union and indeed all democracies
to stand behind the national assembly
00:45:16
and denounce the regime's systematic
persecution the special representative said
00:45:23
that he hopes that the 2 representatives
left in Venezuela after UN High
00:45:28
Commissioner for Human Rights Michelle
Bachelet visited there last weekend would be
00:45:33
allowed to visit dissident prisoners and
be able to tell the world about the true
00:45:38
conditions there we are hoping
that the. High Commissioner is
00:45:45
Representatives who are currently in Venezuela
who stayed there when she left will
00:45:51
visit the country's most notorious
prisons and visit political prisoners
00:45:58
and we hope that her report which is due
out July 5th. Will reveal the brutal
00:46:05
truth that victims of the regime suffer
every day Tuesday's briefing came as the
00:46:11
U.S. And S.

would step down July 5th he did not give
00:46:54
a reason for leaving his
departure comes after
00:46:58
a barrage of criticism in recent
days over conditions at the C.B.P.
00:47:02
Holding facility in Clint
Texas it Laura Mukherjee is
00:47:07
a professor of law and the director of the
immigrants rights clinic at Columbia Law
00:47:11
School she said that she and
00:47:14
a team of lawyers found children in
miserable conditions at Clint the children
00:47:20
there were hungry dirty SEC
scared and all if I am who
00:47:26
I interviewed had been detained for
the longer than 72 hour limit but
00:47:32
a lot of clients Mukerjee said that she
was horrified by the conditions at Clint
00:47:37
which was not built to hold the number of
people being detained there. Most of the
00:47:43
children hadn't showered for weeks since
they had crossed the border they don't
00:47:48
have regular access to toothbrushes some
of the children have brushed their teeth
00:47:53
for the 1st time last week because we
were there the children are dirty they're
00:47:58
wearing the same dirty clothing that
they cross the border in the children's
00:48:03
clothing has bodily fluids on it there
is nasal mucus not all over their
00:48:10
clothing there is urine on their pants
for the teenage mothers who are
00:48:15
breastfeeding their breast milk stands all
over their shirts by Tuesday many of the
00:48:21
children had been moved out of the
Clint facility however as Sanders his
00:48:25
resignation was being made public Customs
and Border Protection announced that
00:48:30
$100.00 of the children would be returned
to Clint Late Tuesday the House of
00:48:35
Representatives voted 232-1952
pass a foreign a half
00:48:40
a $1000000000.00 aid package to address the
border issues the Republican run Senate
00:48:45
is working on its own version and President
Trump has vowed to veto the House's
00:48:51
version.
00:49:00
The battle for the Democratic Party's 2020
presidential nomination kicks into high
00:49:05
gear this week with the 1st of what will
be monthly debates among the candidates
00:49:10
leading up to the 1st caucus and primary
votes early next year the 1st debates will
00:49:15
be held over 2 nights ones tonight and
one is Thursday and they will feature 10
00:49:20
different contenders and each night vying
for the right to take on President Donald
00:49:25
Trump in November of 2020 Kyle Condit is
the managing editor Sato's crystal ball at
00:49:32
the University of Virginia as center for
politics he says with 20 candidates in
00:49:38
these debates voters shouldn't expect a
huge change in the race. Look I mean it's
00:49:44
a it's a gigantic field on both nights
00:49:47
a lot of these candidates will be
basically appearing in front of
00:49:50
a true national audience 1st time and so
it's possible that someone will be able to
00:49:55
break through previously has not been
00:49:58
a major polling cantered at this
point but you know even you know
00:50:00
a lot of the candidates really never going
to get you know much time there's not
00:50:03
going to be much opportunity for interaction
given how big the field is and so I
00:50:07
think expecting that there's going to be
some huge change in the race that comes
00:50:11
out of this today may not necessarily be
warranted even though it's quite possible
00:50:16
that there could be some sort of change
in that maybe one of the local and
00:50:19
candidates will have some sort of moment
in the debate that allows them to sort of
00:50:23
become part of the bigger conversation
featuring you know Joe Biden was before and
00:50:28
Bernie Sanders etc So far former Vice
President Joe Biden has had the best poll
00:50:34
numbers Kyle conduct says that the
rest of the Democrats can take
00:50:38
a lesson from the 2016 debates featuring
Now President Donald Trump you know most
00:50:44
of the highly polling candidates are going
to be on the stage with Biden on the 2nd
00:50:48
night of the debate I think back to the
2316 cycle when I think there was an
00:50:53
assumption among many Republicans and many
other observers that Donald Trump would
00:50:58
eventually fall off and therefore
00:51:00
a lot of the Republicans spent their
time attacking one another instead of
00:51:03
attacking trial but of course Trump never
ever ended up falling off Condit told
00:51:07
V.O.A. That while going after a perceived
front runner in your own party is
00:51:12
a risky strategy some of the Democrats
might have to go after Biden in order to
00:51:17
have
00:51:18
a chance. If these candidates really want
to make an impact I think they can't
00:51:25
just go up to something something different
because otherwise Biden is still
00:51:29
leading this race after the 1st few debates
it means that its support is actually
00:51:33
hard as opposed to soft I think that it's
important for these other candidates to
00:51:38
to try to stop Biden early in this process
and not allow him to exercise sort of
00:51:42
a firm grip on the sealed though there
will be 10 candidates on the stage each
00:51:48
night in Miami Kyl conduct says that he
believes President Trump will also be
00:51:54
a key figure in these debates
Well look you're going to see
00:51:58
a lot of criticism of the president just
like in say 2012 when Barack Obama was the
00:52:04
unchallenged president that bunch of
Republicans were trying to compete for the
00:52:08
right to face the debates in some ways
were kind of just all centered around
00:52:12
bashing Obama I think they'll be some of
that dynamic with the Democrats and Trump
00:52:17
as well Kyle Condit is the managing editor
of some of those crystal ball at the
00:52:22
University of Virginia's Center for
Politics the Democratic debate the 1st of 2
00:52:28
starts at 01 hours U.T.C. Thursday
in Miami Florida and U.S.

