committee... which holds the hearings. republican members of that committee released a letter to president obama today. it reads in part "given the particular circumstances under which this vacancy arises, we wish to inform you of our intention to exercise our constitutional authority to withhold consent on any nominee to the supreme court submitted by this president to fill justice scalias vacancy." the letter goes on to say, the committee will not hold hearings on any nominee until after the next president is sworn in. governor terry branstad announced today that the centers for medicare and medicaid services has approved iowas plan to privatize medicaid starting april first. according to the governors office, the change will improve iowans health care delivery by offering preventive services beyond what currently is available. critics, however, are concerned thousands of iowans will see a disruption in their access to care. gun suppressors are legal for hunters and sports shooters to use in

hoping to make iowa number 42... 'i think they are a tremendous device, they are for hearing protection, a suppressor itself is not a weapon, its an accessory thats put on a firearm just to cut down the noise as a hearing protection device.' representative terry baxter introduced the bill...he says gun suppressors reduce the sound of gun shot by 20-30 percent... but opponents of the measure don't see why shooters can't just use ear protection. they see a suppressor as a weapon. 'i think there is too much danger involved to legalize one more offensive weapon to be a non-offensive weapon in iowa.' the bill passed the house 74 to 24.... also passed through the house, a bill that removes the age requirement to shoot a gun, and allows those on an

loaded gun. a former state senator will not go on trial tomorrow as planned. today kent sorenson plead guilty to disorderly conduct. sorenson was originally charged with domestic abuse and interference with official acts back in july 20-15. as part of his plea, he now faces a sentence of up to 30 days in jail and a maximum 625 dollar fine. the 43 year old is awaiting sentencing for violating federal campaign finance laws during the 20-12 presidential campaign. testimony has started in the trial of a boone man charged with killing his wife... alexander fazzino is accused of killing emily fazzino in january of 20-12. her body was found on the bathroom floor of their home. both sides agree she struggled with addiction to prescription medication. but prosecutors contend there were no drugs found in her system at the time of her death. they argue her path to recovery

after police were called to their home just a week before her death. you're going to hear that after police had left, emily, who was slowly standing up to alex, wanted to get away. defendants claim emily fazzino had detoxed, but still suffered from withdrawal symptoms. they say she fainted on the day of her death, causing her to accidentally drown in the tub. an f-f-a group in des moines was the victim of theft over the weekend, and it could hurt how the organization operates. i came back and thought about things, then realized the door to the keybox was open, that i looked out the window where i parked the suburban and, it was gone" on sunday night, someone broke into the horticulture office near mccombs middle school. the suspect also stole tools, batteries and some cash. instructor craig nelson says whoever stole the items, knew

members use the suburban to get to activities... and the money students raised in the program was used to buy it.. the stolen vehicle looks similar to the one seen here. it's a black, 4-door 19-99 gmc suburban. it has official iowa license plates - number 1-1-2-7-8-7. that bumper sticker also sets it apart- it reads: 'we give a crop about agriculture.' a proposed 80 million dollar renovation to the state historical museum could cut the size of the building in half. the iowa department of cultural affairs says... that approximately 40 million dollars of repairs is needed to maintain the current facility, including exterior granite panel failure, skylight and roof leaks and outdated h-vac systems... the proposed project would remove the eastern portion of the building and completely remodel the western portion... new exhibit galleries on the first and second floors will be of various sizes to increase the visibility of the state's

neighbors trying to spy on her property. "they said 'we heard noise, we want to see what you're doing.'" they wanted to know what was going on at this abandoned quarry known around richfield as the scenic pit. "they couldn't get in to see it because everytime they tried i would tell them to leave." zoulek and her husband planned to restore the land and build homes on it. and that meant for years they would be operating the site as a sort of landfill. "there is clean fill that needs to go somewhere and there's places like our place that needs the clean fill." concerned about truck traffic and potential groundwater contamination, neighbors formed a group called richfield residents against the dump. and in july, one of the group's members sent up a drone -- like what was going on inside. "because they can't see the quarry, you know. so they flew up and around and over." the video was posted on youtube... and the pilot emailed a link to the village of richfield, which was embroiled in a lawsuit with zoulek over the quarry. "the court will admit that the issue is close." while a washington county judge ruled against zoulek, the drone video had nothing to do with it. it never actually captured anything of consequence. but to zoulek, that's not the point. "you want to talk about being pied?

the group she had every right to block at ground level went - quite literally - over her head. "tell me why a private citizen that i know nothing about can just fly a drone over my property without permission?" the drone pilot is a richfield resident named steven mahler, who did not respond to multiple requests for an interview. in an email to the village of richfield, he said he only flies his drone for recreational purposes. "this wasnt just recreational flying of drones." so zoulek complained to the washington county sheriffs department, which told her there was nothing they could do. because no individual person had their privacy violated. "i said, 'so the next time i see a drone i will be running naked through my pit.'" the f-a-a could not determine if mahler had violated any specific regulations, but it did send him an educational letter outlining the important distinction between flying a drone for recreational purposes or for some other purpose. 'alright, here we go.' while drone technology is still relatively new... the market for drones isn't just taking off, it's soaring. unmanned aerial systems are

