00:03:02
Good Morning America welcome to daybreak
Africa from the Voice of America I'm James
00:03:06
but in Washington today it's Wednesday
December 12th and here are some of those the
00:03:10
reason we are covering Togo's opposition
appeals for international help to stop
00:03:14
a controversy election.
That. Will bring back
00:03:21
a lot who are the ones. Who want. To read
00:03:28
about me. Because they are quite
right but. Bridget I got my will
00:03:34
Jonesy is cordoned it off told those 14
Party opposition coalition I'm just the
00:03:39
International expresses concern of
00:03:40
a violent protest in total Zimbabwe's
commerce minister will talk with us about
00:03:45
reinvigorating
00:03:46
a declining economy more than 13000000
schoolchildren you Nigeria out of school and
00:03:53
that Uganda's president opens
00:03:55
a new anti-corruption of face. Book so.
00:04:03
We have. On
00:04:05
a break but less present day you were he
was 70 of Uganda and Sudan's new peace
00:04:09
envoy is optimistic about peace in
neighboring South Sudan Those stories plus i
00:04:14
will is now the day are
coming up on Daybreak Africa.
00:04:24
With just
00:04:24
a week to go will be photocells controversy
the December 25th legislative elections
00:04:29
the main opposition coalition is calling
on the Economic Community of West African
00:04:33
States ECOWAS and the United States to
pressure the government from holding the
00:04:38
election rejet
00:04:39
a demo Bill Johnson coordinator of the 14
Party opposition coalition says many more
00:04:45
people will be killed if the election is
allowed to take place the appeal comes
00:04:51
after the opposition says 6 protesters
were killed by said. Units of forces and
00:04:55
$100.00 more injured during protests on
Tuesday in the capital loamy and so could
00:05:01
the Togo 2nd largest city demo Johnson says
the violence will not stop the protests
00:05:08
because the opposition knows the elections
will not be transparent only count for
00:05:14
protests for 10 days but the government
said that we don't have the right to
00:05:21
protest what we don't
accept. And only tried to
00:05:27
organize but they brought out
military to prevent us from doing it
00:05:34
and they have been taken and came
in people I can tell you that
00:05:41
2 days. At least 6 people who
died in the road may and in
00:05:48
so called We know that city.
We have at least $100.00.
00:05:56
Injure out and we have
also about $100.00 people.
00:06:03
But we think that these violence
will not stop to good news people
00:06:10
to continue to say no we don't
want beings elections because we
00:06:17
know that they should not be
so spot on and want to me
00:06:24
and that's turned aides that we
have free do sure that they said
00:06:31
of the incense was one of
those who killed their month
00:06:38
so it's something for which we
are asking the government to
00:06:45
make inquiry and trying
to find exactly. Who can
00:06:52
eat Brigette as you said that the. Protests
will continue and you have the right to
00:06:57
protest but the government sense that you
are not in the election and those that
00:07:02
are in the elections you have peace to
be able to run the ad campaign and the
00:07:07
government feels that the protest is this
wrapped in the campaign. Has been really
00:07:14
fully up in the meantime by bridge that
the election is not supposed to back
00:07:19
probably next week do you think you have
succeeded so far will you continue to
00:07:26
protest and have to stop. Leaving to go
00:07:33
up. In 2 branches from the
international community
00:07:39
and tell you that. Of the
people who. Are calling.
00:07:48
To stop these forces or the
ones who would have. To kill.
00:07:57
This is what we don't want we know that
he's been. Employing brink violence
00:08:04
that's what we want the international
community when war they.
00:08:10
Are to help because I like.
00:08:20
To hear what Bridget thank you very much
again we are always happy to have you on
00:08:24
Daybreak Africa thank you again thank
you. Bridget I got Manuel Johnson is
00:08:29
coordinator of TOGAF 14 Party opposition
coalition she was speaking with me from
00:08:34
the capital loamy amiss the international
instance it is one rooted that violence
00:08:38
from Togo's Unthank election protest could
get worse from Celeb I toil West Africa
00:08:44
research of honesty
international want to make
00:08:47
a strike that those responsible for the
violence must be held accountable. Since in
00:08:53
such
00:08:54
a day. There's been at least 4 people killed
2 people in me on on Saturday including
00:09:01
a child who was shot and 2 more people
are in so quickly yesterday but as an
00:09:08
aside reaction to this violence from
security forces their concerns that it will
00:09:12
get worse as protests continue Well the
1st thing is they were asking for at
00:09:18
independence to investigations impartial
and Ben investigations into deaths to
00:09:23
establish their responsibilities and for
the suspected ever traitors to be brought
00:09:29
to justice is been the deal as to
getting on social media and showing
00:09:35
a neck up with many neutral
uniform carrying firearms around
00:09:40
a demonstration where one of your squads
don't and it's very important that there
00:09:44
are investigations to be able to establish
00:09:47
a response but it's unfortunately so he's
known for its use of the military and to
00:09:53
to to quote him astray since this is something
that we've been saying over and get
00:09:58
over again to the children
he's out there it's he's
00:10:01
a minutes we should not be used in the
context of demonstrations we are not trained
00:10:06
to party the restoration this is the job
of civilian authority even in particular
00:10:10
the police and that is extremely worrying
including Because people are being shot
00:10:16
in the streets. Rich are used by
the ministry persists or that
00:10:23
area firearms but these are also used by
hundreds in total but it's sitting in that
00:10:29
context is extremely important to
have these independent and impartial
00:10:32
investigations in order to establish that
the responsibilities Diageo stipulating
00:10:37
on lines would be something that can be
used by that your so will we are in the
00:10:41
process of these videos but it's something
that should and should be used by
00:10:45
judiciary to act quickly not to to prevent
any further. In the context of the
00:10:50
demonstrations and these demonstrations
there in protest of the current
00:10:53
administration. And the political
crisis that's been going on for about
00:10:57
a year in Togo is that correct these are
used protests is which I've responded to
00:11:01
a local to demonstrate by the opposition
protesting against their going to station
00:11:05
abilities to keep elections and the
opposition is considering that the conditions
00:11:10
for free and fair needs to be set actions
are not meant that there should be
00:11:13
continued dialogue with. Before our own
on time since our specialty so we address
00:11:20
before these elections are happening and
they are currently scheduled on the 25th
00:11:26
December and according to the level of
violence seems to be increasing in the
00:11:30
country is that correct when over the last
few years we've been there recording you
00:11:34
know many deaths during the demonstrations
last year we Ruby Ridge is an extended
00:11:39
into contact the demonstrations and
also here as the elections in 20.
00:11:47
Critical tensions are rising so yes
the situation is quite. Unstable.

Mobile Me David Rutledge reports from com

paula some 7 says government will use
the offer he's. Out of Uganda he says
00:12:45
corruption I think said
deliberately within

a country and 7 say he has what he
needed resources to fight corruption.

The books of the army would. Go to we are

than the producer was for you but you
00:13:12
clearly pointed out at least as one official
this is not vigil with corruption the