1st 5 critically endangered Eastern black
rhinos are getting used to their new
00:54:37
homes in the car and Garren that
is park in Rwanda 3 female and 2
00:54:44
male rhinos from Burke rail of
00:54:46
a zoo in the Czech Republic Flamingo Land
in Britain and Republic safari in Denmark
00:54:53
1st met in the Czech Park in November
just Gruner is the manager of aka guaran
00:54:58
National Park he says
00:55:00
a rhino called Manny from the Czech Republic
is the oldest male that is the oldest
00:55:06
of the males we brought 2 males and 3 females
he's the oldest he was born in Czech
00:55:12
Republic involved. Then we have yes Mina
who was also born in check Republic it
00:55:18
through credit and then we have or not.
Who was brought up in an Flamingo Land.
00:55:26
In the U.K.
00:55:27
We have Mandela who was brought up being
Denmark and and we have yes he who was
00:55:32
also brought up being Czech Republic so 3
from the Czech Republic one from the U.K.
00:55:36
And one from Denmark and under the East
Africa Association of Zoos and Aquariums
00:55:42
European Association of Zoos and Aquariums
So the rhino population of Rwanda was
00:55:46
wiped out during the
genocide in the 1990 S.
00:55:49
More than 50 black rhinos lived
in the savannah habitat at
00:55:54
a park but their numbers declined due
to wide scale poaching. Last confirmed
00:56:00
sighting of a rhino in the park
2007 the 5 new occupants join
00:56:06
a group of 18 rhinos introduced into the
park in 2017 just Gruner says that I could
00:56:12
Garrett got the 5 because of its previous
success with reintroducing rhinos to the
00:56:17
wild we demonstrated that the
model of bringing rhinos back to
00:56:21
a could get it works it's sustainable
and our 18 miners have thrived within
00:56:27
a garret and no wonder they
are now 20 of them and
00:56:30
a saw and so what we do to look after these
animals so felt that this was the best
00:56:36
place to bring them within the African
continent Veronica varicose of
00:56:39
a patron of the rhinos from Europe to
Rwanda Project says that Rwanda's attitude
00:56:44
towards the endangered animals
made it the best choice there is
00:56:49
a huge commitment to conservation tourism
and security 1st and foremost and so that
00:56:54
was all those boxes got checked and it was
very easy decision to bring them here we
00:57:00
have to identify safe buckets and Africa
to bring these animals to their Some
00:57:06
countries. The animals are really struggling
because of the poaching this is not
00:57:13
the case and Rhonda want to take
this things extremely seriously it's
00:57:16
a national security and. Security of its
not natural wealth according to the
00:57:23
International Union for Conservation of
Nature the Eastern black rhino is in
00:57:28
critical danger of becoming extinct African
rhinos generally remain under intense
00:57:34
pressure from poachers who kill them to
meet demand for their horns in illegal
00:57:39
markets primarily in Vietnam and China.
And Lady Gaga brought an enthusiastic
00:57:46
crowd to its feet for nearly 2 hours Monday
night at the famed Apollo Theater in

the party made their Tuesday announcement

it's only in buttons for us small.
The mission and something and.
00:08:41
I have
00:08:41
a chance to share with them this training
of beginnings of him being present.
00:08:48
In our situation sort of order to see them
today is from the people asking him to
00:08:54
play a big role and not being
involved in games that is just
00:08:59
a provides the relations between 2
countries. And myself I benefit from
00:09:05
a very good mission we demand but we don't
have the same opportunity to develop
00:09:12
this kind of mission with the president
of Syria that's the pledge that you guys
00:09:17
propose a cabinet over the weekend
afternoon to me except their status as
00:09:21
a minister after he accepted I ski and he.
00:09:29
Asked the prime minister the prime minister
incompetent all because of the party
00:09:34
had
00:09:35
a chance to have the final list
and submitted by 16. Of the
00:09:41
20 or so it was to our surprise.
The president is saying
00:09:49
today he's about to see this list was given
to the president on the 23rd of June
00:09:56
us by 16. And he didn't respond it
seems this seems to be the case that
00:10:02
was Domingo's Simmo is
president of Guinea B.
00:10:06
Cells ruling party. He
was speaking to report
00:10:10
a request Rioch from Guinea-Bissau or
the European Union observer mission has
00:10:15
released its report on the 21000 general
elections in Nigeria the report
00:10:22
concludes that challenges and
shortcomings show that there is
00:10:26
a need for electoral reform in the country
Michael Bohn reports from Lagos Nigeria
00:10:33
the European Union observer mission report
says the general elections we are mired
00:10:38
by C.V.A.
00:10:39
Operational and transparency shortcomings
citing an electoral security problems
00:10:45
that contests Fairfield recommendation. To
improve future elections some like your
00:10:50
own political analysts
have been reacting to
00:10:52
a report on the general
elections held in February
00:10:56
a much Professor Brown on more hot heads
the department of political science at the
00:11:00
University of Lagos he says the reports
can muster surprise you not only for that
00:11:06
my 1st reaction is that there is not
00:11:08
a difference in this for long so
all that I know where it in motion
00:11:15
much that is different to the make any
change as long as you have the simple
00:11:19
editions system and I say is going forward
now young politicians should change
00:11:25
their attitudes and 1 politicians must
lend how to campaign and win elections for
00:11:31
for power not wantin to this what they
call do or die I say not to win elections
00:11:36
the problem here is the mentality of one
you don't want to join to wean in order to
00:11:41
do or die make sure that he wins terminal
political power that's the problem the
00:11:46
corner Honeywill economy not of we the
people for illegals beers non-governmental
00:11:51
organization sees the observer mission
report is correct he says the law should be
00:11:56
amended to fix the permanent date for the
elation to reduce both our party avoiding
00:12:02
problems that resulted
from a war we delete add
00:12:05
a last minute decision what the 1st in
Arkansas mind is the shifting of the dates
00:12:09
of election V I ne and the federal government
know that many people vote whether I
00:12:16
just did not register where I live so
I've been watching the addresses when you
00:12:20
shoot the election and out trying to something
people are trouble the 1st time that
00:12:25
poor they can't afford to travel again so
you can't discount orders of what I want
00:12:29
to travel down over to vote there secondly
because I become cynical so I would do
00:12:33
this every time every 4 years nothing has
changed therefore why should we bother to
00:12:38
my younger mates is the E.U.
00:12:40
Observer mission did not question the
integrity of prison while Michael Harries
00:12:44
victory Mr Garba shareholder senior special
assistant on. But the president says
00:12:49
come on walk with Nigerians state institutions
parties civil society and experts to
00:12:56
assure that improvements
recommended by the E.U.
00:12:58
I implemented this is Mike

