pain of the pandemic was mitigated by our action in march . when democrats insisted on ach robust stimulus bill the became the cares act. one of our policies included in that bill enhanced unemployment benefits has kept nearly 12 million americans from poverty. those benefits have no mostly expired. the stimulus provided by the stcares act is been exhausted. the pandemic and economic hardship for millions of american workers and families however, is ongoing and people. speaker pelosi and i have been trying to negotiate with the white house and another round of relief. is been arduous . democrats are demeanor republican colleagues in the middle. but the white house has refused to make any significant compromise. in the senate, republican majority leader have kept the senate on pause. by the nation suffered.

when they tried to direct the relief package into in july, senate republicans flailed for two weeks. before announcing a series of separate incoherent proposals lack the support of, senate republicans. it was so popular within the republican conference and later mcconnell even brought it up for a vote. now, after more than four months of long in action, after sitting on the sidelines, while we tried to negotiate, the senate republicans are finally realizing the damage in the pause and mcconnell pause has done to the american economy and our nation's health. as they scrambled to make up for this is delightful mistake, the senate republicans appeared hudson on another bill which doesn't come close to addressing the problems in our country. and republicans are going to go

through original inadequate 1 trillion-dollar skinny bill in half. and maybe more. put it up for this week. and of course he had no input, zero input from democrats . completely partisan. in this chamber, we need bipartisanship to get anything done. republicans call this a skinnier targeted proposal . would be more appropriate to call it initiated. shockingly, as the pain from a this pandemic gets bigger and bigger, republicans inc. smaller and. and they're moving backwards. their proposal is completely inadequate. and by every measure, failed to meet the needs of the american people. with no money for rentalti assistance, nutritional assistance, the senses, state elections and so many other things. the bill amazingly will do almost nothing to help state and

local governments that have already been forced to cut a million jobs since the pandemic began. this bill actually goes backwards from the last republican proposal in its does not even allowed state to use existing relief funds to cover lost revenue. even worse, latest republican proposal is laden with poison pills. they're calling snow democrats would never support. the bill does not provide enough funding to help our schools reopen safely. not even close to a school superintendent say they need. it includes funding for partisan school choice program, pushed by hard right conservatives and secretary. it provides immunity to corporations and for the workers in harm's way. which sadly seems to be the only thing that republicans can consistently agree on. it even includes the provision

that could faster track cold mining operations. because god forbid, our republican friends missed an opportunity to reward corporate polluters in their coronavirus relief bill. the republicans call their bill targeted. and maybe they mean it is targeted to corporate donors. the president of these poison pills should remove every shred of doubt that the true intent of the bill is anything but political. and if later mcconnell and the republican majority were trying to achieve the result. they would not draft, such a lame partisan bill loaded with poison pills and brush it to floor.
6:48 pm
can we have order please rated. >> yester mr. leader. not the motives of the other. just the corporate donors. just to issue a warning. >> the truthin is, if you want o draft a bill that was certain fail, is it. this is one of the most cynical moves. and i have ever seen. we all know what is going on here. later mcconnell has to create the most partisan cynical bill because he had 20 members of his caucus who do not want to support anything by his own admission. they were $0. so later mcconnell keeps whittling down the republican proposal until he can find something, anything. many can claim is party's support he had to throw in the right wing favorite goodies to sweeten the pot.
6:49 pm
to even approach the number of votes in his carcass. to make it look like a republican bill that had broad support. lisa mcconnell knows this bill won't pass. he knows that most of his members do not wanted to pass. and amazingly, he seems happy and the fact that situation. this is one of the most cynical moves i've ever seen in the middle of the pandemic when americans are crying out for relief. the political exercise on the republican side, there is no relationship. to the needs in our country. it has nothing to do with our states our workers and their families. opening up schools it safely, or healthcare workers with a really need. it has everything to do with finding thein bare minimum that senate republicans can support.

true, they constitute a serious violation of campaign finance law. thousands already announced it will investigate these claims. so it is time to state the obvious. the postal board of governors should suspended him as postmaster general while these serious allegations are under investigation. in the middle of the pandemic, america must have faith and confidence in the post office. and those who lead it . a yield the floor and i in the absence of a quorum. >> during the month of august, look forward to traveling across my state, my very big state, every year. to spend time with my constituents. this best way to learn firsthand help the laws and programs that we enact here working. and receive the feedback on legislation being considered by