new office would be headed by

a senior army officer if President 7 sees
the Beatles relents and social media

good to do and some of you among the
current effusions for fighting corruption
00:13:49
include the Office of Inspector General
Government and that of attorney general
00:13:53
both have previously pointed out the lack
of resources. Provided to the littlest
00:13:59
class bias in the national report corruption
perception index Uganda is among the
00:14:04
highest countries globally and then
00:14:07
a 151 out of 180 countries is some
7 faces you know it has dipped in
00:14:13
a corrupt officials because they simply
enough force who are good 100 those
00:14:18
Holden's people with with the
devil who only will from
00:14:23
a good master and a Ph d.
00:14:26
For we are no longer in
00:14:28
a position to be blackmailed by the few
corrupt. Over there in one day police all
00:14:35
over the readers should be very comfortable
as women who are within their marriage
00:14:40
as misuse who before them at 34 remains
the least corrupt country in Africa
00:14:47
and is followed by a socialist I find
00:14:49
a supposed at 48 position to provide and
Rhonda also Mickey to the top. 50 least
00:14:55
corrupt countries in the wide Sudan Sastre
then and Somalia respectively are ranked
00:15:01
as the most corrupt countries in the wind
for any news I am will make this rocket
00:15:07
engine
00:15:08
a country Uganda similes commerce minister
says the government is encouraging companies
00:15:14
to venture into export oriented businesses
and generate much needed foreign
00:15:19
currencies in order to reinvigorate the
country's decline the economy will be easy
00:15:24
to Liesl Lowville says the move would
also going to ensure that companies are
00:15:30
self-reliant instead of depending on
the government for foreign currency
00:15:34
allocations to conduct operations low
voice spoke with Pleasantville views them
00:15:39
bomblets service about challenges
and the businesses face. On
00:15:45
a number of fronts among which themselves.
So we are also trying to encourage them
00:15:52
to change or more into export oriented
businesses because that is another way of
00:15:58
getting new foreign carriers you know our
situation is different from many. Private
00:16:04
sector has to rely on government both
government is limited from which it can.
00:16:12
And one of the complaints we are hearing
on other boys that those who are not
00:16:17
exporting like Coca-Cola say
now ever since there was
00:16:21
a change in policy they are now struggling
because they are not exporting anything
00:16:25
but they still feel that they are essential
in they need that foreign current
00:16:28
plight is not true actually they are companies
by nature will not exploit children
00:16:34
being one of them the law the way Coca-Cola
structured control is special and I'm
00:16:39
talking low this is the time you go to my
nickel and I'm not sorry you have been.
00:16:46
In my nickel and. Played by
a company called Pearl it's
00:16:51
a book Nickel and the world. Like Coca-Cola
didn't like your market so you can't
00:16:58
go to that company and say this was export
because you didn't like it now we have
00:17:02
good. Credit. When you look at things 2.
00:17:10
1000000 new oil those
companies bought by canceling
00:17:14
a pirate type not just the other grandmas
do we know that most of their production
00:17:20
is to our domestic market so you never say
to them they have to export in order to
00:17:25
get. Out of course this is. I think in
the last 3 weeks is this is more or less
00:17:32
a location in terms of. Outside fuel if I
may say you have said that the solution
00:17:38
would be to encourage exports of
course those so thin that the.
00:17:45
Importing some products that to not be
importing getting into that we also know
00:17:51
this is from my office. Or that
player in respect to the value chain
00:17:58
pharmaceuticals. We put all the
things that you are importing
00:18:05
which we should not be put to some we
have put them together from primary
00:18:10
production up to the end consumer where are
we likely why are we importing what do
00:18:16
we need to do and we are working around
the clock to identify people who
00:18:22
can make sure that these values get to
where they were and I don't expect that to
00:18:28
be importing the next year we'll see if
you can. Import Neal in terms of crude
00:18:34
oil next year like the production level
would. Need to be self-sufficient.
00:18:43
My level is the mob was Minister of
Industry and Commerce he's pulled from well
00:18:48
a while would blisters a
little of the resemble
00:18:51
a service the newly appointed Sudanese peace
Amboy to South Sudan says his country
00:18:56
will monitor the implementation of South
Sudan's revitalized peace agreement Jamal
00:19:02
al-Shaykh says Sudanese President Omar
al Bashir is committed to help in South
00:19:07
Sudan peace partners work together to bring
lasting peace to the country Michael
00:19:13
Artie's has more from Khartoum and that
sort of horse appointed Sudan's envoy to
00:19:19
South Sudan in October following the
signing of the revitalized peace deal on
00:19:23
September 12th
00:19:24
a chef say is that business has
silenced the guns across South Sudan.
00:19:31
I'm the one with the
most a significant part
00:19:34
a doctor we think will it. Peace
is the. Bullet to absorb their
00:19:41
cessation of hostilities agreement even
though there are some I know someone is off
00:19:45
guard is in some parts we know more about
it we still believe it awhile ago so we
00:19:52
are happy to see some improvement on
the security part in a sad story than
00:19:56
a week is an indicator on
00:19:58
a diet this appears I agree Manuela
hard the Sudanese diplomat that needs
00:20:03
implementation of the peace deal has some
financial challenges but ses. Leaders
00:20:08
sure
00:20:09
a commitment to implementing the agreement
the international community might provide
00:20:13
financial support for the activities outlined
in the deal may end dude South Sudan
00:20:17
ambassador to Sudan Ses they can only
crisis in the 2 Sudans for us the warring
00:20:22
parties to sign
00:20:23
a peace deal so done during the boat to
Sudan is government also facing some
00:20:29
economic challenges and
00:20:30
a thought if South Sudan is peacefully.
While production away later is
00:20:37
humanity to for us to the international
market to end I said I know we'll get it.
00:20:42
Transfer fee South Sudan are
00:20:44
a source of financing serious economic
challenges the situation of forced damage to
00:20:49
accept a Sudanese made beers on
00:20:51
a production accord to resume hasn't had
to early to choose political science at
00:20:57
Khartoum university he says the leadership
of both countries should reactivate the
00:21:02
cooperation agreements signed in September
20th 12 so that citizens of both
00:21:07
countries are able to move freely along
the border and create new businesses. If
00:21:14
citizens in day 2 countries. Doubt
any obstacle as they are too on
00:21:20
a property or those who want to toss
tidy or work to do so without any
00:21:26
difficulties where they generally
environmental will no longer encourage
00:21:31
a violent there will be interest there
are business people who would like to do
00:21:36
their job by Bay County do it if there is
no peace. In Sudan and South Sudan will
00:21:43
also help create instability across the
entire East African region and he say's
00:21:48
there isn't peace accord reached
between the government of a to b.
00:21:52
And there are 3 sets a good example
for Juba and Khartoum for v.o.a.
00:21:57
News I am Michael
00:21:58
a teacher. Its survey conducted by the
United Nations Children's Fund Unicef
00:22:05
says the population of out of school children
in Nigeria has risen from 10500000 to
00:22:10
30000000 the highest in the world most of
the children are in Nigeria's northern
00:22:16
states of Borno yo baby and where Boko
Haram insurgency has disrupted academic I
00:22:22
think it is to the obvious ill reports from
the Nigerian capital Abuja. This rural
00:22:29
settlement on the outskirts of the Nigerian
capital we don't favor shake on lives
00:22:33
with our children after fleeing
a Boko Haram us a crime burn
00:22:37
a state 3 years ago most of the children
here did not attend school including 2 fav
00:22:42
us children we are higher numbers.
I am. Going for. You I don't use
00:22:49
Mol actually even though
she is from all his as
00:22:53
a blown to the stage where
bicycle looked as if nodding in
00:22:56
a. Way transported from here to Apple
resentment every blessed noise that there's
00:23:03
no money. On
00:23:05
a nice day instead of going to school gave
us children how parents home with house
00:23:10
chores during the day while the wait for
the others to return from school favors
00:23:14

Today is Wednesday December 12th this is
via always international edition I'm Lori
00:28:04
London in Washington coming up President
Trump and top Democrats are in front of
00:28:09
the cameras over paying for
00:28:10
a border wall with coming in good.
With you about how we are going to
00:28:18
be the with if you don't marry who we have
orders you to marry we don't know what
00:28:22
is your term we're not going to give
the money to the latest talks in
00:28:25
a prisoner swap finally give way to
breakthrough in Yemen as the Russian
00:28:29
investigation continues
00:28:30
a new documentary very Veals details about
the Trump Kremlin connection Also ahead