00:13:01
News in Lagos the East
African Legislative Assembly
00:13:07
a suspended approval of the East African
community budget this comes after the
00:13:13
absence of East African community ministers
from the 5 partner States failed to
00:13:18
attend that he bet on the budget for more
on this story go to Moses Have you any
00:13:23
money you know Russia. According to
Article 142 Section 7 in because of the
00:13:28
financial Yeah OF THE COMING TO shall run
from 5 to July and 30th June of the next
00:13:33
year with only
00:13:34
a few days away the regional parliament
has suspended the approval of the
00:13:37
committee's budget of more
than $111000000.00 U.S.
00:13:40
Dollars after ministers of members that
friendly to appear before the chambers with
00:13:45
the exception of one
be Susan McCall she is
00:13:48
a lawmaker from Uganda this is their budget
we are going to also do our part but
00:13:55
one of them until it shows that I'm not
interested we're not going to stand here as
00:13:59
members I'm grateful that you read for that.
She is not available to even read that
00:14:05
but I did that
00:14:07
a lot of protests we had expected to be
issues we want reallocation and they're not
00:14:12
here last 3 they stuff you can call me to
but it was presented to the assembly by
00:14:17
the time that ended we differ enough areas
and it's to African community minister
00:14:20
and the must representing one was East
African community and foreign affairs
00:14:24
minister Richard he says Arena who is the
current chair of the Council this is the
00:14:29
1st time the chair of the council delegates
every presenter to have to present to
00:14:32
the communities I don't know is an M.P.
00:14:36
From Kenya what is more important for the
ministers like this in this function of
00:14:40
budget that we can be able to discuss and
find ways and means of of getting out of
00:14:44
this crisis will look I think we have to
speak the truth we have to be openly talk
00:14:49
however the speaker of the region our
symbol of Martin Go-Go question the members
00:14:53
on suspending the budget approval we have
nothing in the rules that says you must
00:14:57
have a minimum number of ministers
present for you to proceed in terms of
00:15:01
a lot we have faith in terms of practice
we know to comfortable so we have to be
00:15:08
very careful with decisions we make and
how we tend to end them according to
00:15:13
Article one $132.00 Section 2 on the Treaty
of the establishment of the stuff Rican
00:15:17
community it indicates that the budget of
the community for each financial year I
00:15:21
shall be prepared by the secretary general
for consideration. By the council and
00:15:25
approval by the Assembly a call is
00:15:29
a lawmaker from Uganda.
On the budget to such
00:15:33
a time when Castro is prepared to address
the issues that we're going to raise with
00:15:38
this budget the suspension to approve
the community's budget comes at
00:15:42
a time when the community is facing with
the financial challenges and top officials
00:15:46
accused of mismanagement of the community
funds despite the committee budget being
00:15:50
funded equally by the member states some
countries are yet to send in contributions
00:15:55
for this financial Yeah
ending next we must. V.O.A.
00:16:00
Africa. Tanzania. And we stay
in East Africa this time in
00:16:07
Rwanda where the country is investigative
body there Rhonda Investigation Bureau
00:16:12
has arrested 15 Rwandans and 2 Kenyans
they are suspected of orchestrating
00:16:18
a scam in which they invited of a
$6000.00 people to what they called
00:16:23
a wellness fitness event the suspects had
promised that who ever paid to attend the
00:16:29
conference would be given
free cash amounting to
00:16:34
a $197.00 for more on this
story. Reports from 2 galley
00:16:42
underbody we got them on the package about.
Among 6000 people who gathered in this
00:16:48
. For
00:16:50
a conference that was kind of decent
pay and how they lost their money in
00:16:57
this county conference. Is
00:17:03
a training in how. The
problem is not to pay the
00:17:10
money they. Don't know how to
get back on my I paid $5.00 but
00:17:17
I'll get me to pay $25100.00.
According to the seat coming here.
00:17:24
And see the organizers but wonder investigation
bureau officials are asked to leave
00:17:31
this compound and the plan for
00:17:32
a long minute after that I took another
one you know according to these 3 in the
00:17:38
gardens the organizers of these training
should teach them how to start and run
00:17:43
everyone's project every participant
was promised $197.00 U.S.
00:17:50
Dollars take home while it turned out to
whom the secretary general of whatever
00:17:55
suggestion would be to go immediately
camp to the crime scene obviously these
00:17:59
desperate Scranton's to stay come as the
office is looking for ways to make the
00:18:04
organizers pay back the money
but. Let's understand each other
00:18:11
it's you who give your money to scammers
they have involved in this struggle of
00:18:17
bringing back your money so in don't
have to protest stay calm but this is
00:18:22
a core that's of the day this is not only
happens to one or 2 persons but now it's
00:18:28
massive. It was
00:18:31
a member. For you say the conference was
not known by any government institution.
00:18:40
Not to be blinded by gifts and quickly
and were quite rigid in now my
00:18:47
want to advise our youth. To
present themselves for now. And we
00:18:54
promise no one can see through
anything for free. Among the I
00:19:01
listed in Africa why didn't he bring to it
and teachings to his country only in the
00:19:07
. Meanwhile this conference was prepared
by West fitness international it
00:19:14
is still not clear how the participants
we get back their money but critics say
