youth in the child welfare system. that includes d-h-s, iowa kids net, juvenile court services and of course -- foster parents. monique clark's home is typically filled with kids. she's a proud parent and foster parent. "i take them in as though they are my family from the day they come in the door this isn't your foster sister or brother, this is your sibling." she's taken care of about thirty foster children since her early 20s. currently, she has three of her own children, one adopted child and two foster children. "it feels like what i was supposed to be doing. if i had enough sce, i would probably have 24 kids here." her love for all of her kids is why she's taking center stagegeo help find a solutiti to the disproportionate number of black children in the foster care system. "considering that the population of the state is a fraction of the population in comparison to what that looks like for foster care, it is concerning."

trading places: the remaining republican candidates are shifting their focus to the nevada caucuses, while democratic candidates are trying to win over voters in south ccolina. donald trump established himself as the front-runner in the g-o-p race after easily winning the south carolina primary last night. but both ted cruz and marco rubio appealed to voters today, calling themselves the best alternative to trump. "you know, if you look at donald, donald devotes all of his time and energy, all of his money, to attacking me." "i don't b bieve that he has exhibited an understanding of foreign policy, which is the most important job of the commander-in-chief. and to say i'm just going to surround myself with really smart people, you know, that's not enough." both hillary clinton and bernie sanders say the minority vote is even more important for their campaigns moving forward. in the nevada caucuses yesterday, minority voters accounted for about a a third of caucus-goers. and in south carolina, they're expected to make up a majority of voting democrats.

is on the rise in eastern iowa. both the better business bureau and cedar rapids police say they take calls from victims every day. kcrg-tv9's nine's brea love tells us how these scammers are working hard to take your money. there's plenty of scams going around from the irs scam, e-mail scams, to scammers knocking on front doors. they will ask for personal information like social security numbers and bank accounts. most scammers are known to threaten victims by saying they could be arrested or fined. that's why crpd and the b-b-b are working to get the word out. "iowans overall are just really decent people, caring individuals, so in some ways were vulnerable as ell if we're not educated, and that's why its important to get those messages out there." buelow says crpd sees an increase this time of year in identity thefefcauses. tonight at 10 i'll will look deeper into these scams, showing where we are most at risk, and how to prevent yourself from becoming a victim.

duplex in iowa city. firefighters responded to 20-49 little creek lane around 10 o'clock this morning. they found flames s the front of the building, near the garage. it took crews about 20 minutes to get the fire under control. no one was hurt. remember, whenever you see news happening call newsline nine at 319- 365-9999. you can also send pictures and news tips to newsroom at kcrg dot com. the cedar rapids school board will vote to formally approve the recent termination of a contract between the district and an equity consultant. tomorrow night's vote follows allegations that edwin javius , of the company ed- equity, misrepresente d his credentials to other djstricts in the past. the district hired javius in 20-14 to help close the student achievement gap.

people on the proposed calendar that would dismiss students early on fridays starting next year. that would replace an earlier proposal by the district to start classes late on mondays. the district plans to use that extra time for professional development for teachers. waterloo schoololwill also discuss next year's calendar during their board meeting tomorrow night. the district plans to give students select fridays off, to allow for professional development. the new fine arts center at anamosa high school is now open. today, the school held a ribbon cutting to celebrate the opening of the ellen kennedy fine arts center. vote in the district n nrowly approved aa bond three years ago that provided money for the project. the district superintenden t says the center will provide opportunities to students for years to come. in iowa's future? university of iowa researchers think it's possible... especially in rural areas. kcrg-tv9's forrest saunders looks at t recently completed study and has the story. the iowa public policy center's four part study shows something that's happening across the globe.dentist s are nearingngretirement. listennto this. the ddta showed iowa dentists 55 and older nearly doubled-from 23 percent to 42 percent- between '97 and 2013. in essence, almost half of iowa's dentists are near retirement age. why does that matter? "we're probably going to see some shortages in rural areas that heretofore did not exist, with the advancing agg of dentists ttat are practicing in rural areas and then retiring."add to that, fewer dentists are working in rural areas these days to begin with. the study suggested dentists practicing in rural communities dropped steadily- 49 percent to 36 percent one third of iowa's private-practice dentists are concentrated in the state's three biggest metros. "i think that some have to do with services that are available in bigger cities. we're also seeing a trend from solo to group practice. you find more group practices located in urban areas."researchers didn't offer any fixes to the potential problem.

in the books and it featured some outstanding performances. scott westerberg has recap. the big story last night was carter happel....the lisbon senior became the 25th wrestler in iowa history to win four state titles...his 209 career wins is tied with his future hawkeye teammate brandon sorensen for second most in iowa history. lisbon now has 3 4-time state champs...that more than any other school.... "unbelievable feeling, i know that i've seen it and i've talked to people about it and they said when your time comes you'll know it and i know what they're talking about now."happel's teammate nick williams won at 138....williams was third a year ago after winning state as he senior was happy to get back on the top step. night spotlight, i'll speak with alburnett wrestling head coach, clayton rush. the pirates won the duals title and the traditional title, they also had two individual champions in connor shulista and tanner sloan. ... iowa women's basketball hosting indiana in the annual pink game ... the hawkeyes trailed 9-0 to start the gameme. chase coley gets the inside track for the bucket to put iowa on the board ... later in the first quarter, the give-and-go to christina buttenham who lays it in... iowa ties it up 13-13 ... then it's tania davis kicking it out to allyy disterhoft in the corner for three... the iowa city west grad had 19 points... haweyes trailed 20-19 after one quarter ... but their picks up steam in the 2nd... tania davis buries a triple to put iowa up by 14... then it's kali peschel hitting a three of her own... hawkeyes up 39-22... they outscored indiana 24-8 in the 2nd quarter as davis hits the floater before the halftime buzzer... iowa hangs on to winn