00:28:45
President Donald Trump and top Democratic
congressional leaders clashed on Tuesday
00:28:49
over funding for
00:28:50
a wall along the country's southern border
with Mexico with Trump saying he would
00:28:55
be proud to partially shut down the
government next week over the dispute Trump
00:29:00
invited Senate minority leader Chuck Schumer
and House Minority Leader Mansi Pelosi
00:29:04
to the White House to discuss the budget
impasse with reporters looking on in the
00:29:09
Oval Office Trump sparred with the 2
Democrats over the wall coming in good to
00:29:15
negotiate with you about how we can keep
the government the the why did you go
00:29:20
merrily We have orders to get in there if
we don't have border security terms with
00:29:23
you we're not going to give you the
immediately you know that where you were that
00:29:27
you really don't. Want to do the same thing
we did last year this year that's your
00:29:34
proposal if it's good then it's good no
it won't shut down the government we can
00:29:38
build up a doctor bigger succeeded with
00:29:41
a more let's debate it over I do. Oh but
the president said he definitely will shut
00:29:45
the government down he doesn't get his way
if we don't get what we want one way or
00:29:50
the other whether it's through you through
00:29:52
a military through anything you want to
call I will shut down the go catatonic and
00:29:57
I am proud and I'll be good Luckily I am
proud to shut down the government for
00:30:01
border security just because the people
of this country don't want criminals and
00:30:06
people that have lots of
problems and drugs pouring into
00:30:10
a country so I will take the mantle I will
be the one to shut it down I'm not going
00:30:14
to blame you Well joining us now to talk
about this unusual public display is
00:30:19
v.o.a.
00:30:19
Chief White House correspondent Steve Herman
Steve did either side come out of this
00:30:24
winning. I'm sure that there are both
Democrats and supporters of the president who
00:30:30
will see their respective
parties is winning but
00:30:33
a lot of other lawmakers
watch this with quite
00:30:37
a bit of an embarrassment and some would
say probably nobody looks good in this
00:30:41
situation I was really unprecedented to
have the cameras on and reporters in there
00:30:45
and to sensually watch an argument between
00:30:49
a president of United States and the 2
top Democrats from Capitol Hill and
00:30:55
after some back and forth basically you
had the president and Chuck Schumer the
00:31:01
Senate minority leader talking over each
other the president flatly to glared that
00:31:06
he would be proud to shut down the government
for border security and quote I will
00:31:12
take the mantle Schumer was saying that
we should shut the government down over
00:31:16
a dispute when you want to shut it down
and he Palosi later characterized her
00:31:21
participation in this is trying to be the
mom in the room but she also got into it
00:31:28
for a period of time with the president
as well and after this went on for
00:31:33
a bit both Palosi and national
mirth were trying to call
00:31:37
a truce at least get the cameras out before
they would continue Hello seizing let's
00:31:41
call
00:31:41
a halt to this in the tumor saying let's
do. Paid in private but the president was
00:31:45
alone it would invite it to pool reporters
in for what was initially supposed to be
00:31:49
closed to the press and
so now we're facing
00:31:52
a situation where it appears much
more apparent that there could be
00:31:56
a government shutdown if the Democrats
don't give some leeway and give the money
00:32:02
that the president wants for his border
wall basically I showed him or is warning
00:32:06
that if the president
does not buy he will get
00:32:09
a shutdown and you know
wall now later in the day
00:32:11
a drum pad reporters back in the Oval
Office during bill signing and characterize
00:32:16
the meeting he had with Schumer implodes
he is very friendly and claiming that some
00:32:21
progress had been made and then Nancy Pelosi
spoke to reporters and said that there
00:32:26
had been
00:32:27
a subsequent brief loan call with the
president that had been productive but that
00:32:32
no agreements had been reached at this time
and so obviously the president calling
00:32:37
this
00:32:37
a need for this border Well I don't know
how much they got into that whether or not
00:32:41
that's true or not but certainly Chuck
Schumer called the president out on things
00:32:44
that came out from the Washington Post
about things the president said that been
00:32:49
declared untrue right well that use of
the phrase national emergency is very
00:32:55
interesting because this could be
00:32:58
a way for the president to declare that
there is some national emergency which he
00:33:03
could then have the military do some
things that the military says it is not
00:33:07
planning or authorized to do right now
which is to help build the wall so I would
00:33:12
say stay tuned on that because the president
has about one way or another and he
00:33:17
hinted that it could involve the military
to get this wall built and Palosi of
00:33:23
course calling it if the government does
shut down she specifically says the trunk
00:33:27
shut down which the president definitely
noticed he commented on that but you know
00:33:32
now he's saying yes build hills and
I'll take the mantle forward with that
00:33:36
potentially backfire government shutdown
could cause some problems Well I think as
00:33:40
we've seen over past decades government
should. Downs are very high risk
00:33:45
politically sometimes for the Oval Office
of the president who happens to be in
00:33:50
power or force those who happened to be in
the majority in one or more chambers of
00:33:55
Congress or for the party that's in the
minority so the Democrats seem extremely
00:34:01
hesitant to see
00:34:02
a shutdown happen that even if they can
blame it on the president that it does have
00:34:06
the potential to backfire one thing that
also struck me is that Mike Pence was
00:34:12
sitting there next to the president I
don't think I heard him say anything on
00:34:15
contests there's been quite
00:34:17
a bit of commentary on social media about
the very restrained reaction of the vice
00:34:23
president throughout all of this by the
vice president probably was there to be the
00:34:28
eyes and ears of his party and report
back to other members of the Senate
00:34:34
especially Republican members of the Senate
what was going on when the reporters
00:34:39
were not in the room the part that we did
not see on television or hear on the
00:34:44
radio when is the deadline and
what would happen if we do have
00:34:47
a government shutdown what's going on
here is that money to fund the federal
00:34:53
government does run out
very soon December 21st as
00:34:57
a matter of fact and the government
agencies are already operating on
00:35:01
a short term spending bill that had been
approved by Congress last week and that
00:35:06
action is the only thing that's
postponed a deadline for
00:35:09
a government shutdown now the Senate majority
leader Mitch McConnell says he wants
00:35:13
border security funding to be a
priority he says he really hopes that
00:35:17
a shutdown can be avoided and seem to not
like what had been on display in the Oval
00:35:23
Office speeling chief White House
correspondent Steve Herman.

The United Nations proposed during initial
peace talks in Sweden between Yemen's
00:36:16
warring parties on Tuesday that both sides
withdraw from the contested port city of
00:36:21
the data
00:36:22
a lifeline for millions facing famine and
for the region to be placed under control
00:36:27
of an interim entity it's not clear if Iran
aligned who thing movement in the Saudi
00:36:31
backed Yemeni government would accept
the proposal that aim to avert
00:36:36
a full scale assault on hold
00:36:37
a day or the push push comes as the 2
sides agreed Tuesday to exchange around
00:36:43
$15000.00 prisoners Victor Beattie asks
University of San Francisco Middle East
00:36:49
scholar Stephen soonest if the
prisoner swap could ultimately be
00:36:52
a confidence building
measure that leads to
00:36:54
a breakthrough in the years long war it
is the 1st thing that the 2 sides have
00:36:59
agreed to and certainly times a
call and will certainly it make
00:37:02
a difference and they it will help preserve
the more crucial issue of course is the
00:37:08
fate which is really
00:37:09
a lifeline to the country which has been
suffering so much because of its closure
00:37:14
do these talks look different to you than
the past talks which ended up in failure
00:37:19
to be honest like
00:37:20
a lot of servers I was pretty skeptical
of these talks the others had not gotten
00:37:24
very far but the president
breakthrough and the u. 2 u.n.
00:37:29
Proposal. Both sides seem to be at least
considering is indicative that there may
00:37:34
have been a shift in the dynamic now u.n.
00:37:37
Envoy Martin Griffin says trying to arrange
for how data to somehow not be any
00:37:43
longer part of the military activity between
the 2 the city of course now in the
00:37:48
hands of the rebels the government with
the Saudi coalition backing is trying to
00:37:53
wrest control of this city is it
possible to put it under some sort of
00:37:57
international supervision so both sides
win and lose at the same time that's the
00:38:02
idea behind
00:38:03
a proposal of course they do have the
advantage of having the city under their
00:38:09
control and they've been loath to give up
their control urban areas of Yemen that
00:38:14
they control the opposition that the majority
of the population of these cities at
00:38:19
the same time they are outnumbered and
outgunned militarily and holding on to
00:38:24
a city indefinitely would mean not just
continue to large scale civilian casualties
00:38:29
but the loss of many of their own forces
so they might indeed be open to just such
00:38:35
a compromised u.n.
00:38:36
Secretary general who terrorist apparently
is going to be there at the closing
00:38:39
session on Thursday is that
00:38:41
a big deal or generally the secretary general
does not appear in person unless the
00:38:46
stakes are very high and or the chances
of success are reasonably good the Saudis
00:38:51
who also obviously have to created this
don't happen under increasing pressure.
00:38:57
Efforts in the u.s. Congress to face u.s.
00:39:00
Military assistance and the general bad
press they've been getting in the West and
00:39:06
recent weeks due to the murder of journalist
general surgery so both sides believe
00:39:12
you have
00:39:13
a motivation to compromise and bring in the
secretary general adds to the pressure
00:39:19
at the same time both sides shown an
unwilling us to compromise in the past
00:39:24
regardless of. Political strategic or an
actuary in consequence of the murder of.
00:39:30
Jamal Khashoggi was that the difference
or is it the sheer weight of the
00:39:33
humanitarian crisis the
country is undergoing as
00:39:36
a result of this conflict was that the
motivating reason for progress Well there
00:39:41
has been growing international outcry
at the humanitarian crisis was gaining
00:39:46
momentum already for the consumption murder
made it possible for the concerns to
00:39:51
get
00:39:51
a lot more attention from the media and from
the general public in the United States
00:39:57
and other Western nations and so in that
sense I believe the killing of this
00:40:02
prominent journalist has had an impact
it's interesting last published article in
00:40:07
The Washington Post was calling for an
end of the slaughter and encouraging his
00:40:12
fellow Saudis to compromise to prevent an
even greater humanitarian disaster when
00:40:17
this round of talks ends in Sweden apparently
there will not be any kind of truce
00:40:22
between the warring sides of the conflict
will continue but if these confidence
00:40:27
building measures develop
a breakthrough is
00:40:29
a possible that this conflict could be
ending in the New Year I seriously doubt the
00:40:33
conflict will end by the end
of this calendar year but
00:40:38
a breakthrough and something important as
this given Syrian implications and the
00:40:43
president who sides can actually agree
something I think will certainly bring on
00:40:48
Minson to future talks between the 2 sides
that could eventually lead to an end of
00:40:52
the conflict I just don't think going to
happen very soon That's University of San