00:19:20
what is clear is that some can always happen
mostly for you who are suffering from
00:19:26
unemployment in
00:19:27
a country where it was count
over 60 percent of. As we might
00:19:34
feel when she got one and from Ron I would
go to southern Africa in Zimbabwe the
00:19:41
country is hosting the 1st United Nations
and Africa Union summit on wildlife
00:19:48
Zimbabwe is seeking permission to sell its
$600000000.00 stock of elephant ivory
00:19:54
and rhino horns to fund conservation
programs but as Columbus move on the reports
00:20:00
from the resort town of Victoria Falls those
living near the game parks have other
00:20:06
issues they want addressed in some parts
of Africa elephant populations I decline
00:20:13
mainly because poachers shoot the animals
for their valuable Eiffel Towers Zimbabwe
00:20:19
has no such problem in fact the country
Spock's Authorities say the elephant
00:20:25
population is up to 84000
that may warm the hearts of
00:20:31
wildlife conservation is bad people only
from here Zimbabwe's camp args have
00:20:37
a different perspective. To relieve
00:20:44
some of the ledge on the edge of winding
National Park Zimbabwe's biggest wildlife
00:20:51
reserve him main problem is
with I have eaten or 7 of
00:20:58
the goats she used to on but any funds
making life difficult to she ses
00:21:05
among others I want to know. If we love
and appreciate wildlife and some like
00:21:11
lions and elephants are dangerous when the
people hear of elephants in the area and
00:21:18
even schoolchildren fear going to
school as they kill says to him
00:21:25
this week Zimbabwe's hosting delegates to
the UN you want live sun made in Victoria
00:21:31
Falls about 2 hours drive from one to
national park conflict between humans and
00:21:38
wildlife is one of the subjects on the
agenda but is about when officials have
00:21:43
a different focus than 2 in Zimbabwe and
its neighbors both one Indian and maybe
00:21:49
I'm almost to over 60 percent of the world's
elephants the countries who wanted to
00:21:55
end the international ban on trading in
00:21:58
a row Ivorian imposed 30 years ago in
hopes of protecting elephant populations
00:22:05
and I was present emotional when I was
saying is their country has about
00:22:09
$600000000.00 worth of elephant
Ivorian and I know owns install
00:22:16
mostly taken from and the most that's died
of natural causes if we are allowed to
00:22:22
do disposed to save and agri we put
00:22:27
a meters. Remember you derive there
from who would suffer used to finance
00:22:34
our operational conservation efforts
for the next 2 decades we encourage
00:22:40
a process where the truly
benefits from natural resources
00:22:48
fairly and equitably shirred
among communities living we
00:22:55
didn't know one life areas that would
certainly be good news for to him and others
00:23:01
who frequently lose their crops and cancel
tomorrow out and the fires and other
00:23:08
forms of life today
confidence and Tuesday. For
00:23:14
sure a news story unfolds Zimbabwe and in
00:23:19
a related story but this
time in Kenya where
00:23:22
a Wildlife Conservancy
in Kenya is trying out
00:23:26
a new use for technology to protect its 4
legged inhabitants it is applying counter
00:23:32
tracking technology to monitor rhinos one
of the walls most endangered species
00:23:38
Saraki money reports from like peer. The
to 6000 hectare on potato while left
00:23:44
Conservancy is essential for endangered
white and black rhinos the animals roam
00:23:49
freely oblivious to the dangers that face
them especially from porches so if I can
00:23:54
demonstrate I have
00:23:55
a much importance device with me here what
this device does is it is able to give
00:24:00
us. The Conservancy in central Kenya is
using carefully tracking video technology
00:24:07
provided by
00:24:07
a local business in the hopes of saving
Ramos and other wildlife deter is analysed
00:24:13
inside the Technology Lab at the conservancy
is really I'm general get the head of
00:24:17
technology at the conservancy explains
traditionally we have money to build
00:24:22
corridors by checking for prints and
estimating how many animals of 2nd
00:24:29
species have moved either in or out so we
have the technology of our cameras then
00:24:36
we are able to tell you it's attended to
that specific animals have moved in and
00:24:41
out because they can be counted then robots
of liquid tocome to from the top set up
00:24:46
the facility say is
00:24:47
a technology also helps protect all
animals from predators police about 60
00:24:54
year for that alarm so you can you know
if you can track the position of the lion
00:24:58
the track the position that you can start
to addiction and help the help the family
00:25:04
to make sure that they they live really
move back up the way when the larger one
00:25:08
but these are the sort of things that might
be the consequence to spend at least
00:25:12
10000 dollars every year to protect
animals from porches it hopes the new
00:25:17
technology will help bring down the
cost and help solidify its position as
00:25:21
a top destination for
00:25:23
a while of tourism as someone who the
head of conservation atoned predictor
00:25:28
explains it helps in making decisions
and linking different sense us
00:25:34
together in one platform to make
00:25:37
a so by division either to prevent
conflict. You know 2 to look at resources
00:25:44
utilization and how they are being
utilized in space in the last 10 years Ken
00:25:48
you're like many sub-Saharan African
countries has barkeep poachers who killed
00:25:52
right most for the hones there is high
demand for the homes in Asia do you turn
00:25:57
Provan believes that the Hong's have healing
properties so I reckon money for view
00:26:03
in news like Kenya and that's it for this