dollar impact on the economy in the next ten years. but the rules on where and how you can fly them are still being developed. "the faa is going to have to get a handle on it." russ klingaman is a professor of aviation law at marquette... and one of very few experts on drone law. so far, he says, the f-a-a has focused mostly on drone use by government agencies and private businesses. "if you've got a small business and you're using it to market. you're using it for images that you're going to put on a website, if you're going to sell your images... the faa is going to consider that a commercial use." "this stuff is so, like, in its infancy." peter menet is a national guard helicopter pilot who just launched a private drone business called menet aero, which does high resolution aerial mapping. before he could even lift off, he had to secure a waiver from the government with dozens of rules attached. "it took me 126 days and i mean i'm still going through all the different processes." without that exemption, commercial use of a drone is against the law and subject to massive fines by the f-a-a. but it's a far different story for hobbyists. "there is no regulation in

and it's almost an honor system." the f-a-a predicts one million americans will get a drone for christmas. and klingaman says that's a serious safety concern. "the hobbyists, if they don't understand the airspace,if they don't understand the equipment they're using... there's a lot of risk." in august, a drone crashed into thestands at the u-s open. two days later, one crashed into the scoreboard at a college football game. last winter, a drone crash landed on the white house lawn and wednesday, a drone collided with seattle's pier 57 ferris wheel, then literally feel through a cafe table below. all of that increases the fear that a reckless operator will collide with an airplane... or crash into moving traffic. "you lose control of something this big and it can hurt people pretty badly." to get the word out, the f-a-a has developed a program called "know before you fly" that instructs users to keep drones below 400 feet. keep them in direct line of sight. and don't fly them near people, stadiums, or within five miles of an airport... a restriction that severely limits where you can legally

"i highly suggest you read the law." but while the f-a-a is tasked with maintaining airspace safety, it's not entirely clear who's in charge of privacy. "it's a patchwork." cities and counties are passing their own laws. and in the past three years, 27 states have passed drone-related legislation. and at least three of them specifically ban the use of drones on private property. which raises a whole new set of questions. "if you're in a manned aircraft, the airspace is all public domain. but with a drone, where does the property line start and end?" "is it 10 feet?" "is that high enough?" "what about 50 feet?" "are we getting any closer?" "what about 100 feet?" "is that high enough yet?" "what about 200 feet?" property line go?" in wisconsin, there is no law specific to private property. instead, the badger state has taken a different approach. "it's a very loose standard." last year, governor walker signed a new law that makes it a crime to use in a place where they have a reasonable expectation of privacy. clearly defined. "front yard versus back yard.

but now mastercard wants to use selfies to help prevent fraud. mary moloney has the details... forget a password. mastercard is launching new technology so you can use selfies to approve online purchases. the company says selfies and fingerprint scans are safer than typed passwords. especially since many of our passwords are easy for scammers to guess. if you want to use your pic to pay -- download the mastercard identity check app. it has you take a selfie each time you buy something online. your face or fingerprint will be scanned to prove it's you spending the money -- and not a scammer. but you won't be able to use the same picture over and over. mastercard makes you blink -- to show that you are taking that pic as you shop. the fingerprint scan is a little easier. especially if you have a new iphone with the technology already built in. but it's not just mastercard that's looking for new ways to prevent fraud. if you have an hsbc account -- you will soon be able to use your fingerprint and voice to access money. and mastercard is researching ways to use your heartbeat and scans of your eyes to authenticate purchases. this could be the future of protecting online shoppers from fraud.

guantanamo bay. the plan comes seven years after obama made an oval office vow to permanently shutter the prison. previewing a new argument that the administration hopes will help its efforts to close the prison... obama spoke to the cost of keeping the facility in cuba open with less than 100 prisoners remaining there. guantanamo harms our partnerships with allies in other countries, whose cooperation we need against terrorism. when i talk to other world leaders they bring up the fact that guantanamo is not resolved. moreover, keeping this facility open is contrary to our values it undermines our standing in the eh world. it is viewed as a stain on our broader record of upholding the highest standards of rule of law. the plan involves transferring the bulk of remaining detainees to other countries and moving the rest -- who can't be transferred abroad because they're deemed too dangerous -- to an

detention facility in the united states. the centers for disease control and prevention are investigating new reports of sexual transmission of the zika virus. the c-d-c says they are investigating 14 cases in all, and that several of them involve pregnant women. the c-d-c adds the new reports suggest sexual relations may likely be a way zika spreads. however, the most likely way to be infected with zika is through a mosquito bite. zika has been confirmed in 23 u-s states and the district of columbia. and the world health organization says up to four million people will be infected in the next year. two people are dead and several more injured after a storm ripped through an r-v park in saint james parish, louisiana. you can see here the storm overturned trailers and left debris everywhere. search and rescue teams are working to help victims. it's possible a tornado touched down. several ambulances were on the scene. at least seven people suffered critical injuries, and 30-others are hurt. there are about 300 residents

championship, waverly shell rock second, mt pleasant third. fort dodge finished seventh. iowa still doesn't know if drew ott can play an additional year of football for the hawkeyes. ott applied for a medical redshirt waiver. ott played more than the allowable number of games before tearing an acl, but since he was already injured, he only played two full games. chad leistikow of the des moines register reports no word from the big ten, even tough the nfl scouting combine in this weekend, and ott's been invited. kirk ferentz said earlier this month he's optimistic ott will get a fifth year at iowa. the hawkeyes are 9 point favorites at home tomorrow night. after losing 2 of 3, and suffering their first mini slump of the season, iowa hosts resurgent wisconsin.

before we go tonight... sunday was quite a day for a 106-year- old woman who got to visit the white house. virginia mclaurin not only got to meet president obama and the first lady... she got to dance with them. in 2014-- mclaurin began a social media campaign to meet the obama's. she explained in videos online that she was so happy to see a black person in the nation's top job. she showed her excitement by dancing. mclaurin was at the white house