2016 presidential election continues
00:41:11
a new documentary called
active measures unravels
00:41:15
a longstanding relationship between
Donald Trump and the Kremlin had
00:41:18
a chance to speak with the film's director
Jack Bryan in this 2 part interview so
00:41:23
thank you for being with us Jack 1st talk
about how this all this film came about
00:41:29
the film of the. Found the relationship
between Donald Trump and the Kremlin
00:41:33
initially through intermediaries and then
through all of our analysis from the
00:41:37
Russian mafia and also about Putin's election
meddling in other countries in Europe
00:41:42
and basically the dry runs for the 2016
election how did you go about finding out
00:41:47
the information that you did in order to
actually make this film and what what gave
00:41:51
you the idea to do it other than obvious
what's happening here in the United States
00:41:56
with the Russian meddling in this course
investigation the process started really
00:42:00
cheering the election. My co-writer on the
project and I were sort of his election
00:42:06
buddies at that point we would text email
every day about the election you know
00:42:09
this campaign should be demanding why are
they saying this and then around June and
00:42:13
she brought up the idea 1st thing that
the the hacking and the release and feel
00:42:17
like
00:42:17
a Russian campaign to her and says at that
point it was sort of on our radar radar
00:42:21
as such and we just kept really following
that story and really becoming stuff and
00:42:25
then around March of last year it
felt like a lot of stuff had come out
00:42:30
a lot had been reported
00:42:31
a lot of it written about but people weren't
really understanding the full measure
00:42:34
of it they weren't really getting the
context was kind of washing over people who
00:42:37
just names and nothing really seem to fit
together and we felt that in order for
00:42:41
people to really understand what was
happening what's happening now what's
00:42:44
happening then they had to understand the
backstory and how these things started
00:42:48
and why they started so you know I called
my producer or boys we all got together
00:42:53
and we spent
00:42:53
a few weeks all day every day researching
researching and then we kind of hit
00:42:57
a point where we had done we had about
160 page document that was sort of our
00:43:03
timeline starting in the eighty's going
all the way to 2017 and we would sort of
00:43:08
take that to think tanks and that we were
able to make some intelligence officers
00:43:11
and kind of traded that would pick
their brain and because we had
00:43:14
a really good basic knowledge we they were
pretty open to talking to us and so that
00:43:18
was really our research process one thing
that stands out for me when I hear you
00:43:22
talking about this is that this did not
start in 2016 on the contrary it sounds
00:43:27
like this has been really going on for.
Very long time so how long has this been
00:43:32
going on with the Russians sort of looking
to undermine democracy in the United
00:43:37
States to create cause chaos and
division all that's been going on for
00:43:41
a very long time and that that's only going
on basis in the thirty's with very few
00:43:45
blips in between how better resources are
putting towards that and their ability to
00:43:49
affect it so social media was
00:43:51
a complete game changer and also hacking
just the visualization of information was
00:43:55
a huge boon for Russian intelligence because
it gave them access that they never
00:43:59
had before you know if they wanted
to affect voting they could write up
00:44:03
a pamphlet but they couldn't send it around
but know that was coming from or they
00:44:07
could get access to free the organization
social media gave the Russian
00:44:11
intelligence and the Russian aggression
talents access the mainstream and that I
00:44:15
think was
00:44:15
a huge dividing line where does Donald
Trump fit into all of this so basically
00:44:20
starting about $984.00 is where we really
start we kept on having to go farther and
00:44:24
farther back time but the 1st clear act
of illegality that we found was that in
00:44:29
1904 Trump met with
00:44:31
a Russian mobster named David Boca and he
sold in 5 condos in Trump Tower which is
00:44:36
only the 2nd building in New York where
shell companies could purchase units and it
00:44:40
made it through the money laundering
paradise and the state's state attorney
00:44:43
general all that that transaction was
money laundering and so from then through
00:44:47
into the ninety's sort of
00:44:48
a loose affiliation there are mobsters
living in Trump Tower they're buying some
00:44:52
properties they're hanging out in Lenox
city but when it Lenox it goes in the early
00:44:56
ninety's Trump because it's through the
bankruptcy that really don't end until 2004
00:45:00
with
00:45:00
a final really big bankruptcy and at that
point he is in dire straits he cannot get
00:45:05
loans you cannot get capital for his
development and the Russian mob basically
00:45:09
moves into the Trump organization they start
leasing space in Trump Tower associate
00:45:13
with a Russian mob fixator actually has
00:45:15
a front organization business card an e-mail
address and they are basically getting
00:45:20
funds from Poso very sketchy money and so
at that point it becomes an integral part
00:45:24
of the Trump Organization and it actually
just grows from there when it comes to
00:45:28
the 2613 election. All of our intelligence
officials have concluded that you know
00:45:33
Russia definitely meddled in our democracy
meddled in our election and of course we
00:45:38
know there is an ongoing investigation
from the special counsel as to whether or
00:45:42
not the Trump campaign willingly participated
in that obviously we don't have any
00:45:48
answers yet because the investigation is
still going on but the president really
00:45:53
really doesn't not want this investigation
to continue which looks suspicious. Have
00:46:00
you been able to in all your research make
any sort of conclusions and could trump
00:46:06
have been sort of an unwilling participant
but these are possibilities I think it's
00:46:10
an incredibly unlikely possibility and
the reason of this is that I think that
00:46:14
there's a broad assumption on the part of
00:46:16
a lot of people that because Trump doesn't
know anything about politics doesn't
00:46:19
know it about policy to do anything about
foreign repairers or history that he
00:46:24
doesn't know anything at all
and that's not true he knows
00:46:26
a lot about one thing which is one organization
anybody that works with Trump will
00:46:30
tell you that he knows every single thing
that is going on within his country and
00:46:34
so I think that it stretches credulity to
think that he wouldn't know that just for
00:46:38
example multiple foreign policy advisers
talk foreign policy adviser the head of
00:46:43
his campaign and his or all in communication
with Russian state actors for somebody
00:46:49
who has that control and that oversight of
the organization is just it is ample It
00:46:54

A ways international edition continues as
we bring you part 2 of an interview with
00:48:15
Jack Ryan he is the director of the new
documentary active measures generals
00:48:19
a long standing relationship between President
Trump and Russian President Vladimir
00:48:23
Putin and here we go. Your film is
00:48:28
a bit frightening in that it
really looks like maybe we've lost
00:48:32
a bit of control of our over our own
government and what's happening with regard to
00:48:37
Russia what should people take away from
this unfortunate I agree with you I think
00:48:41
it should be
00:48:41
a wake up call. As Americans and that we
haven't felt like Certainly that we had to
00:48:46
worry about democracy on its base
level we assume that this was this is
00:48:50
a system that has been here for so long
that it's hard to threaten it but this is
00:48:55
a serious threat not just our democracy but
to worldwide and I think that if people
00:49:00
don't take accountability for their own
country for their own citizenship for their
00:49:04
own democracy they will lose it from your
investigation how deep does it look like
00:49:09
this go this far as President Donald Trump
and Vladimir Putin You know we saw that
00:49:16
press conference in Helsinki where the
president seemed to be taking the side of
00:49:20
Russia over his own intelligence agencies
that thought it was the 1st time that
00:49:24
some people who have never spoken out
seemed alarmed Is that justified and do you
00:49:29
believe maybe that Russia is holding
something over our president I think so to
00:49:35
answer the 2nd part 1st I think that at the
very least we can say we know that they
00:49:39
have evidence of financial propriety in the
United States and that alone is enough
00:49:44
to have a lever I mean you can lose
your security clearance if you have
00:49:47
a gambling debt you know because that's
that's potentially compromised so if
00:49:52
somebody has knowledge and has
documentation of you committing
00:49:55
a crime that alone is enough and so I
think that this goes and I think it goes
00:49:59
pretty deep I mean one of the I think one
of the scariest things that we've found
00:50:03
is even if you take out
00:50:04
a lot of the the mob stuff and the whole
all of our Trump has been on has been
00:50:08
publicly promoting Lattimer Putin since at
least 2007 that's the 1st video that we
00:50:13
have of him in the film just going on t.v.
00:50:15
And saying one amazing guy was and hasn't
changed once since he hasn't you know
00:50:20
adjusted
00:50:20
a note and so the consistency of of that
which suggests to me that he was aware
00:50:26
that this was
00:50:27
a. Progress from promotional effort at least
on his part that was part of the deal
00:50:30
since at least 2007 why do you think that
more people in his own party are not
00:50:36
showing any kind of concern for what
this could implicate I think that's
00:50:40
a really difficult question because I think
that there are differing possibilities
00:50:45
some of which are scarier than
others my hope is that it is simply
00:50:49
a matter of they're looking at polling
data and that the minute it becomes
00:50:52
politically expedient to defend Trump
they'll stop doing it if not then I think
00:50:57
that there is a there are
00:50:58
a Iraq that is deeper but also I think
it's important to stand that Russian money
00:51:03
isn't anything new in Republican politics
I mean maybe both sides definite
00:51:07
Republican and so I do worry about Russian
influence in politics not just the
00:51:12
presidency but also in candidates on the
left and the right I mean I think that the
00:51:17
thing I worry about most going forward is
will they try to interest infiltrate the
00:51:20
right more because they're trying because
they certainly target the left area hard
00:51:24
online and that we My concern is if they
could switch do you think food is happy
00:51:28
with what has been happening I think that
he is happy in that he's an intelligence
00:51:33
officer and so he looks at
things the opportunity is he
00:51:36
a better position now than if he had
00:51:37
a whole week with the president they
absolutely and I think that he is doing
00:51:41
backflips with how successful the campaign
has been relatively speaking I think you
00:51:44
get
00:51:44
a lot of trouble when the president do you
believe that the special counsel Robert
00:51:48
Muller investigating all of this already
knows what happened I think he does and I
00:51:53
think that he is being incredibly smart
in what appears to be spreading the
00:51:58
investigation out so for example if charges
are the kids are hit with charges I
00:52:02
think that's going to be New York state
charges because he can't pardon those he
00:52:06
can't fire
00:52:06
a state agency person so I think that's
going to come from there I think they're
00:52:11
also going to probably be
00:52:12
a lot of the Trump Organization money
laundering in the southern district you might
00:52:16
end up having $7.00 or 8 different
destinations in different aspects of what is
00:52:20
wholly appropriate because it is so much
and it goes so deep and it has so many
00:52:24
tentacles that one investigation really
couldn't do it. Did any of the national
00:52:28
security experts that you spoke to feel
that this rose to the level of treason Yeah
00:52:33
in fact that one person who suggested
that's very likely could be trees which is
00:52:36
very interesting as was John Dean who
felt that what Trump is doing could raise
00:52:40
come to the level of income for tonight
with story which would be treason and that
00:52:44
is a gentleman who knows
00:52:45
a lot about presidential legality so the
one upside that I can I can see in this is
00:52:49
that if we really address it we actually
pressure Congress and they actually take
00:52:53
steps to really address foreign financing
campaigns to really address all these
00:52:58
issues we could come out of this with
00:53:00
a much stronger democracy than we entered
but we have to do those things 1st Brian