00:29:12
Top American and Iranian officials are
continuing to fire verbal warning shots at
00:29:17
each other while insisting they want to
avoid war on Tuesday President Donald Trump
00:29:23
told reporters in the Oval Office that
whenever Iran is ready to talk he is
00:29:27
available earlier in the day the president
warned on social media that an attack by
00:29:33
Tehran on anything American would be met
with great an overwhelming force adding
00:29:39
that in some instances overwhelming would
mean obliteration trampled the United
00:29:45
States out of
00:29:45
a deal negotiated under the Obama
administration that aimed to prevent Iran from
00:29:50
acquiring
00:29:50
a nuclear weapon Tuesday afternoon the
president repeated his assertion that the
00:29:56
deal was a bad one for all involved. As
far as Iran is concerned the deal was
00:30:02
a horrible deal it was no good
it was no good it ended in
00:30:05
a very short period of time when
dealing about countries. It ended in
00:30:10
a very short period of time they busy
would have had a clear path busy to
00:30:12
a nuclear weapon we're not going to allow
that to happen can't do it last week
00:30:16
Trump decided against
00:30:18
a retaliatory strike against Iran just
minutes before launch after terror and shot
00:30:23
down an unmanned drone the United States
has also blamed Iran for recent attacks on
00:30:28
oil tankers in the Strait of Hormuz on
Monday Trump stiffened economic sanctions
00:30:33
against the Islamic Republic specifically
targeting the country's supreme leader
00:30:38
Ayatollah Ali Khamenei and Iranian
government official is quoted as saying that
00:30:43
sanctions on comedy equal an attack on the
nation while the Iran's President Hassan
00:30:48
Rouhani said in
00:30:49
a televised address that the White House's
actions were mentally retarded and that
00:30:55
the sanctions would not harm the top cleric
because he has no assets abroad. Jay
00:31:01
Solomon is an adjunct fellow at the
Washington Institute for Near East Policy and
00:31:06
he's also the author of the Iran wars he
spoke to international editions Laurie
00:31:11
London about where all this could be headed
I think at the heart of it is the fact
00:31:16
the economic sanctions are on their currency
was down about 2 thirds year on year
00:31:22
before President Trump
00:31:24
a month ago said he would get it go for 0
or oil exports and I think Sir Ron that's
00:31:30
an accidental threat to that country
because you know around 60 percent of the
00:31:34
state's revenue comes from oil exports
so I think that's what's really the
00:31:38
underlying threat and I think the trumpet
ministration doesn't really want to get
00:31:43
sucked into
00:31:43
a military conflict because they see the
oil warfare the financial war for having
00:31:48
so much impact so the Iranians can't sit
back really and just let this type of
00:31:53
financial pressure continue because of
what it's doing its to its finances that
00:31:57
it's kind of lashing out to try to bring
the international community to bring them
00:32:01
into the fray sicko force the U.S.
00:32:04
To back off and I guess we're sort of now
in a in a game of chicken where the U.S.
00:32:08
Is actually asking late in the same James
Randi and some are saying they won't do
00:32:12
that to the negotiating table and if the
last 2 weeks are any indication they're
00:32:17
likely to be more provocations in the
Straits of Hormuz or other areas where
00:32:22
a reunion process ultimately though do you
think that the sanctions will work if
00:32:29
both sides are digging in their heels and
just you know not willing to to budge
00:32:34
Plus of course Iran saying this is the
permanent closure to the road for democracy
00:32:38
how do we get past this whether it's
00:32:40
a war or an unexpected war I guess it
depends who you talk to the ministration of
00:32:45
what they want President truncheons really
want negotiations and believe that this
00:32:49
type of financial pressure will bring
them to the table I've talked to other
00:32:53
administration officials are kind of like
well if they come to the table great if
00:32:56
not we'll just keep squeezing them and we're
going to dry up their ability. To fund
00:33:01
whether it's. Running or some other of
their proxies and we're kind of willing to
00:33:07
kind of wait them out my sense from the
Iranian side is that you know they've been
00:33:11
told by the Europeans probably some of the
members of the Obama crowd that can wait
00:33:16
these guys out there are only going to be
in office another 18 months the Democrats
00:33:21
going to come in and really commit to the
Iran deal this episode will pass my gut
00:33:26
is still probably that's what the Iraqis
are betting on that they can kind of
00:33:30
bunker down and absorb
this and then they'll be
00:33:32
a part of the whole change but again the
Syrian oil exports from what I have seen
00:33:37
go from a high of sometimes much as
3000000 down to below 500000 barrels
00:33:42
a day that's
00:33:42
a big shock I think it's good to be tough
for the Iranians to do it for another 18
00:33:46
months even though my gut is that still
their strategy Well you mentioned other
00:33:50
nations around the world French President
Emanuel McCrone has spoken to Iran's
00:33:55
leader you know to try to see about teaming
some of these tensions how effective
00:34:00
was that so that the foreign minister of
the European Union rhetoric about me is
00:34:05
still going forward with this financial
backing is and she's hoping the prosecutor
00:34:10
well for European trade with Iran
around American sanctions which is
00:34:15
a risky game to give anything to so they
ready try to think too you know I think
00:34:19
the Europeans are trying to play this
intermediary role and also as I said earlier
00:34:23
simply whispered hearing is
00:34:24
a good way that Trump at the same time I
don't think there's that much they can
00:34:28
really do on the financial side history
recent history has shown that no matter
00:34:31
what European leaders and diplomats say
the business men listen to the United
00:34:35
States because the dollar is so important
to their operations that they can't risk
00:34:39
getting access U.S. Financial system
so they tend to follow the U.S.
00:34:43
Leave even if their governments don't
always do it so I think I think there are
00:34:46
Europeans tools are limited I think even
if the Chinese and the Russians are still
00:34:52
playing the role of
00:34:53
a friend of Iran and can help the baby
weather the storm but even there you've seen
00:34:56
the Chinese diminish their their
purchases of Iranian oil. It's
00:35:00
a dangerous situation though you know
another big concern obviously as you
00:35:04
mentioned this is a
dangerous situation it's
00:35:06
a dangerous part of the world one small
escalation could lead to who knows what
00:35:12
with you know so much tension in the area
and we do know that Iran does have allies
00:35:18
some of them nefarious you know Hezbollah
and the like that could come to their aid
00:35:23
So how concerned are you that
certainly the comments from the U.S.
00:35:26
President we could obliterate you basically
you know how dangerous is the rhetoric
00:35:31
and how concerned are you that it would
be not that difficult to see this turning
00:35:35
into something very very bad it is definitely
interested I haven't seen this type
00:35:39
of rhetoric in the 15 years or so that
everybody wants to cover Iran I will say
00:35:44
this if you really focus
on this Iran's for
00:35:47
a long time done incredibly provocative
things against the United States whether
00:35:52
its allies elaborate on blowing up the
Marine barracks and he's read to the
00:35:56
Iranians massively shipping in I D's
into Iraq after the invasion of 2003
00:36:03
and the Iraq war and the U.S.
00:36:04
Always showed incredible restraint and
not retaliating even though there was so
00:36:09
much evidence and intelligence that the
Iranians are directly targeting American
00:36:13
troops often do their allies that sometimes
directly all this situation be directly
00:36:18
religious in the towel in ways that it has
in the past it's totally possible and
00:36:22
that's why it's dangerous the cost of
the fight the stuff that goes on for
00:36:26
a while when the U.S.
00:36:28
Is often not retaliated in ways the president
just did last week Jay Solomon is an
00:36:33
adjunct fellow at the Washington Institute