Ok with that. The little girl was into

Ok she says blue told Santa what he wants

the violence will not stop the protests
00:05:08
because the opposition knows the elections
will not be transparent only count for
00:05:14
protests for 10 days but the government
said that we don't have the right to
00:05:21
protest what we don't
accept. And only tried to
00:05:27
organize but they brought out
military to prevent us from doing it

and they have been taken and came

But we think that these violence
will not stop to good news people
00:06:10
to continue to say no we don't
want beings elections because we
00:06:17
know that they should not be
so spot on and want to me
00:06:24
and that's turned aides that we
have free do sure that they said
00:06:31
of the incense was one of
those who killed their month
00:06:38
so it's something for which we
are asking the government to
00:06:45
make inquiry and trying
to find exactly. Who can
00:06:52
eat Brigette as you said that the. Protests
will continue and you have the right to
00:06:57
protest but the government sense that you
are not in the election and those that
00:07:02
are in the elections you have peace to
be able to run the ad campaign and the
00:07:07
government feels that the protest is this
wrapped in the campaign. Has been really
00:07:14
fully up in the meantime by bridge that
the election is not supposed to back
00:07:19
probably next week do you think you have
succeeded so far will you continue to
00:07:26
protest and have to stop. Leaving to go
00:07:33
up. In 2 branches from the
international community
00:07:39
and tell you that. Of the
people who. Are calling.
00:07:48
To stop these forces or the
ones who would have. To kill.
00:07:57
This is what we don't want we know that
he's been. Employing brink violence
00:08:04
that's what we want the international
community when war they.

you. Bridget I got Manuel Johnson is
00:08:29
coordinator of TOGAF 14 Party opposition
coalition she was speaking with me from
00:08:34
the capital loamy amiss the international
instance it is one rooted that violence
00:08:38
from Togo's Unthank election protest could
get worse from Celeb I toil West Africa
00:08:44
research of honesty
international want to make
00:08:47
a strike that those responsible for the
violence must be held accountable. Since in
00:08:53
such
00:08:54
a day. There's been at least 4 people killed
2 people in me on on Saturday including
00:09:01
a child who was shot and 2 more people
are in so quickly yesterday but as an
00:09:08
aside reaction to this violence from
security forces their concerns that it will
00:09:12
get worse as protests continue Well the
1st thing is they were asking for at
00:09:18
independence to investigations impartial
and Ben investigations into deaths to
00:09:23
establish their responsibilities and for
the suspected ever traitors to be brought
00:09:29
to justice is been the deal as to
getting on social media and showing
00:09:35
a neck up with many neutral
uniform carrying firearms around
00:09:40
a demonstration where one of your squads
don't and it's very important that there
00:09:44
are investigations to be able to establish
00:09:47
a response but it's unfortunately so he's
known for its use of the military and to
00:09:53
to to quote him astray since this is something
that we've been saying over and get
00:09:58
over again to the children
he's out there it's he's
00:10:01
a minutes we should not be used in the
context of demonstrations we are not trained
00:10:06
to party the restoration this is the job
of civilian authority even in particular
00:10:10
the police and that is extremely worrying
including Because people are being shot
00:10:16
in the streets. Rich are used by
the ministry persists or that
00:10:23
area firearms but these are also used by
hundreds in total but it's sitting in that
00:10:29
context is extremely important to
have these independent and impartial
00:10:32
investigations in order to establish that
the responsibilities Diageo stipulating
00:10:37
on lines would be something that can be
used by that your so will we are in the
00:10:41
process of these videos but it's something
that should and should be used by
00:10:45
judiciary to act quickly not to to prevent
any further. In the context of the
00:10:50
demonstrations and these demonstrations
there in protest of the current
00:10:53
administration. And the political
crisis that's been going on for about
00:10:57
a year in Togo is that correct these are
used protests is which I've responded to
00:11:01
a local to demonstrate by the opposition
protesting against their going to station
00:11:05
abilities to keep elections and the
opposition is considering that the conditions
00:11:10
for free and fair needs to be set actions
are not meant that there should be
00:11:13
continued dialogue with. Before our own
on time since our specialty so we address
00:11:20
before these elections are happening and
they are currently scheduled on the 25th
00:11:26
December and according to the level of
violence seems to be increasing in the
00:11:30
country is that correct when over the last
few years we've been there recording you
00:11:34
know many deaths during the demonstrations
last year we Ruby Ridge is an extended

a country Uganda similes commerce minister
says the government is encouraging companies
00:15:14
to venture into export oriented businesses
and generate much needed foreign
00:15:19
currencies in order to reinvigorate the
country's decline the economy will be easy
00:15:24
to Liesl Lowville says the move would
also going to ensure that companies are
00:15:30
self-reliant instead of depending on
the government for foreign currency
00:15:34
allocations to conduct operations low
voice spoke with Pleasantville views them
00:15:39
bomblets service about challenges
and the businesses face. On
00:15:45
a number of fronts among which themselves.
So we are also trying to encourage them
00:15:52
to change or more into export oriented
businesses because that is another way of
00:15:58
getting new foreign carriers you know our
situation is different from many. Private
00:16:04
sector has to rely on government both
government is limited from which it can.
00:16:12
And one of the complaints we are hearing
on other boys that those who are not
00:16:17
exporting like Coca-Cola say
now ever since there was
00:16:21
a change in policy they are now struggling
because they are not exporting anything
00:16:25
but they still feel that they are essential
in they need that foreign current
00:16:28
plight is not true actually they are companies
by nature will not exploit children
00:16:34
being one of them the law the way Coca-Cola
structured control is special and I'm
00:16:39
talking low this is the time you go to my
nickel and I'm not sorry you have been.
00:16:46
In my nickel and. Played by
a company called Pearl it's
00:16:51
a book Nickel and the world. Like Coca-Cola
didn't like your market so you can't
00:16:58
go to that company and say this was export
because you didn't like it now we have
00:17:02
good. Credit. When you look at things 2.
00:17:10
1000000 new oil those
companies bought by canceling
00:17:14
a pirate type not just the other grandmas
do we know that most of their production
00:17:20
is to our domestic market so you never say
to them they have to export in order to
00:17:25
get. Out of course this is. I think in
the last 3 weeks is this is more or less
00:17:32
a location in terms of. Outside fuel if I
may say you have said that the solution
00:17:38
would be to encourage exports of
course those so thin that the.
00:17:45
Importing some products that to not be
importing getting into that we also know
00:17:51
this is from my office. Or that
player in respect to the value chain
00:17:58
pharmaceuticals. We put all the
things that you are importing
00:18:05
which we should not be put to some we
have put them together from primary
00:18:10
production up to the end consumer where are
we likely why are we importing what do
00:18:16
we need to do and we are working around
the clock to identify people who
00:18:22
can make sure that these values get to
where they were and I don't expect that to
00:18:28
be importing the next year we'll see if
you can. Import Neal in terms of crude
00:18:34
oil next year like the production level
would. Need to be self-sufficient.
00:18:43
My level is the mob was Minister of

though there are some I know someone is off

it we still believe it awhile ago so we
00:19:52
are happy to see some improvement on
the security part in a sad story than
00:19:56
a week is an indicator on
00:19:58
a diet this appears I agree Manuela
hard the Sudanese diplomat that needs
00:20:03
implementation of the peace deal has some
financial challenges but ses. Leaders
00:20:08
sure
00:20:09
a commitment to implementing the agreement
the international community might provide
00:20:13
financial support for the activities outlined
in the deal may end dude South Sudan
00:20:17
ambassador to Sudan Ses they can only
crisis in the 2 Sudans for us the warring
00:20:22
parties to sign
00:20:23
a peace deal so done during the boat to
Sudan is government also facing some
00:20:29
economic challenges and
00:20:30
a thought if South Sudan is peacefully.
While production away later is
00:20:37
humanity to for us to the international

00:20:42
Transfer fee South Sudan are
00:20:44
a source of financing serious economic
challenges the situation of forced damage to

a production accord to resume hasn't had
to early to choose political science at
00:20:57
Khartoum university he says the leadership
of both countries should reactivate the
00:21:02
cooperation agreements signed in September
20th 12 so that citizens of both
00:21:07
countries are able to move freely along
the border and create new businesses. If
00:21:14
citizens in day 2 countries. Doubt
any obstacle as they are too on
00:21:20
a property or those who want to toss
tidy or work to do so without any
00:21:26
difficulties where they generally
environmental will no longer encourage
00:21:31
a violent there will be interest there
are business people who would like to do
00:21:36
their job by Bay County do it if there is
no peace. In Sudan and South Sudan will
00:21:43
also help create instability across the
entire East African region and he say's
00:21:48
there isn't peace accord reached
between the government of a to b.
00:21:52
And there are 3 sets a good example
for Juba and Khartoum for v.o.a.
00:21:57
News I am Michael
00:21:58
a teacher. Its survey conducted by the
United Nations Children's Fund Unicef
00:22:05
says the population of out of school children
in Nigeria has risen from 10500000 to
00:22:10
30000000 the highest in the world most of
the children are in Nigeria's northern
00:22:16
states of Borno yo baby and where Boko
Haram insurgency has disrupted academic I
00:22:22
think it is to the obvious ill reports from
the Nigerian capital Abuja. This rural
00:22:29
settlement on the outskirts of the Nigerian
capital we don't favor shake on lives
00:22:33
with our children after fleeing
a Boko Haram us a crime burn
00:22:37
a state 3 years ago most of the children
here did not attend school including 2 fav
00:22:42
us children we are higher numbers.
I am. Going for. You I don't use
00:22:49
Mol actually even though
she is from all his as
00:22:53
a blown to the stage where
bicycle looked as if nodding in
00:22:56
a. Way transported from here to Apple
resentment every blessed noise that there's
00:23:03
no money. On
00:23:05
a nice day instead of going to school gave
us children how parents home with house
00:23:10
chores during the day while the wait for
the others to return from school favors
00:23:14
towards how bright has never been to
school. I want to go to school like my
00:23:21
2 older siblings so I can become something
in the future Nigeria has the world's
00:23:27
highest number of school age children
out of school for 10200000 according to
00:23:32
Unicef there mostly goes Hooley the Nigeria
has not been States where Boko Rommel
00:23:37
prates the extremist group is violently
opposed to Western education destroyed many
00:23:43
schools in the last 9 years and kidnapped
schoolgirls education psychologist my oh
00:23:48
I dig the last says there's an economy came
back from the increase in out of school
00:23:51
children people in that group are going to
school and it is very important because
00:23:58
one day his bill will be more than. If the
mothers would have children but if you
00:24:03
don't have basic education you love him.
So he won't be able to help but you and
00:24:09
your children under 15 make up 45 percent
of my 2 Riaz nearly 200000000 people
00:24:16
aside from the impacts of Boko Haram Marjorie
as education is not large enough say
00:24:21
experts only 7 percent of Nigeria's
$24000000000.20 budget is
00:24:28
earmarked for education and so far there
appear to be no new policies to boost
00:24:33
education spending time
with your peers who view
00:24:36

a summary of African news with just
00:24:42
a week to go before Togo's controversy the
December 20th legislative elections the
00:24:47
main opposition coalition is calling on
the Economic Community of West African
00:24:51
States at costs and the United States to
pressure the government from holding the
00:24:56
election Brigette I got my bull Johnson
cornea tell the 14 Party opposition
00:25:01
coalition says many more people will be
killed if the elections are allowed to take
00:25:06
place the appeal comes after the opposition
says 6 protesters were killed by
00:25:12
security forces and $100.00 more injured
during protests on Tuesday in the capital
00:25:17
loamy and so-called toll toggles 2nd largest
city hall Johnson says the violence
00:25:24
will not stop the protest because the
opposition knows the elections will not be
00:25:29
transparent Meanwhile under state
or national says it is worried that
00:25:35
violence from Togo's it. On tyke it
election protest could get worse
00:25:43
I'm just international as that those
responsible for the violence should be held
00:25:48
accountable. Ugandan president
Yoweri 70 has opened
00:25:54
a new corruption face in the country
according to the president the new office
00:25:59
which is equal with modern technology
will doubt coordinate with other existing
00:26:05
offices of the government like the auditor
general and the specter general to
00:26:09
handle corruption cases. That's it

00:28:45
President Donald Trump and top Democratic
congressional leaders clashed on Tuesday
00:28:49
over funding for
00:28:50
a wall along the country's southern border
with Mexico with Trump saying he would
00:28:55
be proud to partially shut down the
government next week over the dispute Trump
00:29:00
invited Senate minority leader Chuck Schumer
and House Minority Leader Mansi Pelosi
00:29:04
to the White House to discuss the budget
impasse with reporters looking on in the
00:29:09
Oval Office Trump sparred with the 2
Democrats over the wall coming in good to
00:29:15
negotiate with you about how we can keep
the government the the why did you go
00:29:20
merrily We have orders to get in there if
we don't have border security terms with
00:29:23
you we're not going to give you the
immediately you know that where you were that
00:29:27
you really don't. Want to do the same thing
we did last year this year that's your
00:29:34
proposal if it's good then it's good no
it won't shut down the government we can
00:29:38
build up a doctor bigger succeeded with
00:29:41
a more let's debate it over I do. Oh but
the president said he definitely will shut
00:29:45
the government down he doesn't get his way
if we don't get what we want one way or
00:29:50
the other whether it's through you through
00:29:52
a military through anything you want to
call I will shut down the go catatonic and
00:29:57
I am proud and I'll be good Luckily I am
proud to shut down the government for
00:30:01
border security just because the people
of this country don't want criminals and
00:30:06
people that have lots of
problems and drugs pouring into
00:30:10
a country so I will take the mantle I will
be the one to shut it down I'm not going
00:30:14
to blame you Well joining us now to talk
about this unusual public display is
00:30:19
v.o.a.
00:30:19
Chief White House correspondent Steve Herman
Steve did either side come out of this
00:30:24
winning. I'm sure that there are both
Democrats and supporters of the president who
00:30:30
will see their respective
parties is winning but
00:30:33
a lot of other lawmakers
watch this with quite
00:30:37
a bit of an embarrassment and some would
say probably nobody looks good in this
00:30:41
situation I was really unprecedented to
have the cameras on and reporters in there
00:30:45
and to sensually watch an argument between
00:30:49
a president of United States and the 2
top Democrats from Capitol Hill and
00:30:55
after some back and forth basically you
had the president and Chuck Schumer the
00:31:01
Senate minority leader talking over each
other the president flatly to glared that
00:31:06
he would be proud to shut down the government
for border security and quote I will
00:31:12
take the mantle Schumer was saying that
we should shut the government down over
00:31:16
a dispute when you want to shut it down
and he Palosi later characterized her
00:31:21
participation in this is trying to be the
mom in the room but she also got into it
00:31:28
for a period of time with the president
as well and after this went on for
00:31:33
a bit both Palosi and national
mirth were trying to call
00:31:37
a truce at least get the cameras out before
they would continue Hello seizing let's
00:31:41
call
00:31:41
a halt to this in the tumor saying let's
do. Paid in private but the president was
00:31:45
alone it would invite it to pool reporters
in for what was initially supposed to be
00:31:49
closed to the press and
so now we're facing
00:31:52
a situation where it appears much
more apparent that there could be
00:31:56
a government shutdown if the Democrats
don't give some leeway and give the money
00:32:02
that the president wants for his border
wall basically I showed him or is warning
00:32:06
that if the president
does not buy he will get
00:32:09
a shutdown and you know
wall now later in the day
00:32:11
a drum pad reporters back in the Oval
Office during bill signing and characterize
00:32:16
the meeting he had with Schumer implodes
he is very friendly and claiming that some
00:32:21
progress had been made and then Nancy Pelosi
spoke to reporters and said that there
00:32:26
had been
00:32:27
a subsequent brief loan call with the
president that had been productive but that
00:32:32
no agreements had been reached at this time
and so obviously the president calling
00:32:37
this
00:32:37
a need for this border Well I don't know
how much they got into that whether or not
00:32:41
that's true or not but certainly Chuck
Schumer called the president out on things
00:32:44
that came out from the Washington Post
about things the president said that been
00:32:49
declared untrue right well that use of
the phrase national emergency is very
00:32:55
interesting because this could be
00:32:58
a way for the president to declare that
there is some national emergency which he
00:33:03
could then have the military do some
things that the military says it is not
00:33:07
planning or authorized to do right now
which is to help build the wall so I would
00:33:12
say stay tuned on that because the president
has about one way or another and he
00:33:17
hinted that it could involve the military
to get this wall built and Palosi of
00:33:23
course calling it if the government does
shut down she specifically says the trunk
00:33:27
shut down which the president definitely
noticed he commented on that but you know
00:33:32
now he's saying yes build hills and
I'll take the mantle forward with that
00:33:36
potentially backfire government shutdown
could cause some problems Well I think as
00:33:40
we've seen over past decades government
should. Downs are very high risk
00:33:45
politically sometimes for the Oval Office
of the president who happens to be in
00:33:50
power or force those who happened to be in
the majority in one or more chambers of
00:33:55
Congress or for the party that's in the
minority so the Democrats seem extremely
00:34:01
hesitant to see
00:34:02
a shutdown happen that even if they can
blame it on the president that it does have
00:34:06
the potential to backfire one thing that
also struck me is that Mike Pence was
00:34:12
sitting there next to the president I
don't think I heard him say anything on
00:34:15
contests there's been quite
00:34:17
a bit of commentary on social media about
the very restrained reaction of the vice
00:34:23
president throughout all of this by the
vice president probably was there to be the
00:34:28
eyes and ears of his party and report
back to other members of the Senate
00:34:34
especially Republican members of the Senate
what was going on when the reporters
00:34:39
were not in the room the part that we did
not see on television or hear on the
00:34:44
radio when is the deadline and
what would happen if we do have
00:34:47
a government shutdown what's going on
here is that money to fund the federal
00:34:53
government does run out
very soon December 21st as
00:34:57
a matter of fact and the government
agencies are already operating on
00:35:01
a short term spending bill that had been
approved by Congress last week and that
00:35:06
action is the only thing that's
postponed a deadline for
00:35:09
a government shutdown now the Senate majority
leader Mitch McConnell says he wants
00:35:13
border security funding to be a
priority he says he really hopes that
00:35:17
a shutdown can be avoided and seem to not
like what had been on display in the Oval
00:35:23
Office speeling chief White House
correspondent Steve Herman.