00:36:37
the Iran wars he was speaking

Thanks for being with us on this
Wednesday I'm David Bird in Washington
00:37:32
Palestinians in the West Bank and Gaza
clashed with Israeli forces Tuesday as they
00:37:38
protested an economic initiative
launched by the White House at
00:37:42
a 2 day conference in manana Bahrain as
Robert Berger reports the multibillion
00:37:48
dollar piece to prosperity proposal to
boost Palestinian and neighboring Arab
00:37:53
states economies as part of the Middle East
plan heralded by President Donald Trump
00:37:58
as the deal of the century and it's spearheaded
by his son in law and advisor Jared
00:38:03
. The peace to prosperity
conference was initiated by U.S.
00:38:09
President Donald Trump's son in law and
Mideast envoy Jarrett cushion or the aim is
00:38:15
to revive the peace process with economic
incentives while putting aside the thorny
00:38:20
political issues until later the plan
offers $27000000000.00 in aid to the
00:38:27
Palestinians most of which would be financed
by wealthy Arab states led by Saudi
00:38:32
Arabia some $23000000000.00 would be
earmarked for poorer Arab states bordering
00:38:39
Israel namely Lebanon Jordan and Egypt the
Palestinian Authority is boycotting the
00:38:45
workshop declaring that the plan is
00:38:48
a whitewash and dead on arrival prime
minister Mohammad shuteye A I have been up
00:38:54
seeing and other few months from so something
months we have not seen in the few
00:38:59
months and the reference to ending the
occupation this was a job is simply
00:39:05
a political laundry for 7 months
and that is if my vision of
00:39:09
a commission Israel is not attending
the conference either because of Arab
00:39:14
opposition to normalizing relations before
the Palestinian problem is resolved but
00:39:20
Prime Minister Benjamin Netanyahu
is prepared to give the peace plan
00:39:25
a chance we'll hear the American proposition
here internally and with openness
00:39:32
and I cannot understand how the Palestinians
before they even heard the plan
00:39:37
rejected outright that's not the way
to proceed question or decided on
00:39:41
a new approach after previous U.S.