The United Nations proposed during initial
peace talks in Sweden between Yemen's
00:36:16
warring parties on Tuesday that both sides
withdraw from the contested port city of
00:36:21
the data
00:36:22
a lifeline for millions facing famine and
for the region to be placed under control
00:36:27
of an interim entity it's not clear if Iran
aligned who thing movement in the Saudi
00:36:31
backed Yemeni government would accept
the proposal that aim to avert
00:36:36
a full scale assault on hold
00:36:37
a day or the push push comes as the 2
sides agreed Tuesday to exchange around
00:36:43
$15000.00 prisoners Victor Beattie asks
University of San Francisco Middle East
00:36:49
scholar Stephen soonest if the
prisoner swap could ultimately be
00:36:52
a confidence building
measure that leads to
00:36:54
a breakthrough in the years long war it
is the 1st thing that the 2 sides have
00:36:59
agreed to and certainly times a
call and will certainly it make
00:37:02
a difference and they it will help preserve
the more crucial issue of course is the
00:37:08
fate which is really
00:37:09
a lifeline to the country which has been
suffering so much because of its closure
00:37:14
do these talks look different to you than
the past talks which ended up in failure
00:37:19
to be honest like
00:37:20
a lot of servers I was pretty skeptical
of these talks the others had not gotten
00:37:24
very far but the president
breakthrough and the u. 2 u.n.
00:37:29
Proposal. Both sides seem to be at least
considering is indicative that there may
00:37:34
have been a shift in the dynamic now u.n.
00:37:37
Envoy Martin Griffin says trying to arrange
for how data to somehow not be any
00:37:43
longer part of the military activity between
the 2 the city of course now in the
00:37:48
hands of the rebels the government with
the Saudi coalition backing is trying to
00:37:53
wrest control of this city is it
possible to put it under some sort of
00:37:57
international supervision so both sides
win and lose at the same time that's the
00:38:02
idea behind
00:38:03
a proposal of course they do have the
advantage of having the city under their
00:38:09
control and they've been loath to give up
their control urban areas of Yemen that
00:38:14
they control the opposition that the majority
of the population of these cities at
00:38:19
the same time they are outnumbered and
outgunned militarily and holding on to
00:38:24
a city indefinitely would mean not just
continue to large scale civilian casualties
00:38:29
but the loss of many of their own forces
so they might indeed be open to just such
00:38:35
a compromised u.n.
00:38:36
Secretary general who terrorist apparently
is going to be there at the closing
00:38:39
session on Thursday is that
00:38:41
a big deal or generally the secretary general
does not appear in person unless the
00:38:46
stakes are very high and or the chances
of success are reasonably good the Saudis
00:38:51
who also obviously have to created this
don't happen under increasing pressure.
00:38:57
Efforts in the u.s. Congress to face u.s.
00:39:00
Military assistance and the general bad
press they've been getting in the West and
00:39:06
recent weeks due to the murder of journalist
general surgery so both sides believe
00:39:12
you have
00:39:13
a motivation to compromise and bring in the
secretary general adds to the pressure
00:39:19
at the same time both sides shown an
unwilling us to compromise in the past
00:39:24
regardless of. Political strategic or an
actuary in consequence of the murder of.
00:39:30
Jamal Khashoggi was that the difference
or is it the sheer weight of the
00:39:33
humanitarian crisis the
country is undergoing as
00:39:36
a result of this conflict was that the
motivating reason for progress Well there
00:39:41
has been growing international outcry
at the humanitarian crisis was gaining
00:39:46
momentum already for the consumption murder
made it possible for the concerns to
00:39:51
get
00:39:51
a lot more attention from the media and from
the general public in the United States
00:39:57
and other Western nations and so in that
sense I believe the killing of this
00:40:02
prominent journalist has had an impact
it's interesting last published article in
00:40:07
The Washington Post was calling for an
end of the slaughter and encouraging his
00:40:12
fellow Saudis to compromise to prevent an
even greater humanitarian disaster when
00:40:17
this round of talks ends in Sweden apparently
there will not be any kind of truce
00:40:22
between the warring sides of the conflict
will continue but if these confidence
00:40:27
building measures develop
a breakthrough is
00:40:29
a possible that this conflict could be
ending in the New Year I seriously doubt the
00:40:33
conflict will end by the end
of this calendar year but
00:40:38
a breakthrough and something important as
this given Syrian implications and the
00:40:43
president who sides can actually agree
something I think will certainly bring on
00:40:48
Minson to future talks between the 2 sides
that could eventually lead to an end of
00:40:52
the conflict I just don't think going to
happen very soon That's University of San

00:41:04
whether the president obstructed the
investigation into Russia's meddling in the
00:41:08
2016 presidential election continues
00:41:11
a new documentary called
active measures unravels
00:41:15
a longstanding relationship between
Donald Trump and the Kremlin had
00:41:18
a chance to speak with the film's director
Jack Bryan in this 2 part interview so
00:41:23
thank you for being with us Jack 1st talk
about how this all this film came about
00:41:29
the film of the. Found the relationship
between Donald Trump and the Kremlin
00:41:33
initially through intermediaries and then
through all of our analysis from the
00:41:37
Russian mafia and also about Putin's election
meddling in other countries in Europe
00:41:42
and basically the dry runs for the 2016
election how did you go about finding out
00:41:47
the information that you did in order to
actually make this film and what what gave
00:41:51
you the idea to do it other than obvious
what's happening here in the United States
00:41:56
with the Russian meddling in this course
investigation the process started really
00:42:00
cheering the election. My co-writer on the
project and I were sort of his election
00:42:06
buddies at that point we would text email
every day about the election you know
00:42:09
this campaign should be demanding why are
they saying this and then around June and
00:42:13
she brought up the idea 1st thing that
the the hacking and the release and feel
00:42:17
like
00:42:17
a Russian campaign to her and says at that
point it was sort of on our radar radar
00:42:21
as such and we just kept really following
that story and really becoming stuff and
00:42:25
then around March of last year it
felt like a lot of stuff had come out
00:42:30
a lot had been reported
00:42:31
a lot of it written about but people weren't
really understanding the full measure
00:42:34
of it they weren't really getting the
context was kind of washing over people who
00:42:37
just names and nothing really seem to fit
together and we felt that in order for
00:42:41
people to really understand what was
happening what's happening now what's
00:42:44
happening then they had to understand the
backstory and how these things started
00:42:48
and why they started so you know I called
my producer or boys we all got together
00:42:53
and we spent
00:42:53
a few weeks all day every day researching
researching and then we kind of hit
00:42:57
a point where we had done we had about
160 page document that was sort of our
00:43:03
timeline starting in the eighty's going
all the way to 2017 and we would sort of
00:43:08
take that to think tanks and that we were
able to make some intelligence officers
00:43:11
and kind of traded that would pick
their brain and because we had
00:43:14
a really good basic knowledge we they were
pretty open to talking to us and so that
00:43:18
was really our research process one thing
that stands out for me when I hear you
00:43:22
talking about this is that this did not
start in 2016 on the contrary it sounds
00:43:27
like this has been really going on for.
Very long time so how long has this been
00:43:32
going on with the Russians sort of looking
to undermine democracy in the United
00:43:37
States to create cause chaos and
division all that's been going on for
00:43:41
a very long time and that that's only going
on basis in the thirty's with very few
00:43:45
blips in between how better resources are
putting towards that and their ability to
00:43:49
affect it so social media was
00:43:51
a complete game changer and also hacking
just the visualization of information was
00:43:55
a huge boon for Russian intelligence because
it gave them access that they never
00:43:59
had before you know if they wanted
to affect voting they could write up
00:44:03
a pamphlet but they couldn't send it around
but know that was coming from or they
00:44:07
could get access to free the organization
social media gave the Russian
00:44:11
intelligence and the Russian aggression
talents access the mainstream and that I
00:44:15
think was
00:44:15
a huge dividing line where does Donald
Trump fit into all of this so basically
00:44:20
starting about $984.00 is where we really
start we kept on having to go farther and
00:44:24
farther back time but the 1st clear act
of illegality that we found was that in
00:44:29
1904 Trump met with
00:44:31
a Russian mobster named David Boca and he
sold in 5 condos in Trump Tower which is
00:44:36
only the 2nd building in New York where
shell companies could purchase units and it
00:44:40
made it through the money laundering
paradise and the state's state attorney
00:44:43
general all that that transaction was
money laundering and so from then through
00:44:47
into the ninety's sort of
00:44:48
a loose affiliation there are mobsters
living in Trump Tower they're buying some
00:44:52
properties they're hanging out in Lenox
city but when it Lenox it goes in the early
00:44:56
ninety's Trump because it's through the
bankruptcy that really don't end until 2004
00:45:00
with
00:45:00
a final really big bankruptcy and at that
point he is in dire straits he cannot get
00:45:05
loans you cannot get capital for his
development and the Russian mob basically
00:45:09
moves into the Trump organization they start
leasing space in Trump Tower associate
00:45:13
with a Russian mob fixator actually has
00:45:15
a front organization business card an e-mail
address and they are basically getting
00:45:20
funds from Poso very sketchy money and so
at that point it becomes an integral part
00:45:24
of the Trump Organization and it actually
just grows from there when it comes to
00:45:28
the 2613 election. All of our intelligence
officials have concluded that you know
00:45:33
Russia definitely meddled in our democracy
meddled in our election and of course we
00:45:38
know there is an ongoing investigation
from the special counsel as to whether or
00:45:42
not the Trump campaign willingly participated
in that obviously we don't have any
00:45:48
answers yet because the investigation is
still going on but the president really
00:45:53
really doesn't not want this investigation
to continue which looks suspicious. Have
00:46:00
you been able to in all your research make
any sort of conclusions and could trump
00:46:06
have been sort of an unwilling participant
but these are possibilities I think it's
00:46:10
an incredibly unlikely possibility and
the reason of this is that I think that
00:46:14
there's a broad assumption on the part of
00:46:16
a lot of people that because Trump doesn't
know anything about politics doesn't
00:46:19
know it about policy to do anything about
foreign repairers or history that he
00:46:24
doesn't know anything at all
and that's not true he knows
00:46:26
a lot about one thing which is one organization
anybody that works with Trump will
00:46:30
tell you that he knows every single thing
that is going on within his country and
00:46:34
so I think that it stretches credulity to
think that he wouldn't know that just for
00:46:38
example multiple foreign policy advisers
talk foreign policy adviser the head of
00:46:43
his campaign and his or all in communication
with Russian state actors for somebody
00:46:49
who has that control and that oversight of
the organization is just it is ample It
00:46:54