the thorniest issues of the conflict

News Jerusalem Meanwhile U.S.
00:40:15
Secretary of State Mike POMPEI O said
Tuesday joining an unannounced trip to
00:40:19
Afghanistan the hour has come for peace in
the war torn country Pompei all met with
00:40:26
Afghan president Gunny to discuss
ongoing peace talks between the U.S.
00:40:30
And the Taliban the secretary of
state told reporters at the U.S.
00:40:35
Embassy in Kabul the 2 men agree that
peace is our highest priority and that
00:40:40
Afghanistan must never again serve as
00:40:43
a platform for international terrorism
talks between the Taliban and Washington's
00:40:48
peace envoy Zalmay Khalilzad
have focused on U.S.
00:40:52
And NATO troop withdrawal and guarantees
from the Taliban that Afghanistan would
00:40:58
not again become a safe haven
for terrorists to plan
00:41:01
a global attack like the airborne assaults
on the United States in 2001 Pompei 0
00:41:07
said the United States and
the Taliban were close to
00:41:10
a deal on countering terrorism
all sides agree that finalizing
00:41:16
a US Taliban understanding on terrorism
00:41:17
a foreign troop presence will open the
door to enter Afghan dialogue and
00:41:21
negotiations that next step is
at the heart of our effort pump
00:41:26
a 0 stopover came before the 7th round of
peace talks between the United States and
00:41:31
Taliban officials aimed at ending the 18
year old war they are scheduled to resume
00:41:37
on June 29th in the Qatari capital of Doha
Pompei Oh said that the United States
00:41:43
has no intention of dictating the outcome
of those talks. It's not America's role
00:41:48
to dictate the outcome of those negotiations
we've been clear that success or
00:41:53
failure of the bilateral relationship
and Afghanistan's relationship with the
00:41:56
international community including the
donor community will rest in part on what
00:42:00
Afghans do to maintain the civil rights
of women and minorities and preserve the
00:42:03
gains of the last 18 years the U.S.
00:42:07

00:42:12

The U.S. Special representative to
Venezuela Elliott Abrams says direct U.S.
00:42:45
Military intervention in that country is
still an option to support efforts to oust
00:42:51
President Nicolas Maduro speaking at
00:42:54
a State Department press briefing on
Tuesday Abrams continued to call form
00:42:59
a Duro to step down we support interim
president wedo his efforts the barrier to
00:43:05
a peaceful resolution remains the duros
refusal to step aside the United States is
00:43:12
one of $54.00 countries supporting
opposition leader one guy I don't know who
00:43:17
declared himself interim president in
January Madeira maintain support from China
00:43:23
and Russia who are key allies Venezuela
has been mired in an economic crisis with
00:43:29
inflation above 1000000 percent and citizens
forced to do without essential goods
00:43:35
and services the U.N.
00:43:37
Says $4000000.00 Venezuelans have fled
their country's political and economic
00:43:41
crisis in recent years creating
00:43:43
a migration crisis in nearby countries
like Colombia and Peru asked if the U.S.
00:43:49
Would consider taking in more displaced
Venezuelans Abrams said he expected more to
00:43:54
arrive as Venezuelan migration
increases across the board. There will
00:44:01
unquestionably be more Venezuelans coming
to the United States because it will be
00:44:06
more Venezuelans going everywhere
you seem to think it's the U.N.
00:44:09
Estimate we're now up to about $4000000.00
others would say higher. And it's going
00:44:15
to hit you know at a certain point you
have 5000000. The numbers in the U.S.
00:44:20
Are small compared to the numbers in
say Colombia or Peru. And they grow
00:44:27
faster Needless to say in the countries
that are nearer to them as well Abrams said
00:44:33
that granting Venezuelans temporary protected
status is also under consideration
00:44:39
T.P.S.
00:44:40
Would protect Venezuelans from deportation
and enable them to work and travel
00:44:45
within the United States asked if the U.S.
00:44:48
Would consider working with President
Maduro perhaps integrating him into
00:44:52
a unity government Abrams expressed doubt
pointing at past failed talks the regime
00:44:59
is methodically working to destroy Venezuela's
democratically elected parliament so
00:45:05
we ask the nations of the Rema group the
International Contact Group the members of
00:45:10
the European Union and indeed all democracies
to stand behind the national assembly
00:45:16
and denounce the regime's systematic
persecution the special representative said
00:45:23
that he hopes that the 2 representatives
left in Venezuela after UN High
00:45:28
Commissioner for Human Rights Michelle
Bachelet visited there last weekend would be
00:45:33
allowed to visit dissident prisoners and
be able to tell the world about the true
00:45:38
conditions there we are hoping
that the. High Commissioner is
00:45:45
Representatives who are currently in Venezuela
who stayed there when she left will
00:45:51
visit the country's most notorious
prisons and visit political prisoners
00:45:58
and we hope that her report which is due
out July 5th. Will reveal the brutal
00:46:05
truth that victims of the regime suffer
every day Tuesday's briefing came as the
00:46:11
U.S. And S.
00:46:12
Come for the Navy hospital ship makes its
way to Venezuela carrying humanitarian
00:46:17

temporarily close then as well as borders

Customs and Border Protection Agency John
Sanders has resigned his position amid an
00:46:40
uproar over the discovery of migrant
children being held in squalor and filth in
00:46:45
one of the agency's stations
in Texas Sanders sent
00:46:49
a message to agency employees that he
would step down July 5th he did not give
00:46:54
a reason for leaving his
departure comes after
00:46:58
a barrage of criticism in recent
days over conditions at the C.B.P.
00:47:02
Holding facility in Clint
Texas it Laura Mukherjee is
00:47:07
a professor of law and the director of the
immigrants rights clinic at Columbia Law
00:47:11
School she said that she and
00:47:14
a team of lawyers found children in
miserable conditions at Clint the children
00:47:20
there were hungry dirty SEC
scared and all if I am who
00:47:26
I interviewed had been detained for
the longer than 72 hour limit but
00:47:32
a lot of clients Mukerjee said that she
was horrified by the conditions at Clint
00:47:37
which was not built to hold the number of
people being detained there. Most of the
00:47:43
children hadn't showered for weeks since
they had crossed the border they don't
00:47:48
have regular access to toothbrushes some
of the children have brushed their teeth
00:47:53
for the 1st time last week because we
were there the children are dirty they're
00:47:58
wearing the same dirty clothing that
they cross the border in the children's
00:48:03
clothing has bodily fluids on it there
is nasal mucus not all over their
00:48:10
clothing there is urine on their pants
for the teenage mothers who are
00:48:15
breastfeeding their breast milk stands all
over their shirts by Tuesday many of the
00:48:21
children had been moved out of the
Clint facility however as Sanders his
00:48:25
resignation was being made public Customs
and Border Protection announced that
00:48:30
$100.00 of the children would be returned
to Clint Late Tuesday the House of
00:48:35
Representatives voted 232-1952
pass a foreign a half
00:48:40
a $1000000000.00 aid package to address the
border issues the Republican run Senate
00:48:45
is working on its own version and President
Trump has vowed to veto the House's
00:48:51
version.
00:49:00
The battle for the Democratic Party's 2020
presidential nomination kicks into high
00:49:05
gear this week with the 1st of what will
be monthly debates among the candidates
00:49:10
leading up to the 1st caucus and primary
votes early next year the 1st debates will
00:49:15
be held over 2 nights ones tonight and
one is Thursday and they will feature 10
00:49:20
different contenders and each night vying
for the right to take on President Donald
00:49:25
Trump in November of 2020 Kyle Condit is
the managing editor Sato's crystal ball at
00:49:32
the University of Virginia as center for
politics he says with 20 candidates in
00:49:38
these debates voters shouldn't expect a
huge change in the race. Look I mean it's
00:49:44
a it's a gigantic field on both nights
00:49:47
a lot of these candidates will be
basically appearing in front of
00:49:50
a true national audience 1st time and so
it's possible that someone will be able to
00:49:55
break through previously has not been
00:49:58
a major polling cantered at this
point but you know even you know
00:50:00
a lot of the candidates really never going
to get you know much time there's not
00:50:03
going to be much opportunity for interaction
given how big the field is and so I
00:50:07
think expecting that there's going to be
some huge change in the race that comes
00:50:11
out of this today may not necessarily be
warranted even though it's quite possible
00:50:16
that there could be some sort of change
in that maybe one of the local and
00:50:19
candidates will have some sort of moment
in the debate that allows them to sort of
00:50:23
become part of the bigger conversation
featuring you know Joe Biden was before and
00:50:28
Bernie Sanders etc So far former Vice
President Joe Biden has had the best poll
00:50:34
numbers Kyle conduct says that the
rest of the Democrats can take
00:50:38
a lesson from the 2016 debates featuring
Now President Donald Trump you know most
00:50:44
of the highly polling candidates are going
to be on the stage with Biden on the 2nd
00:50:48
night of the debate I think back to the
2316 cycle when I think there was an
00:50:53
assumption among many Republicans and many
other observers that Donald Trump would
00:50:58
eventually fall off and therefore
00:51:00
a lot of the Republicans spent their
time attacking one another instead of
00:51:03
attacking trial but of course Trump never
ever ended up falling off Condit told
00:51:07
V.O.A. That while going after a perceived
front runner in your own party is
00:51:12
a risky strategy some of the Democrats
might have to go after Biden in order to
00:51:17
have
00:51:18
a chance. If these candidates really want
to make an impact I think they can't
00:51:25
just go up to something something different
because otherwise Biden is still
00:51:29
leading this race after the 1st few debates
it means that its support is actually
00:51:33
hard as opposed to soft I think that it's
important for these other candidates to
00:51:38
to try to stop Biden early in this process
and not allow him to exercise sort of
00:51:42
a firm grip on the sealed though there
will be 10 candidates on the stage each
00:51:48
night in Miami Kyl conduct says that he
believes President Trump will also be
00:51:54
a key figure in these debates
Well look you're going to see
00:51:58
a lot of criticism of the president just
like in say 2012 when Barack Obama was the
00:52:04
unchallenged president that bunch of
Republicans were trying to compete for the
00:52:08
right to face the debates in some ways
were kind of just all centered around
00:52:12
bashing Obama I think they'll be some of
that dynamic with the Democrats and Trump
00:52:17
as well Kyle Condit is the managing editor
of some of those crystal ball at the
00:52:22
University of Virginia's Center for
Politics the Democratic debate the 1st of 2
00:52:28
starts at 01 hours U.T.C. Thursday
in Miami Florida and U.S.

More than 50 black rhinos lived
in the savannah habitat at
00:55:54
a park but their numbers declined due
to wide scale poaching. Last confirmed

park in 2017 just Gruner says that I could
00:56:12
Garrett got the 5 because of its previous
success with reintroducing rhinos to the
00:56:17
wild we demonstrated that the

have to identify safe buckets and Africa
to bring these animals to their Some

countries. The animals are really struggling
because of the poaching this is not
00:57:13
the case and Rhonda want to take
this things extremely seriously it's

markets primarily in Vietnam and China.