we bring you part 2 of an interview with
00:48:15
Jack Ryan he is the director of the new
documentary active measures generals
00:48:19
a long standing relationship between President
Trump and Russian President Vladimir
00:48:23
Putin and here we go. Your film is
00:48:28
a bit frightening in that it
really looks like maybe we've lost
00:48:32
a bit of control of our over our own
government and what's happening with regard to
00:48:37
Russia what should people take away from
this unfortunate I agree with you I think
00:48:41
it should be
00:48:41
a wake up call. As Americans and that we
haven't felt like Certainly that we had to
00:48:46
worry about democracy on its base
level we assume that this was this is
00:48:50
a system that has been here for so long
that it's hard to threaten it but this is
00:48:55
a serious threat not just our democracy but
to worldwide and I think that if people
00:49:00
don't take accountability for their own
country for their own citizenship for their
00:49:04
own democracy they will lose it from your
investigation how deep does it look like
00:49:09
this go this far as President Donald Trump
and Vladimir Putin You know we saw that
00:49:16
press conference in Helsinki where the
president seemed to be taking the side of
00:49:20
Russia over his own intelligence agencies
that thought it was the 1st time that
00:49:24
some people who have never spoken out
seemed alarmed Is that justified and do you
00:49:29
believe maybe that Russia is holding
something over our president I think so to
00:49:35
answer the 2nd part 1st I think that at the
very least we can say we know that they
00:49:39
have evidence of financial propriety in the
United States and that alone is enough
00:49:44
to have a lever I mean you can lose
your security clearance if you have
00:49:47
a gambling debt you know because that's
that's potentially compromised so if
00:49:52
somebody has knowledge and has
documentation of you committing
00:49:55
a crime that alone is enough and so I
think that this goes and I think it goes
00:49:59
pretty deep I mean one of the I think one
of the scariest things that we've found
00:50:03
is even if you take out
00:50:04
a lot of the the mob stuff and the whole
all of our Trump has been on has been
00:50:08
publicly promoting Lattimer Putin since at
least 2007 that's the 1st video that we
00:50:13
have of him in the film just going on t.v.
00:50:15
And saying one amazing guy was and hasn't
changed once since he hasn't you know
00:50:20
adjusted
00:50:20
a note and so the consistency of of that
which suggests to me that he was aware
00:50:26
that this was
00:50:27
a. Progress from promotional effort at least
on his part that was part of the deal
00:50:30
since at least 2007 why do you think that
more people in his own party are not
00:50:36
showing any kind of concern for what
this could implicate I think that's
00:50:40
a really difficult question because I think
that there are differing possibilities
00:50:45
some of which are scarier than
others my hope is that it is simply
00:50:49
a matter of they're looking at polling
data and that the minute it becomes
00:50:52
politically expedient to defend Trump
they'll stop doing it if not then I think
00:50:57
that there is a there are
00:50:58
a Iraq that is deeper but also I think
it's important to stand that Russian money
00:51:03
isn't anything new in Republican politics
I mean maybe both sides definite
00:51:07
Republican and so I do worry about Russian
influence in politics not just the
00:51:12
presidency but also in candidates on the
left and the right I mean I think that the
00:51:17
thing I worry about most going forward is
will they try to interest infiltrate the
00:51:20
right more because they're trying because
they certainly target the left area hard
00:51:24
online and that we My concern is if they
could switch do you think food is happy
00:51:28
with what has been happening I think that
he is happy in that he's an intelligence
00:51:33
officer and so he looks at
things the opportunity is he
00:51:36
a better position now than if he had
00:51:37
a whole week with the president they
absolutely and I think that he is doing
00:51:41
backflips with how successful the campaign
has been relatively speaking I think you
00:51:44
get
00:51:44
a lot of trouble when the president do you
believe that the special counsel Robert
00:51:48
Muller investigating all of this already
knows what happened I think he does and I
00:51:53
think that he is being incredibly smart
in what appears to be spreading the
00:51:58
investigation out so for example if charges
are the kids are hit with charges I
00:52:02
think that's going to be New York state
charges because he can't pardon those he
00:52:06
can't fire
00:52:06
a state agency person so I think that's
going to come from there I think they're
00:52:11
also going to probably be
00:52:12
a lot of the Trump Organization money
laundering in the southern district you might
00:52:16
end up having $7.00 or 8 different
destinations in different aspects of what is
00:52:20
wholly appropriate because it is so much
and it goes so deep and it has so many
00:52:24
tentacles that one investigation really
couldn't do it. Did any of the national
00:52:28
security experts that you spoke to feel
that this rose to the level of treason Yeah
00:52:33
in fact that one person who suggested
that's very likely could be trees which is
00:52:36
very interesting as was John Dean who
felt that what Trump is doing could raise
00:52:40
come to the level of income for tonight
with story which would be treason and that
00:52:44
is a gentleman who knows
00:52:45
a lot about presidential legality so the
one upside that I can I can see in this is
00:52:49
that if we really address it we actually
pressure Congress and they actually take
00:52:53
steps to really address foreign financing
campaigns to really address all these
00:52:58
issues we could come out of this with
00:53:00
a much stronger democracy than we entered
but we have to do those things 1st Brian
00:53:05
he is the director of

well in the United States Christmas
00:53:12
cards with family photos are popular but
more than ever now many of those photos
00:53:17

00:53:46
Like fashion models for the big moment in
front of the camera today about 100 dogs
00:53:53
will get their pictures
taken with Santa by
00:53:55
a professional photographer like the ones
where you can see the interaction with
00:54:02
the dog looks like he's having
00:54:03
a conversation with. The family should have
their Santa just as they should be part
00:54:09
of family photos and some of them aren't
family pictures like baby's 1st Christmas
00:54:16
this papa's having his 1st Christmas with
his family to. Christmas so we want to
00:54:23
make some memories with Santa some people
bring their dogs every. Here. But if the
00:54:29
girls dressed up in
00:54:30
a little ribbons and see all the other
dogs and their costumes each photo cost
00:54:35
$25.00
00:54:36
a large portion of the proceeds go to
several dog rescue groups in the area that
00:54:41
the money goes to help our buy food buy
boys buy crates and candles for the dogs
00:54:48
this pet parent wanted her photo of Quincy
to reflect both Christmas and Hanukkah I
00:54:54
put a yarmulke out and
00:54:55
a scarf on him for Hanukkah because I
am Jewish I thought because my dad had
00:54:59
a cause I wanted him to be able
to celebrate all that they can be
00:55:03
a challenge to get the dogs to stay still
we make sounds that are out of the norm
00:55:09
of their daily routine so that it sort of
gets or totally squeaky toy we just make
00:55:14
we hear noises with our mouths and. Some
of them or jump up in your lap other ones
00:55:20
will run away from. Them I get one once in
00:55:24
a while the bark at me been nipped that
00:55:27
a couple of times but I haven't been but
mother and daughter brought their dog
00:55:33
Blue we can not see matching
the damage and I blew out
00:55:38
a little left out on that but I think he's
Ok with that. The little girl was into
00:55:43
what she wants for Christmas he could do
Ok she says blue told Santa what he wants
00:55:49
to. Do and on this woman looks forward to
sending her pups Christmas card photo to
00:55:56
friends and family it cheers everyone up
I think. The feel of pop with fans of
